<p> MINUTES OF THE MEETING OF THE WOODVILLE PARISH COUNCIL HELD ON TUESDAY 21st FEBRUARY 2017 AT 7.00PM</p><p>PRESENT Mr M Gee (Chair), Mr S Taylor (Vice-Chair), Mr K Gilliver, Mr E Parker, Mr D Redfern, Mrs J Riley, Mr S Smethurst, Mr R Tipping, Mr M Ward. IN ATTENDANCE Mrs A Robinson (Clerk), County Cllr P Dunn, 2 representatives of the Ambulance Service, 3 Members of Public.</p><p>15/17 Apologies A minutes silence was held in memory of District Cllr Gill Farrington who passed away on 9th February 2017.</p><p>16/17 Declaration of Members Interests None.</p><p>17/17 Public Participation A member of public spoke about fundraising efforts to purchase defibrillators for the Swadlincote area. Representatives of the Ambulance Service demonstrated the equipment explaining the costs and how they work. It was noted a defibrillator has been installed at the Tollgate Island and Granville Sports College will be installing one at the school. It was agreed more were needed and the Parish Room would be an ideal location with an additional one at Woodville School. The Chair thanked the Ambulance Service officers for attending and for the member for public for raising awareness and fundraising.</p><p>1 member of public and 2 representatives of the Ambulance Service leave the meeting at 7.16pm.</p><p>18/17 Police Matters No police in attendance.</p><p>Cllr Taylor informed the meeting of a young female approaching people for money and advised any similar incidents should be reported to the Police.</p><p>19/17 Minutes Cllr Gilliver gave his apologies for not attending the meeting on 10th January 2017 due to illness. </p><p>Resolved: The Minutes of the Meeting held on 10th January 2017 and 24th January 2017 were confirmed and signed by the Chair.</p><p>20/17 County Councillor’s Report County Cllr Dunn presented the Chair with a cheque for Granville Sports College towards the purchase of a defibrillator. </p><p> Woodville Library. DCC are to undertake a survey report on the state of the building to assess its current condition.</p><p> Friends of Woodville Park. Two further meetings have been held and the group are receiving assistance from CVS regarding the formal creation of the group. Site visit and meeting at CVS to be held on 7th March.</p><p> Woodville Regeneration Route. Dates for the public exhibition will be announced soon. Cllr Tipping asked that details be sent to the clerk for circulation to members.</p><p> Cllr Parker advised no changes had been made to the timing of the traffic lights at Ashby Road/Hepworth Road. The Clerk advised LCC had been asked to explain the reasons for refusing a filter light and would chase up a response and clarify the timing alterations. </p><p> Bridlepath Chapel Street to Hepworth Road. LCC have met with the developer. Bridlepath cannot be reopened at this time due to ongoing construction but a temporary alternative route has been agreed.</p><p>Cllr Redfern reported on continued problems of vehicles parking on pavements causing obstructions and danger to pedestrians. The situation is worse where new developments are under construction vehicles are parking by the entrance to the sites. The issue was raised at the recent Area Forum meeting. Police have limited powers but new developments are subject to planning permission conditions and this is a planning enforcement matter. Cllr Taylor advised he would contact the planning enforcement team. The Clerk confirmed the Police and Crime Commissioner and local beat team have been invited to attend a parish council meeting.</p><p>Cty Cllr Dunn leaves the meeting at 7.35pm</p><p>Woodville Library The Chair explained the county council are looking to offer the building for community use. The building has various rooms which could be made available for use by community groups including the parish council. Members agreed the parish is short of community facilities and the possibilities should be investigated further.</p><p>21/17 District Councillor’s Report Cllr Taylor paid tribute to District Cllr Farrington and spoke about her work as a representative of Woodville and expressed thanks for work Cllr Farrington did for Woodville.</p><p>Cllr Taylor updated the meeting on district matters. Council tax increase expected to be to a maximum of just under 2%.</p><p>Street lights are still not working along the footpath between Station Road and Goesley Estate. DCC are very short staffed and it is difficult to get the lights repaired. </p><p>Cllr Smethurst reported on the smells from the tip and asked how much longer the site will be open. Cllr Taylor explained the intention is to close it and landscape the area but the smell will probably continue for awhile yet. And compaints should be referred to the Environment Agency. </p><p>22/17 Clerk’s Report The Clerk’s Report on the position of various matters was considered. (copy attached to the official copy of the minutes) The Clerk updated members on matters raised since the last meeting.</p><p>Summer Playmobile dates confirmed.</p><p>27th July am Recreation Ground 10th August am Occupation Lane 24th August pm Sorrel Drive </p><p>Following the resignation of Cllr Orme notification of the vacancy had been given to SDDC and a notice of the vacancy will be displayed once published by the district council. </p><p>23/17 Planning Consultations No items.</p><p>24/17 Grounds Maintenance 24.17.1 Grounds Inspection Forms Councillors submitted their grounds inspection reports.</p><p>24.17.2 Recreation Ground Rose Trees require removing as branches and thorns are causing a hazard. Resolved: Trees to be cut back to remove hazard.</p><p>CCTV – Signage required once CCTV is in operation. Dog fouling continues to be a big problem. Resolved: Letter be sent to SDDC requesting more patrols by enforcement officers.</p><p>Quotes to repair footpath considered. Due to cost of quotations more quotes required Goalmouths are in a poor state and it was agreed the pitch needs a rest.</p><p>24.17.3 Occupation Lane The Clerk circulated a letter from WRFC in response to the request for the senior team to move back to Occupation Lane. The football club wish to remain at the recreation ground and propose a meeting to discuss this and maintenance of the pitches. It was agreed the parish council has a duty to protect the pitch and the club should move the senior team. Resolved; Club be requested to move and a meeting be arranged. 24.17.4 Cricket Ground The Clerk reported on general items raised by the groundsman. Grasscuttings and soil require removing. Resolved; Site visit to beheld on 26th February to assess work required.</p><p>24.17.5 Allotments Improvement work scheduled to start on 1st March. The Clerk confirmed tenancy renewals and invoices will be sent out by the end of the week. </p><p>24.17.6 Memorial Garden Mosaic work to be completed shortly. Ropewalk repairs considered. 3 panels required. Resoolved: Purchase of new panels approved.</p><p>Cllr Gilliver advised he had contacted the Methodist Church to confirm the boundary and proposed a site visit. Resolved: Site visit be held to confirm boundary and discuss fencing repair. </p><p>1 member of public leaves the meeting at 8.25pm. </p><p>The Clerk presented quotes to repair and repoint the Memorial and damaged flower beds Resolved: Quote approved to repair the Memorial and flower beds. </p><p>24.17.7 Bridlepath Quotation to clear overgrown vegetation considered. Resolved: Quote approved. </p><p>25/17 Finance – Accounts (Current Status) 25/17.1 The Clerk confirmed the council’s finances remained under control. Concurrent Functions payment of £21,425.00 received. </p><p>25/17.2 Request from Midsummer Fete Committee to nominate charity to receive proceeds of raffle. Resolved: To request proceeds be put towards purchase of a defibrillator. </p><p>25/17.3 Request for a grant received from Community Transport. Cllr Taylor declared an interest in this item and leaves the meeting at 9.08pm. The Clerk advised it would be necessary to check whether the Parish Council had power to make a donation to an oversees project.
