<p>Senior Director of Water Resources Planning Eastern Municipal Water District (Perris, California)</p><p>Located in western Riverside County, the Eastern Municipal Water District provides safe and reliable water and wastewater management services to a population of nearly 785,000 in a service area that covers 542 square miles. Reporting to the Assistant General Manager of Planning, Engineering, and Construction, the Senior Director of Water Resources Planning oversees a staff of 53 and plans, organizes, manages, and evaluates the activities, operations, and services of the Planning Department and the Environmental and Regulatory Compliance Department. The Senior Director of Water Resources Planning will be joining the District at a critical period in its planning efforts as it examines and defines its future capital infrastructure needs from now through to buildout. The District recently initiated several key planning studies, including a comprehensive Water Supply Strategic Plan, along with concurrent updates to its water, wastewater, and recycled water facility master plans. These planning efforts will culminate in a new District Capital Plan, which will establish a roadmap for phased infrastructure implementation and feed into the District’s long-range financial plan. The ideal candidate for the Senior Director of Water Resources Planning position will have a broad based knowledge of local, state, and federal laws, policies, regulations, and court decisions related to water resources management and other areas of responsibility. In addition, knowledge of the principles, theories, and methods of groundwater hydrology, watershed management, water resources planning, and civil engineering are required. Requires a bachelor’s degree in civil engineering, urban or regional planning, or a closely related field; and at least ten (10) years of progressively responsible experience in long-term water resources planning, water resources management, and administration of capital improvement plans including at least five (5) years of experience in a management capacity; or an equivalent combination of training and experience. Certificate of registration as a Professional Engineer issued by the State of California is highly desirable.
