CALL TO ORDER – 10:00</p><p>The chair welcomed the committee and began introductions. The committee reviewed the minutes from the February 2008 meeting. </p><p>Environment, Energy and Land Use ~ September 2007 Meeting Minutes ~ Page 1 of 3 IDAHO ASSOCIATION OF COUNTIES</p><p>MOTION: Comm. Daniels made a motion to approve the February 2008 Meeting Minutes and Comm. Pratt seconded the motion; the motion carried.</p><p>II. TRANSMISSION CORRIDORS</p><p>The committee reviewed the energy sub-committee report on transmission line siting and energy facility siting. An informational seminar was held in August where the sub- committee considered various aspects and issues surrounding transmission in Idaho. It also reviewed and considered Comm. Woods proposal to hold a joint planning and zoning meeting to facilitate siting in southern Idaho. As a result the committee has requested staff to organize and facilitate 3 regional meetings in southern Idaho primarily focused on the Gateway West transmission project, but with the purpose of developing and discussing a process that can be modeled by other counties in regard to these types of projects. This is an effort to be pro-active and involved in corridor designation, as the alternative may be federal preemption of local control to make such determinations. MOTION: Comm. Mikesell moved to have IAC organize three regional meetings to discuss and consider siting and permitting processes in counties affected by the Gateway West Project; and to involve state and federal agencies and utilities in the discussions; Comm. Bowman seconded; motion carried.</p><p>III. RURAL/URBAN INTERFACE – WATER DELIVERY CHALLENGES</p><p>Norm Semanko of the Idaho Water Users Association informed the committee of an upcoming summit to discuss water delivery challenges faced by rural and urban interests, and the relationship between them. Issues include canal jurisdiction, development encroachment, and storm water drainage. The summit will be held on October 8th in Boise.</p><p>IV. NACO / EELU COMMITTEE UPDATE</p><p>Robert Cope, Lemhi County Commissioner and NACO EELU Chairman updated the committee on the NACO Environment, Energy and Land Use Committee priorities and issues. He reported that major progress was made regarding protection of local jurisdiction of waterways.</p><p>V. SEPTIC RULES</p><p>Barry Burnell of DEQ informed the committee of septic rule changes that will affect approval of development permits. The new rule revises subsurface sewage wastewater flow standards.</p><p>VI. MISSION STATEMENT</p><p>Comms.
