Eric Sano; Ian Goodhugh, Prosecutor’s Office; Cory Chigbrow, Pintxo; Amanda Akin, Pintxo; Steven Kwan, Mars Hill Church </p><p>1. President Tim Gaydos called the meeting to order at 8:05 AM. 2. Tom English moved and Jane Savard seconded that the minutes of the meeting of October 18, 2011, be approved, and they were approved by voice vote. Tom English moved and Jane Savard seconded that the minutes of the emergency meeting of November 7, 2011, be approved, and they were approved by voice vote. 3. Tim Gaydos introduced King County Prosecuting Attorney, Daniel Satterberg; City Attorney, Peter Holmes, and Seattle Councilmember Nick Licata. The King County Prosecutor was the principal speaker. He provided information on the nature of his office and talked about recent public safety issues and initiatives in Belltown. His office is the “felony jurisdiction” for the County. He said that they do not get too involved in neighborhood issues but are involved in the LEAD diversion program and are responsible for following the progress of LEAD arrestees. As with many public agencies, his office has been undergoing staff reductions and has lost 51 positions including 37 prosecutors and 15 staff (sic) over recent years. He indicated that the probation system, which used to be robust, has also been drastically cut in the past few years and is in danger of being eliminated. He also discussed the changes in the mental health system in the State whereby the streets have become the “default dumping ground” for the mentally ill; the State is directly responsible for this. Captain Kessler said that there was a need for more strategic overview of the Downtown area defining what we want the Downtown to look like and then going from there to coordinate services. He suggested that what most people would like to see is a vibrant and good retail environment and “not have a bunch of people who scare them – who are scary people.” Councilmember Licata said the easy answer seems to be the dispersion of social services but it is difficult to get the support of other communities to take them on. He said there needs to be a change so that social service agencies control what is going on outside of their buildings in addition to what is going on inside. City Attorney Holmes announced that the precinct liaisons are now included in the draft City budget – effective January 1 – which needs to be approved by the City Council. Belltown Business Association Minutes – 11/15/11 Page 2</p><p>The proposed changes to staggered or more flexible hours for bar and club closings were discussed. The BBA has not taken a position on this; C/M Licata said that the Council needs to hear from the BBA.</p><p>4. Community report and NATS (Neighborhood Action Team Seattle): Christa Dumpys reported that several initiatives are underway as a result of the NATS: (1) increased police patrols in the 6 AM- 9 AM morning hours; (2) implementation of a “See it, Say it” crime reporting program; (3) City Light’s LED conversion; and (4) tree trimming. The Bell Street Park is now in the 90% design stage and construction is scheduled to begin in the First Quarter. “Crime Prevention through Design” features have been incorporated. Also, there is a move to ask neighborhood businesses to voluntarily restrict the sale of “single cans” of alcoholic beverages during certain hours. The next NATS meeting will be on December 6; it will be a “working group” meeting. 5. Membership: Jim Miller reported on the joint efforts of the Marketing and Membership Committees to develop the BBA structure so that it resembles those of neighboring communities. One of the initial steps is approval of a tiered dues structure which could fund a part time administrator and increased marketing and public relations efforts. It is possible if BBA receives a Tier 1 Grant from the City, that a full time administrator could be hired. The proposed dues structure change was contained in a memo dated October 27, 2011, from Jim Miller, Tom Graff, Barbara Hartley, and David Meinert to Tim Gaydos: $99 for individuals and businesses with 1-3 employees; $150 for businesses with 4-15 employees; $250 for businesses with 16-40 employees; and $350 for those with 40 or more. There would be no discounts for non-profit organizations and no registration fees or premium rates. After discussion it was moved by Brian Zaugg and seconded by Greg Schuler that the proposed dues structure be adopted, and this was approved by voice vote. 6. Board Development: Greg Schuler submitted the candidates for officers for 2012 as recommended by the Board Development Committee: Jim Miller, President; David Meinert, Vice President; Greg Schuler, Secretary; Pamela Anderson, Secretary. There being no additional nominees, it was moved by Greg Schuler and seconded by Jane Savard that the committee recommendations be elected. Passed by voice vote. Greg proposed the re-election of the following board members as responsive to an effort to have regular re-election of board members as required by the By-Laws: Pamela Anderson, Robert Eickhof, Tim Gaydos, Barbara Hartley, Lee Kindell, David Meinert, Jessica Norton, Andrea Schaloum, and Tula Waldron. It was moved by Robert Eickhof and seconded by Tim Gaydos that these board members be re-elected, and this was approved by voice vote. 7. Prior to the conclusion of the meeting there was some discussion about the format of the meetings: the desirability of having public figures appear in person to meet with members and also the need for adequate time to properly conduct the business of the association. </p><p>Because the key business items on the agenda had been taken care of and in view of the time, it was moved by David Meinert and seconded by Brian Zaugg that the meeting be adjourned. Passed by voice vote. The meeting adjourned at 9:40 AM. Next board meeting will be Tuesday, December 20, 2011, 8 AM – 9:30 AM at the Palace Ballroom.
