<p>______2009/SOM2/GOS/SEM1/002</p><p>Speaker Biographies</p><p>Submitted by: United States</p><p>Seminar on Regulatory Issues in Cross-Border Services Trade: Ensuring Protection of Consumers and Service Suppliers Singapore 27 July 2009 Brigitte Acoca Brigitte joined the OECD’s Secretariat to the Committee on Consumer Policy in 2005. As a consumer policy analyst, she has been actively involved in the development and legal analysis of OECD instruments pertaining to consumer dispute resolution and redress, the economics of consumer policy, the protection of consumers against fraudulent commercial practices, online identity theft, mobile commerce, e-commerce, and the empowerment of consumers in communication services. </p><p>Prior to joining the OECD, Brigitte practiced EC competition law in international law firms in Brussels. She graduated from the Legal Master in European Community Law of the College of Europe in Bruges, Belgium (LLM - 2001), and from a postgraduate degree in EU and private international law (University Paris II Panthéon Assas - 1999). She is a member of the Paris Bar (2000). </p><p>Dale Andrew Dale Andrew is Head of the Trade Policy Linkages and Services Division of the OECD Trade and Agriculture Directorate where he supervises a team of trade policy analysts and researchers. Recent studies have covered analyses of services subsidies, intermediate trade in services and the tourism and retail distribution sectors. Current efforts in the Division are focusing on devising a Services Trade Restrictiveness Index (STRI) which is a policy indicator which ranks OECD Member countries according to a composite index of their regulations affecting services trade. </p><p>Natalia Calero Sanchez Director for Arbitration and Resolutions, Consumer Protection Federal Agency (PROFECO), Mexico</p><p>Seah Seng Choon Executive Director, Consumer Association of Singapore</p><p>Sergio Corvalán Sergio Corvalán Valenzuela has worked with Chile’s National Consumer Service (SERNAC) since March 2002. As of March 2006, Mr. Corvalán has served as Deputy Director as well as Chief of SERNAC’s Legal Division. His main function is to manage the internal workings of the organization and lead the processes of collective complaints and alternative dispute resolution in various sectors of the Chilean market. Representing Chile, Mr. Corvalán has participated in various international fora related to consumer protection and data protection. Mr. Corvalán is a J.D. from the University Diego Portales of Chile and a Masters degree in Informatics and Telecommunications Law from the University of Chile.</p><p>Christopher Melly Christopher Melly is Deputy Assistant U.S. Trade Representative for Services. Mr. Melly is responsible for all trade matters concerning services and leads the U.S. services team in negotiations under the World Trade Organization and in bilateral free trade agreements. Mr. Melly joined the Office of the U.S. Trade Representative in 2003 as Director, Services Trade Negotiations, following several years of related experience on services and investment matters with the U.S. International Trade Commission. Prior to entering government service, Mr. Melly conducted management research at the World Bank and performed health care industry research in the private sector. Mr. Melly has a M.A. in Business Administration from Georgetown University and a B.A. in History from Cornell University.</p><p>Colin Minihan Mr. Colin Minihan is a senior advisor in the Australian Department of the Prime Minister and Cabinet. In that role he works on Australia's domestic legal policy for data privacy. Colin is also responsible for international data privacy issues. He is the current chair of the APEC Data Privacy Sub-Group, which is working on the implementation of the APEC Privacy Framework. He also participates in other international data privacy initiatives, including the OECD's Working Party on Information Security and Privacy.</p><p>Tae-Hyun Moon Mr. Tae-Hyun Moon is Head of the International Consumer Research Team in the Korea Consumer Agency (KCA), Republic of Korea. He is responsible for conducting research and analysing overseas trends of consumer protection as well as leading international affairs in KCA including OECD CCP, International Consumer Protection & Enforcement Network (ICPEN), ISO COPOLCO etc. Since 1988, he has worked in various capacities within KCA including Information Management Team, Cyber Research Team and Consumer Dispute Settlement Team. He holds a Ph.D. and Masters Degree in Business Administration from Hankuk University of Foreign Studies in Seoul, Korea, and a Bachelor of Arts degree from the same university.</p><p>Renee Prescott Renee Prescott is currently Deputy Director of International at the Australian Competition and Consumer Commission. In this role, she is involved in co-ordinating international information sharing and enforcement assistance with counterpart agencies for competition and consumer protection matters including the negotiation of cooperation arrangements and Free Trade Agreements. Renee is the ACCC co-ordinator of the Australian ICPEN presidency, the ICPEN International Internet Sweep and ICPEN Green Marketing Claims Working Group. Renee has honour degrees in both law and arts from James Cook University.</p><p>Rungit Singh Mr. Rungit Singh joined the Judicial and Legal Service on 1st June 1979. He was a Deputy Public Prosecutor in the Attorney-General’s Chambers, Kuala Lumpur and in the Perak State Legal Advisor’s office for three years before a short stint as a Legal Officer in the Ministry of Defence.</p><p>In 1982 he was a Senior Magistrate in the Kuala Lumpur Magistrate’s Courts. He was then promoted to the rank of President, Sessions Court, Penang in 1987. The post was later changed to that of a Sessions Court Judge and Mr. Rungit Singh served as a Sessions Court Judge for 16 years in various places i.e. Penang, Ipoh, Johor Bahru, Butterworth and Tawau. </p><p>In 2003 he was again posted to the Attorney-General’s Chambers, Putrajaya, this time as a Senior Federal Counsel in the Law Revision and Law Reform Division. On 1st October 2004, he was promoted as Chairman of The Tribunal for Consumer Claims Malaysia, a position which he currently holds.</p><p>Trinh Anh Tuan Mr. Trinh Anh Tuan currently serves as Director of the Competition Administration Department within Vietnam’s Ministry of Industry and Trade. Prior, Mr. Trinh was responsible for preparing market research reports and participating in the drafting of legal documents on market management within the Ministry’s Market Management Department. Mr. Trinh also has experience working on Vietnam’s Electronic Commerce Ordinance Editing Board under the E-Commerce Department, again at the Ministry of Industry and Trade. Mr. Trinh holds bachelor degrees in English and Foreign Trade Economics from the College of Foreign Languages and the Foreign Trade University in Vietnam. Mr. Trinh also holds an MBA from La Trobe University. </p><p>Pablo Zylberglait Pablo M. Zylberglait has served with the Federal Trade Commission since January 1997. His duties at the Office of International Affairs include work on bilateral cooperation agreements, information sharing efforts, and multilateral enforcement cooperation. He participates in various international fora on issues related to consumer policy such as Internet law, privacy, and alternative dispute resolution. He also coordinates the technical cooperation program in consumer protection, and is the project manager for econsumer.gov, an international government database for cross-border e-commerce complaints. </p><p>Prior to the above, Mr. Zylberglait worked with the Bureau of Consumer Protection’s Division of Enforcement where his duties included Internet advertising issues, enforcing FTC orders, and federal district court litigation related to deceptive advertising and marketing practices. He was involved in the 1998 revisions to the FTC’s Guides for the Use of Environmental Marketing Claims and participated in industry and consumer outreach on those guides.</p><p>Before joining the Commission, Mr. Zylberglait was an associate at the Los Angeles law firm of Barger & Wolen L.L.P., where he litigated in the areas of disability insurance, bankruptcy and personal injury. He received his J.D. from the Georgetown University Law Center, and his B.S. from the California State University at Northridge.</p>
