A CONCURRENT RESOLUTION Establishing a Cancer and Patient Care Caucus Within the Kentucky

SESS. 12 RS HCR 24/GA</p><p>A CONCURRENT RESOLUTION establishing a cancer and patient care caucus within the Kentucky General Assembly called the "Kentucky Cancer Survivors and Friends Caucus." WHEREAS, "cancer" is a general name for a group of more than 100 diseases that cause cells in a part of the body to begin to grow uncontrollably. Nearly half of all men and one-third of all women in the United States will develop cancer during their lifetimes, and cancer is the second leading cause of death in America; and WHEREAS, there were an estimated 24,240 new cancer cases in Kentucky during 2010, and Kentucky suffers from one of the highest incidence rates of cancer in the nation; and WHEREAS, a cancer diagnosis dramatically impacts not only the life of the patient, but also deeply affects the lives of spouses, family members, friends, and other caregivers; and WHEREAS, trends in the relative five-year survival rates have been improving, and today millions of people are living with cancer or have had cancer. The sooner cancer is detected and treated, the better the chances are for survival; and WHEREAS, many cancers can be prevented and the risk of developing most types of cancer can be reduced by changes in a person's lifestyle, for example, by quitting smoking, limiting time in the sun, being physically active, and eating a better diet; and</p><p>WHEREAS, cancer survivors face significant long-term challenges and problems; some problems are medical, such as permanent side effects of treatment, the possibility of recurrence, and the need for long-term medical follow-up; problems are also emotional or social, like getting health insurance, discrimination by employers, relationship changes that may result from life-threatening illness, or learning to live with the possibility of cancer coming back; and WHEREAS, a coalition of bipartisan, bicameral legislators can mobilize and proactively address the issues facing Kentucky cancer survivors and their families</p><p>Page 1 of 2 HCR002410.100 - 378 - 2826 GA UNOFFICIAL COPY AS OF 05/29/18 12 REG. SESS. 12 RS HCR 24/GA</p><p> through discussing and developing state and local policy options to improve the quality of life for all Kentuckians; NOW, THEREFORE, Be it resolved by the House of Representatives of the General Assembly of the Commonwealth of Kentucky, the Senate concurring therein:</p><p>Section 1. There is hereby established a nonpartisan, bicameral cancer survivors and quality-of-life issues caucus within the Kentucky General Assembly called the Kentucky Cancer Survivors and Friends Caucus.</p><p>Section 2. The Kentucky Cancer Survivors and Friends Caucus shall work to promote and develop public outreach and policy initiatives in the Kentucky General Assembly that recognize, reduce, and improve the lifelong challenges facing cancer survivors and their families, loved ones, and colleagues.</p><p> Section 3. The Kentucky Cancer Survivors and Friends Caucus shall work closely with and proactively seek input from cancer survivors and various statewide cancer support and outreach organizations to help achieve their goals.</p><p>Section 4. Respectfully, it is requested that the President of the Senate and the Speaker of the House of Representatives support the creation of a Kentucky Cancer Survivors and Friends Caucus by encouraging members of each chamber to actively participate in the Caucus.</p><p>Page 2 of 2 HCR002410.100 - 378 - 2826 GA</p>
