<p> POSITION ANNOUNCEMENT</p><p>PROPERTY & LIABILITY CLAIMS MANAGER </p><p>Redwood Empire Schools’ Insurance Group (RESIG) is seeking qualified applicants for a Property & Liability Claims Manager to provide risk management services to the schools in Sonoma County. RESIG is a Public Entity Joint Powers Authority which serves the 45 public school districts within the County of Sonoma.</p><p>CLASSIFICATION: PROPERTY & LIABILITY CLAIMS MANAGER (Exempt Position)</p><p>ANNUAL SALARY RANGE: $98,220 - $125,356 STARTING SALARY: COMMENSURATE WITH QUALIFICATIONS AND EXPERIENCE</p><p>TERM: FULL TIME – 12 months</p><p>BENEFITS: MANDATORY PARTICIPATION FOR MEDICAL BENEFITS. Specifications are not intended to reflect all duties performed within the job.</p><p>Definition: Under general supervision of the Executive Director, this position shall supervise and coordinate the activities of the Property & Liability Claims Department. The Property & Liability Claims Manager shall assist in the development of claim management policies and procedures and insures that such are followed by the claims adjuster and support staff. The Property & Liability Claims Manager shall also provide highly complex staff assistance to Executive Director, Board of Directors and member districts in the administration of the Property & Liability Program. The position requires the ability to investigate, analyze and evaluate highly complex claims.</p><p>6/19/2014 Examples of Duties:</p><p> Responsible for supervision and direction of school district member Property & Liability losses covered under RESIG’s Memorandum of Coverage or insuring agreements. Supervise the processing of claims for the Property & Liability Department; receive new claims; enter claims information into a computer; set up and maintain claim files and records necessary to meet the needs of members, claims auditors and the Executive Director. Directly supervise the Property & Liability Claims Adjuster, outside investigators and attorneys who have been assigned claim responsibilities. Supervise the allocation of claim and vendor payments in the course of RESIG member losses. Manage a responsible caseload of highly complex property and liability claims with varying degrees of difficulty, to include investigation, litigation management, settlement and adjustment functions. Represent RESIG members at settlement hearings, mediation or other court ordered processes along with representatives from member districts and assigned legal counsel. Chair or sit on Board appointed committees. Assist with RESIG communications such as RESIG Rap, Property & Liability Program binder, annual reports and schedules of RESIG activities. Supervise the maintenance of permanent records, storage of Property & Liability policies, appraisals, contracts, etc. Assist with Workers’ Compensation Claims Department in fraud and subrogation claims management matters. Works closely with the Property & Liability Claims Adjuster in the review of district contracts. Works closely with excess insurance carriers on reporting and monitoring of claims. Consults with Loss Prevention Department to make recommendations for accident reduction. Responsible for management of RESIG operations in absence of the Executive Director, as needed. Maintain the Property & Liability Risk Management Data Information System.</p><p>Knowledge and Skills:</p><p> Fundamental principals of risk management. Property & Liability insurance coverage, the Tort Claim Act, legal statutes and civil procedures related to civil liability. Property and Liability claims adjusting experience, investigative skills, and organizational skills necessary to manage claims from the first report to settlement or closure. Appropriate reserving practices and techniques. Oral and written communication skills. Public speaking techniques. Office methods and equipment, filing systems, and telephone techniques. Computer skills sufficient to maintain the risk management information system. Group dynamics as they relate to public organizations. The basic principles of loss control.</p><p>6/19/2014 Ability to:</p><p> Conduct complex investigations. Work cooperatively with a multitude of employers and employees in the execution of the duties of the position. Communicate well orally and in writing, organize and prioritize workload. Organize, develop, and prepare claims for assignment to counsel, trial and pre-trial conferences. Learn, interpret and apply specific rules, laws and policies necessary to apply them with good judgment in the administration of public entity claims. Establish and maintain cooperative relationships with those contacted in work. Articulate, develop and present well thought-out reports, analyses and in-services to Executive Director, Executive Committee and member districts. Analyze situations and adopt effective course of action independently or from verbal and written direction. Represent RESIG to districts, brokers, carriers and others in a manner consistent with the policies, practices and procedures of the organization.</p><p>Working Conditions:</p><p> Travel to numerous locations on a regular basis – must have private means of transportation. May be exposed to dust, noise, chemicals, hazardous materials and vapors. May work at heights or in confined spaces. Work in inclement weather. Work alone or closely with others. Work on ladders and roofs of buildings. Walk on slippery, uneven or irregular surfaces. Work with audio/visual equipment. Work with office equipment and computerized workstation which involves repetitive arm and hand movement. Work while sitting, standing, bending, stooping, squatting, kneeling and climbing. Be able to communicate verbally and in writing. Ability to lift up to 25 pounds on a regular basis and up to 40 pounds on an occasional basis. Be able to see things up close and far away. Have depth perception, being able to differentiate colors and hear well.</p><p>Education/Experience: Any combination of experience and training that would likely provide the required knowledge and skills is qualifying. A typical way to obtain the required knowledge and skill would be:</p><p>Possession of a bachelor’s degree in business, insurance, risk management or related fields, and/or an AIC or ARM designation desired. A minimum of five (5) years experience in the management of both property and liability claims is required.
