<p> CAYTHORPE AND FRIESTON PARISH COUNCIL MINUTES OF THE PARISH COUNCIL MEETING – 14 JULY 2010</p><p>Public Session: There were three members of the public present.</p><p>Action Present: Cllrs Nelson (Chair), Crawford, Dix, Nelson, Roberts, Scott, Taylor and Woodward. </p><p>1. Apologies for absence: Apologies for absence were received from Cllr Godson (holiday) and Cllr Fritzsche (away on business). Immediately prior to the meeting, a note was received by the Chairman from Cllr Mark Ridler announcing his decision to resign from the Parish Council. Clerk</p><p>2. Declaration of Interests: No declarations were made under the 2000 Local Government Act.</p><p>3. Approval of the minutes of the last meeting of the Parish Council: Draft notes of the last meeting of the PC had been circulated to all Councillors. It was proposed by Cllr Dix and seconded by Cllr Taylor that these notes be accepted as a true record of the Parish Council meeting held on 12 May 2010. Agreed. Clerk</p><p>4. Clerk’s Report: The following matters had been progressed since the last meeting:</p><p>Item 7 - page 1 - Power of Well-Being - There were now 6 Cllrs qualified under the POWB. The PC remains three Cllrs short of the 80% required to make decisions under this power.</p><p>Item 7 - page 2 - Caythorpe Hall - Planning Enforcement officers from SKDC had visited Caythorpe Hall and had interviewed the owner under caution. A retrospective planning application for the work undertaken so far is expected to be submitted in the near future.</p><p>Item 10 - page 3 - Highways - The Chairman had inserted a note in the Cay News asking residents to cut hedges bordering footpaths. There had been a good response.</p><p>Item 14b - page 4 - Hospital Car Scheme (HCS) - The HCS is now in operation. It has been publicised in the Cay News and around the village and two members of the public had already used the scheme.</p><p>Item 15 - page 4 - Annual Parish Meeting - The Annual Parish Meeting took place on 26 May 2010 with a good turnout of village residents. The Chairman introduced Mr Buchanan, the MD of Bioflame Ltd and Mr Perks from the Environment Agency who gave a short presentation on the commissioning of the biomass incinerator in Stn Yard, Caythorpe and answered questions from the floor.</p><p>5. Financial Report:</p><p> a. Authorisation of grant of £500.00 in support of the Caythorpe News. The Chairman informed members that there was a tacit agreement in place that the PC should financially support the production of the Caythorpe News up to the approved budget sum. The PC had now received a request from the Caythorpe St Vincent's PCC for financial aid towards the production of the magazine for the year ending 31 Dec 2009. together with an invoice (for £60.00) for the insertion of the Parish Council Annual Report in the May copy of the magazine. It was proposed by Cllr Barter and seconded by Cllr Woodward that, now that a certified copy of the Caythorpe St Vincent's PCC Accounts had been received by the PC, a sum of £500.00 should be granted to the PCC to include the £60.00 for the inclusion of the PC Annual Report; Agreed Clerk</p><p> b. Presentation of the Parish Council Cash Book and Balance Sheet as at 13 July 2010. The Clerk presented the PC Cash Book and Balance Sheet as at 13 July 2010. It was proposed by Cllr Dix and seconded by Cllr Barter that the Cash Book and Balance Sheet be accepted as presented; Agreed. Clerk</p><p>5 Chairman - Caythorpe and Frieston Parish Council c. Authorisation of cheque payments. Highways:</p><p> a. The Clerk had informed the relevant authorities of a faulty street sign (Hough Road) at Frieston Upper Green; and potholes developing outside the main entrance to Caythorpe Court. He asked all Cllrs to let him know at the earliest opportunity of any highway maintenance problems requiring attention. Clerk</p><p> b. Councillor Roberts remarked upon the excellent new footpath along the side of Caythorpe Heath Lane leading to the railway bridge.</p><p> c. Councillor Dix said that he would write to the LCC to ask that an official 'no right turn' sign be erected outside the main gate to the Mid UK (Recycling) Ltd site which would effectively stop HGVs exiting the site from turning east along Caythorpe Heath Lane. Clerk</p><p> d. Although not strictly a highway matter, the Clerk would contact Anglian Water to ask when the sewer along the A607 at the junction with the high street would be repaired. This was now becoming an urgent matter as there was a strong smell of sewage emanating from the roadside during hot weather. Clerk</p><p>7. Planning:</p><p> a. Report by Chairman of the PC Planning Committee. Councillor Dix informed members that the SKDC Local Development Framework Core Strategy Development Plan had been adopted. The Core Strategy now forms part of the Development Plan for South Kesteven and will be the starting point for considering planning applications. </p><p> b. Report on the progress of the Parish Plan Review. Councillor Nelson informed members that the final draft of the new Parish Plan (PP) had been approved at the last PP Review Group meeting. Copies of the final draft had been circulated to all Cllrs and he asked for the approval of the council to publish the new plan. He added that the new PP would go out to a wide distribution including copies to all households in the village together with copies to all local businesses. In all, about 575 copies would be produced mostly in black and white although some copies would be produced in colour for distribution to local councils etc. It was proposed by Cllr Dix and seconded by Cllr Barter that the revised Caythorpe and Frieston Parish Plan be accepted; Agreed. In addition, Cllr Dix asked that the thanks of the PC be forwarded to all those members of the PP Review Group for their hard work in reviewing the parish plan. Chair/Clerk</p><p> c. Voluntary Registration of Parish Council owned land. The Clerk informed the PC that he would further progress the voluntary registration of PC owned land within the parish with the Land Registry now that he had received advice from the Land registry that we could