McAuley, Accountant</p><p>------</p><p>Minute No. 114/09</p><p>Minutes</p><p>The minutes of the meeting held on 18th May 2009 were proposed by Cllr. T. Brennan, seconded by Cllr. P. Savage and agreed. 2 Matters Arising</p><p>Cllr. T. Sharkey requested that the minutes of the CDB meeting held in February 2009 and the minutes of the CPG meeting be forwarded to the members.</p><p>Minute No. 115/09</p><p>Material Contravention of 2003-2009 County Louth Development Plan</p><p>G. Duffy, Senior Planner gave details of the background to the planning application and a review of the planning report forwarded by M. Cummings, Planning Consultant in support of the application. He challenged and rejected Mr. Cummings’ report on planning grounds and advised the members that the development was contrary to the Development Plan and the proper planning and development of the area. He also clarified that a refusal to the material contravention would not result in the demolition of the house but rather the sale of same to a person meeting the local needs requirement.</p><p>It was then proposed by Cllr. D. Breathnach and seconded by Cllr. M. Bellew to materially contravene the Louth County Development Plan 2003-2009 to enable the granting of planning permission, subject to conditions to Shane McGuinness for retention of a dwelling house, second vehicular entrance, yard and associated buildings to be used for purposes ancillary to the dwelling house at Newtownbabe, Ardee Road, Dundalk, Co. Louth. Planning Reference Number 09/157.</p><p>A roll call vote was taken, the result of which was as follows:-</p><p>For: Cllrs. M. Bellew, P. Bell, D. Breathnach, T. Brennan, J. Carroll, E. Godfrey Total: 1</p><p>Accordingly it was resolved to materially contravene the Louth County Development Plan 2003-2009.</p><p>Minute No. 116/09</p><p>Proposed Extension to Dwellinghouse @ Annaverna, Ravensdale – Part 8, Planning and Development Regulations 2001 3</p><p>The report issued to members on 10th June 2009 in accordance with Part 8 of the Planning and Development Regulations 2001 in respect of an extension to a dwellinghouse at Annaverna, Ravensdale, Dundalk was approved by the members on the proposal of Cllr. J. Loughran, seconded by Cllr. O. Tully.</p><p>Minute No. 117/09</p><p>Declaration of Roads to be Public Roads – Tower View, Stoneylane, Ardee</p><p>The declaration of roads within the development known as Tower View, Stoneylane, Ardee to be public roads under Section 11 of the Roads Act 1993 was approved by the members on the proposal of Cllr. F. McCoy, seconded by Cllr. J. Lennon.</p><p>Minute No. 118/09</p><p>Approval to borrow €13,055,000 from the Housing Finance Agency to Finance the Construction of Affordable Housing Schemes</p><p>Following a discussion on the affordable housing stock, the cost of affordable housing and the numbers on the affordable housing list, the approval to borrow €13,055,000 from the Housing Finance Agency to finance the construction of affordable housing schemes as detailed in the letter to members dated 12th June 2009 which was enclosed with the agenda was given by the members on the proposal of Cllr. F. Godfrey and seconded by Cllr. P. Savage.</p><p>Minute No. 119/09</p><p>Roads Progress Report</p><p>The Roads Progress Report was noted by the members.</p><p>Minute No. 120/09</p><p>Planning Progress Report </p><p>The Planning Progress Report was noted by the members.</p><p>Minute No. 121/09</p><p>Housing Progress Report </p><p>The Housing Progress Report was noted by the members.</p><p>Minute No. 122/09</p><p>Conferences 4</p><p>The approval of the attendance of members at the conferences as listed in the agenda was proposed by Cllr. P. Savage and seconded by Cllr. D. Breathnach. Following clarification that a summary of the proceedings at the said conferences had not been submitted by the members, it was proposed by Cllr. T. Sharkey and seconded by Cllr. E. Corrigan to have a roll call vote on the approval of the members’ attendance at the conferences. A roll call vote was taken, the result of which was as follows:-</p><p>For: Cllrs. P. Bell, D. Breathnach, T. Brennan, J. Carroll, J. D’Arcy, A. Donohoe, F. Godfrey, J. Lennon, C. Markey, F. Nash Total: 4</p><p>Accordingly the members’ attendance at the conferences as listed in the agenda was approved.</p><p>Minute No. 123/09</p><p>Expressions of Sympathy</p><p>Expressions of sympathy were recorded as follows:-</p><p> To Mrs Miriam Moloney and family on the death of Mr. Sean Moloney, Senior Executive Engineer with Louth County Council.  To Mr. David O’Hagan and daughter Sophie on the death of Mrs Kathy O’Hagan, Senior Library Assistant with Louth County Council.  To the family of Mr. Jim (Red) Meehan, Drogheda, Co.
