<p> No. Item</p><p>1. Welcome and Apologies</p><p>Elaine A welcomed everyone to the meeting and introductions were made. Therese introduced herself and explained her six month seconded role regarding obesity and pregnancy along with her role in co-ordinating the Breastfeeding Peer Support project. This is a Grampianwide remit.</p><p>Elaine drew attention to the lack of numbers in attendance and raised the question as to what the Quorum of the Group was under the Terms of Reference and this will be looked into and clarified. It was felt however that there was sufficient numbers in attendance to continue the meeting.</p><p>No. Item</p><p>2. Minute of the Last Meeting </p><p>Healthy & Active Outcomes Group Minute - 4.5.16 Page 1 Minute of the Last Meeting held on 6th April 2016 was noted and approved as an accurate account.</p><p>3. Matters Arising from the Minute of the Last Meeting 6th April 2016</p><p>Mental Health Stretch Targets for Children and Young People Graham Donald is trying to progress this and as such is arranging a meeting with key stakeholders at the end of May. He is of the opinion that they will come to the same conclusion as the HOAG. Graham’s suggestion of sending a letter to the ISC Board re- introducing Elaine McC’s stretch aim proposal will be considered after the end of May meeting. </p><p>Marlene explained that if data from SALSUS was not used this would have to be looked at through various options and could be a piece of research work that would need to be done annually/3 yearly. </p><p>Rachel raised the question of a bespoke questionnaire. Marlene said that this could be discussed with the Improvement & Performance Group.</p><p>Plans 2015/16 Marlene explained that the summary paper from the workshops had been completed and submitted to the previous meeting still required to be cross referenced with the Action Plan and consideration to be given as to how this fits into the ICS Plan.</p><p>From the discussion that followed it was agreed that the June meeting be put in place in a workshop format and look into the 2016/17 plan and the next three years.</p><p>It was noted that Graham had agreed to feed back on the Children’s Mental Health Conference being held in May and this can be incorporated into the Agenda at the beginning of the June meeting along with the Teenage Pregnancy Mapping being undertaken by Jacqueline Bell. </p><p>ACTION: Graham to be asked to submit a written account of the Children’s Mental Health Conference to be submitted with the agenda for the June meeting.</p><p>Counselling Services around Young People Maggie explained that this action came as a result of a question raised from YMCA regarding the length of waiting time for counselling following a diagnosis.</p><p>The qualifications for counsellors engaging with young people would be useful to look into, and Maggie will be speaking to Sheila Sansbury to ascertain what can be done regarding this.</p><p>ACTION: Maggie to contact Sheila Sansbury and ascertain what the status is with regard to the counselling services for young people and the qualifications required.</p><p>Healthy & Active Outcomes Group Minute - 4.5.16 Page 2 No. Item 3. Supply of Condoms for Young People Cont’d Elaine explained that the head teacher of each school decides whether condoms can be supplied in schools. The Head teacher writes to the school nurse giving permission for the service to be delivered on school premises. The service is targeted for highly vulnerable young pupils. They are not just handed out but include an educational session on relationships, keeping safe and health promoting information delivered by the school nurse. Elaine pointed out that there have been issues relating to this service provision in the past when some parents have objected to the service and gone to the local press. </p><p>Rachel felt that there were inconsistencies regarding condom distribution relating to youth work in the City and nothing official had been received saying that school nurses can distribute condoms. Lisa Allerton is looking into this at the moment.</p><p>Rachel drew attention to the recent change in young people’s behaviour and attitude towards the use of condoms, with alternative higher risk methods being used. Concerns were expressed regarding this and it was felt that the internet and nature of some video games may be a factor in this. In particular issues regarding violence against women were raised and how some internet sites and video games were encouraging this, especially to a vulnerable young person.</p><p>Maggie drew attention to ‘Porn Zombie’ and will share this with the Group. She felt that there was a need for parents to be more educated and aware of what their children had access to, and the consequences that this could lead to if a vulnerable young person was exposed to certain material. Rachel went on to say that Susan Brechin, MCN for Sexual Health Services, had a student who created a questionnaire and a meeting is taking place next week when it is hoped that this can be resolved. A SHARE training session with teachers is to take place and she will ask what is happening with regard to the above and condom distribution.</p><p>ACTION: Rachel will raise these issues with teachers at SHARE training and will feed back the response.</p><p>ACTION: Maggie will circulate ‘Porn Zombie’ information.</p><p>Child Sexual Exploitation Group Elaine gave an update from the Group that she is a member of. She confirmed that cab and bus drivers have been alerted to the signs to look out for. The CSE group are looking to display posters on buses to alert the public. Posters have been produced by the Scottish Government and available from the CSE website. Elaine had made contact with SG CSE however there are no posters currently available and thus there will be a cost implication in printing from the website. Elaine has contacted Linda Smith to ascertain if there is a Public Health funding stream for this and awaits her response.</p><p>Marlene advised that there may be support through ‘Violence against Women partnership’. In the first instance Anna will make contact with reprographics to ascertain the costs for printing and laminating the numbers of posters required. No. Item Healthy & Active Outcomes Group Minute - 4.5.16 Page 3 ACTION: Anna to contact reprographics and source cost for printing posters to appear on buses within the City.</p><p>3. 