<p> Winchburgh Community Council Minutes of Annual General Meeting of Winchburgh Community Council held in the Community Education Centre Craigton Place Winchburgh at 7.00pm on Monday 9th November 2015. </p><p>Attendance: Community Councillors: Jim Sommerville, Irene Wallace (Chair) Sheila Sutherland, William Honeyford, Alan Stirling, (Treasurer) Pete Nisbet (Acting Secretary).</p><p>Members of the public and officials: Cllrs Diane Calder, & Janet Campbell, Emma Mclean, Edith Small, John Finnigan, Terry Doherty, Shawn Doherty, Dianne Faulkner, William Taylor, Margaret Russell, Isabella Miller, Donna Mabon, Peter Anderson, Ellen William Taylor, Wendy Grant</p><p>Apologies: Claire McKechnie-Mason (secretary); Mandy Baird</p><p>October Minutes proposed by Sheila Sutherland, seconded by Jim Sommerville</p><p>Police Report: No Police presence or report submitted. Presentation by Emma Mclean Emma highlighted the possibility of setting up a Village Development Trust, or similar with a growth plan, inc Trustees and a manager. Cllr Campbell spoke about getting in touch with the Development Trust Association Officer with whom she meets about other areas, details to follow via email. Key stakeholders may include DTAS Development Trust Association, OSCR Charity Regulator, Social Enterprise Scotland Matters raised by the public</p><p> Discussion re cars parking on the pavement and causing dangerous obstructions. This is happening in areas on the main street and must be reported to Police Scotland.</p><p> Garage site on north side of Main Street. Retrospective planning application has been applied for. </p><p> Complaint about cars being parked by Commuters in laybys on Main Street, unfortunately little can be done about this if they have the necessary Tax Ins etc. Further complaint about untaxed cars being parked by garage in Niddrie View, to be reported.</p><p> Report from a Committee member about 4 Lorries leaving the Tip at 06.30 am and one which has no cover in place. ( reported to Bing Manager 12/11/15. Registration number of one of the lorries is R21 YSC</p><p> Complaint about bus stop being used as communal drinking spot</p><p> Member of Public asked about the adults who use the bus stop opposite the garage every day with apparently no consequences, this is a daily occurrence, (Reported to Police 11/11/15</p><p> Complaint re wall knocked down by farm tractor at bus turning circle at Niddrie Mains Farm, reported to Hopetoun Estates, </p><p> Complaint about school bus not being safe with water on the floor inside. Pete has lodged the complaint with both WLC and Transport Scotland</p><p>Update on regeneration of old Post Office site Claire and Pete have put in a funding application to release funds for the old Post Office site and assistance with this should also be forthcoming from West Lothian Council Housing Dept to create this garden area, with them managing project.</p><p>Update on painting skate park Winchburgh Community Counicl has purchased the paint for this and YIP / Youth Action will progress the project ASAP</p><p>Update on Mary Millar memorial bench Plaque to be ordered; Irene will action this.</p><p>Update on Christmas event Christmas Tree and Lighting arrangements confirmed by Alan Johnston and WLC NB There will be a short remembrance service at Winchburgh War memorial on 11/11/2015 @11 am AOCB Peter Anderson has been co-opted to Winchburgh Community Council Date of next meeting 14th December 2015.