value our own land holdings. The Clerk asked members to forward to him a list of any land within the village which they thought was owned by the PC. Clerk</p><p>6 Chairman - Caythorpe and Frieston Parish Council d. Planning application - S10/1102/OUT/PC1 - Mr B Streeter, 'Churston', Back Lane, Caythorpe - Application to erect dwelling. It was noted that the application for this development was only for outline planning permission. However, it was felt that, as the proposed development was immediately adjacent to a conservation area, the PC would defer comment upon the application until the applicant provided more detailed information on the proposed development, in particular car parking arrangements. Details of PC concerns over the development should be forwarded to the LCC highways to express PC concerns over deliveries and access for the local shop. Clerk</p><p> e. Section 211 Notice to fell trees adjacent to the conservation area (Caythorpe Primary School). Members noted the application to fell 3 trees within the area of Caythorpe Primary School which impacted on the proposed staff car parking area. It was proposed by Cllr Dix and seconded by Cllr Roberts that the felling of a sycamore (identified as T3 on the application) be opposed. The other two trees (T2 and T4) (thought to be diseased as a result of alleged deliberate damage to them) could be felled as proposed; Agreed. Clerk</p><p> f. Election to the Planning Committee. Following the resignation of Mr M Ridler from the PC there now exists a vacancy on the PC Planning Committee. It was proposed by Cllr Dix and seconded by Cllr Barter that Cllr Godson be elected to fill the vacancy; Agreed. Cllr Godson</p><p> g. Wagon and Horses - Current Situation. It was decided that the PC would not contact the owners of the Wagon and Horses at this time but would await further developments as to the sale of the property in the near future.</p><p> h. Bioflame Ltd. It was agreed that at a future meeting of the PC Planning Cttee time would be given in order to discuss the issues of air quality, noise pollution and the statutory safety requirements of operating such a plant. Chair Planning 8. Village Hall and Playing Fields Committee Reports: Cttee</p><p> a. Village Hall.</p><p>- Junior Badminton - now have young volunteer helping with the junior club. - Jazz in the Garden 2010 was a huge success doubling the profits made in 2009. - A decision as to whether to move the gates will be made soon. - The VH will again be the main focus for the 'Arnhem Weekend' celebrations (4/5 Sept 2010). - There will be a '40s Dance' in the VH on the Saturday (11 Sept 2010) after 'Arnhem Weekend' as part of 'Lincolnshire Heritage Weekend'.</p><p> b. Playing Fields.</p><p>- There was no report of the activities of the Playing Field Ctte over the previous two months. - It was agreed that, due to increased litter problems, the Clerk would ask the Community Cleaner to 'sweep' the playing field twice weekly during the summer months (Apr-Sep) and only once per fortnight during the rest of the year. The Clerk would also ask the SKDC to place 'wheelie bins at the entrance to playing fields in order to increase the amount of space for rubbish to be deposited after collection.</p><p> c. Play Area Funding Bid.</p><p>- All members of the PC had been circulated with information regarding the bid for funds required to build the proposed new children's play area on the playing fields. - The bid requested up to £16,500.00 from the PC to enable the project to proceed. - All members were supportive of the bid. - It was proposed by Cllr Dix and seconded by Cllr Woodward that the PC go to the Public Works Loan Board Chair/Clerk/ for a loan of up to £16,500 (repayable over 10 years) in order that the project could proceed. The finer Cllrs detailed arrangements of the loan be delegated to the Chair, Cllr Barter and Cllr Crawford. The proposal was Crawford & unanimously agreed. Barter - It was agreed that the Play Area Committee would take up credit and customer references of the company chosen to supply the equipment. Cllr 7 Chairman - Caythorpe and Frieston Parish Council - The Chairman further proposed, that to regularise the current situation regarding PC loans, the VH be Crawford permitted to forego the repayments on the outstanding amounts owed to the PC (£4,800) following the recent building of the new VH porch and that the grants for 2009 and 2010 would now be paid; Agreed. - The Chairman and Clerk would arrange to apply for a public works loan board loan as soon as possible. Clerk</p><p>9. Burial Ground: The Clerk informed members that he had recently let a contract to repair the entrance railings at the burial ground at a cost of approximately £50.00. The Chair and the Clerk would arrange to install the oak seat on Gorse Hill Lane as soon as could be arranged. Clerk</p><p>10. Bus Timetables. The Clerk would write to Stagecoach Ltd expressing the inconvenience caused to some local residents when the bus timetables were altered without any notice. Furthermore, the letter would inform the company that Caythorpe High Street was a 'salted route' during winter and that there was no reason why buses should be re-routed along the A607 during days on which snow had fallen. Other vehicles used the High Street quite normally during periods of snowy weather. Clerk</p><p>11. Any other business:</p><p> The Chairman announced that in future, there would be no item on the agenda under 'Any other business'. Councillors were to note that any item requiring discussion should be forwarded to the Chairman at least 7 days before the next meeting. </p><p> The Chairman informed members that he and the vice-chairman had recently the attended SKDC Rural North Forum. There was nothing further to report.</p><p> The Chairman and Clerk recently visited the Caythorpe Primary School at the invitation of the Headmistress to see the results of recent additions to the school buildings. The visit had been very interesting.</p><p>15. Next meeting: </p><p> a. The next meeting of the Parish Council will be held in the Village Hall on Wednesday 8 September 2010 at 7.15pm.