7 Golden Questions Cont’d Elaine confirmed that information on these had been circulated to the Group for their information and that the SG Children’s Commissioner has been promoting use of the tool.</p><p>4. Breast Feeding Peer Support </p><p>Therese Hendry gave an update on her role and confirmed that this was a six month secondment to review and embed the Breast Feeding Peer Support model with the Breast Feeding Pathway. Therese confirmed that there are currently 14 Peer Supporters who are all volunteers and have gone through peer support training. Three weeks ago a further 12 new peer supporters had started training. Therese confirmed that the figures were for Grampianwide and Elaine said it would be useful to know how many there were for the City. Therese advised that there were 6 volunteers engaged in the new training over the next 6 weeks and there was also a waiting list. They were also in the final stages of putting a ‘Pathway’ in place to enable Peer Supporters to undertake home visits. The Pathway will be going out for consultation and will do a small locality area initially; the idea being to try and localise the volunteers. The initial Risk Assessment is done by the Health Visitor prior to a home visit. </p><p>Therese advised that there was a Breastfeeding Peer Support page on Facebook, which had been created by the mothers and Peer Supporters. There is however ‘Breastfeeding Grampian’ which has been set up by Corporate Comms. (NHS Grampian) </p><p>Sue expressed concern as to what happens when Therese’s six month secondment concludes, as from a Health Visitor perspective the Breastfeeding Peer Supporter role was an immense support. Marlene explained that the future was to have the Peer Supporters as part of the Breastfeeding Pathway and embedded in core service delivery.</p><p>Therese explained that realistically there needs to be three sessions of training within a one year period, and confirmed that there was a post such as she is undertaking in other areas of the country. Some areas have a paid Breastfeeding Peer Supporter at a Band 3 to co-ordinate the service. No home visits were undertaken in the past due to the Lone Working Policy.</p><p>It was agreed that the role supports inequalities on the Action Pan and also gives emotional support to breast feeding mothers when needed. Elaine A suggested that this type of support could possibly contribute in reducing feelings of isolation and post natal depression.</p><p>No. Item 4. Therese said that she would like to involve Homestart in the programme, and train some Healthy & Active Outcomes Group Minute - 4.5.16 Page 4 Cont’d of their volunteers as they go into homes. It was felt that this would be worthwhile even if it did just lead to signposting.</p><p>Elaine thanked Therese for her input and Therese said she would endeavour to attend the workshop on 1st June.</p><p>5. Action Plan</p><p>The revised paragraph to the front of the Action Plan was noted and approved.</p><p>6. A.O.C.B. CEL13 – Elaine drew attention to the School Nurse element and advised that she had meet with June Brown, Associate Director of Nursing – Modernisation, and she had asked Elaine to take the element for School Nursing forward within NHSG. Elaine has pulled a proposal together for taking this forward to the Board on JB’s behalf and awaits endorsement.</p><p>A scoping exercise of different school age immunisation team delivery models are currently being gathered and will eventually be put to the Board. </p><p>Immunisation teams - Elaine confirmed that the Scottish Government drive is for School Nurses not to undertake immunisations in the future in order to better concentrate their knowledge and expertise in supporting vulnerable children and delivering a more public health model. There are currently two pilots being undertaken in Scotland with one having an Immunisation Team and the other not. The outcome of the pilots will be available 2017. The SG steer is for Public Health to deliver immunisation programmes in the future model whilst linking in with schools nurses.</p><p>The delivery of around 35,000 school age immunisations last term proved to be highly challenging for Aberdeen City, NHSG and Scotland. There had been a reliance on bank nurse support which proved to be unpredictable and inconsistent.</p><p>An SBAR was raised and the Nursing Resource group has agreed to fund 6 x band 5 community nurses and 1 x band 3 administrative support 30 hr term time, fixed term posts to support next years round of immunisations. This will be reviewed.</p><p>Education – Elaine advised that Ainsley Farquhar is chairing the SHED group in partnership with RGU and NES to contribute to the development of a School Nursing Masters level degree. Students will get access to a flexible programme informed by operational staff and will be able to aim for Diploma initially and then go on to Masters level. Previous experience will be acknowledged to gain entry to the course.</p><p>No. Item Independent Multi Agency Review - EA informed the HAOG that the Independent Multi Agency review including all agencies was underway within the NHS and Healthy & Active Outcomes Group Minute - 4.5.16 Page 5 chronologies being collected by Phyllis Smart Nurse Consultant Chile protection. School Nursing has provided chronologies and EA has provided an update of the HAOG plan relating to the Inspection findings. Andrew Lowe has been appointed to lead the review. A report will be produced for the end of September 2016. Lessons learned will be shared Nationally</p><p>Dialogue Youth – Rachel shared information that was brought up at a recent conference that she had attended and will circulate the information. </p><p>ACTION: Rachel will circulate the information that she has from the conference.</p><p>Play@Home – Marlene explained the process for distributing the free Play@Home books which were distributed at three stages in the child’s development. It appears that the third book has not been distributed in the City and Marlene is looking into this and how best to resolve the issue as these should be distributed at age 3 via nurseries. </p><p>ACTION: Marlene has requested Santosh Gaihre to complete and SBAR on the Play@Home issue. Marlene will report further at the June meeting.</p><p>Workshop 1st June – It was agreed that a small group meet to make the necessary arrangements for the workshop. It was agreed that this comprise of Elaine, Marlene, Maggie and Rachel.</p><p>ACTION: Meeting to be put in place to plan workshop as soon as possible </p><p>7.
