<p> City of Bloomfield City Council Meeting Regular Session September 8, 2008 6:30 P.M.</p><p>Mayor McAnally called the meeting to order. Those present were: David Wilson, Sr., Patricia Wilson, Tom Bischof, Donna Deardorff & Don Rhodes. The meeting was opened with the Pledge of Allegiance.</p><p>Public comments: Ron Dreschel thanked everyone who was involved with cutting down & cleaning up the tree on Cape Rd.</p><p>Marilyn Gill asked about the progress on Viola that was brought up at the last meeting & stated the streets are caving in on Viola & Cape Rd. Ald. Bischof stated work does need to be done regarding the horns & Mayor McAnally said he would talk with the MoDot engineer again & also get with Mr. Niewald with RSA to look at this.</p><p>Brenda Wilson asked for copies of Dennis Pleasant’s monthly report & the Mayor stated she could pick these up at City Hall.</p><p>Randy Suspancic asked for copies of Dennis Pleasant’s monthly report & the Mayor stated he could pick these up at City Hall.</p><p>Approve minutes: August 25, 2008 – Ald. Bischof moved to approve the regular session minutes & was second by Ald. Deardorff. Ald. D. Wilson – aye, Ald. P. Wilson – aye, Ald. Deardorff – aye, Ald. Bischof – aye.</p><p>Bills/deposits: Ald. Bischof moved to approve the bills & deposits with the exception of a bill from W.S. Darley for $968.11 & Towers Fire Apparatus for $547.10 & Ald. Deardorff second the motion. Ald. Deardorff – aye, Ald. Bischof – aye, Ald. P. Wilson – aye, Ald. D. Wilson – aye.</p><p>Merchant License: Ambrose Jansen – Jansen Const. – Rt.1, Leopold, MO. Ald. D. Wilson moved to approve this license & was second by Ald. P. Wilson. Ald. Bischof – aye, Ald. Deardorff – aye, Ald. D. Wilson – aye, Ald. P. Wilson – aye.</p><p>Building permits: None</p><p>(1) Old Bus: Ordinance #3198: An Ordinance Adopting And Enacting A New Chapter For The City Of Bloomfield Code, Which Shall Be Entitled Chapter 385: Vehicle Equipment. Ald. Bischof made the motion to approve & adopt Ordinance# 3198 with a second by Ald. D. Wilson. Ald. P. Wilson –aye, Ald. D. Wilson – aye, Ald. Bischof – aye, Ald. Deardorff – aye.</p><p>Mayor McAnally asked the council about the trash rates & Ald. Bischof made the motion to postpone raising the rates until further information is received & Ald. D. Wilson second the motion. Ald. Deardorff – aye, Ald. Bischof – aye, Ald. D. Wilson – aye, Ald. P. Wilson – aye.</p><p>Mayor McAnally asked for a motion to have Don Rhodes add a definition to Chapter 205: Fire Department, to include fire dept. responses. Ald. D. Wilson so moved & was second by Ald. Deardorff. Ald. Bischof – aye, Ald. Deardorff – aye, Ald. P. Wilson – aye, Ald. D. Wilson – aye.</p><p>Dan Rigazio was present & asked about reducing the leachate rate that was discussed at the last meeting. Ald. Bischof moved to lower the rate from $.02 to $.01 for a period of one (1) year for Lemons Landfill & Butler Co. Landfill & look at this again in one year & Ald. D. Wilson second the motion. Ald. P. Wilson – aye, Ald. D. Wilson – aye, Ald. Deardorff – aye, Ald. Bischof –aye.</p><p>New business: None</p><p>Tax/court turnover: Ald. Deardorff moved to approve both reports & was second by Ald. D. Wilson. Ald. Bischof – aye, Ald. Deardorff – aye, Ald. P. Wilson – aye, Ald. D. Wilson – aye.</p><p>Dept. Heads: Water/Street – Dennis Pleasant gave his report as submitted.</p><p>Park: Shannon Heilman gave her report as submitted.</p><p>Library: Linda Myers gave her report as submitted.</p><p>Transit: Penny Shepard gave her report as submitted.</p><p>Treasurer: Hazel Williams gave her report as submitted.</p><p>Police Dept.: Jason Curtman gave his report as submitted & discussed the auctioning off of evidence that will be taking place Sept. 27, 2008. </p><p>(2) He stated Dennis Pleasant had asked about putting a mower from the street dept. in this auction. Ald. Deardorff made the motion to have the mower included in the auction & was second by Ald. P. Wilson. Ald. Bischof – aye, Ald. Deardorff – aye, Ald. P. Wilson – aye, Ald. D. Wilson – abstained.</p><p>Fire Dept.: Michael Smith gave his report.</p><p>Mayor McAnally asked if there was anything further to discuss in regular session, if not for a motion to adjourn & go into closed session for personnel matters per Section 610.021(3). Ald. D. Wilson so moved & was second by Ald. Deardorff. Ald. Bischof – aye, Ald. Deardorff – aye, Ald. P. Wilson – aye, Ald. D. Wilson – aye.</p><p>Minutes recorded by:______Tonja Haubold, City Clerk</p><p>(3) City Council Meeting Back in Regular Session September 8, 2008</p><p>Mayor McAnally called regular session back to order. He stated there would be a special meeting on September 12, 2008 at 3:00 p.m. to discuss personnel matters per Section 610.021.</p><p>Michael Smith accepted the fire chief’s position with the fire dept.</p><p>Ald. Deardorff made a motion allowing Michael Smith to purchase a skid unit for the brush truck for up to $11,125.00 & Ald. P. Wilson second the motion. Ald. Bischof – nay, Ald. Deardorff – aye, Ald. D. Wilson – aye, Ald. P. Wilson – aye.</p><p>Ald. Bischof made the motion to approve Michael Smith to spend up to $2,500.00 on the 1985 Chev. truck for equipment in lieu of the $10,000.00 that was previously offered to Michael Smith & Ald. Deardorff second the motion. Ald. P. Wilson – aye, Ald. D. Wilson – aye, Ald. Deardorff – aye, Ald.
