No. 73/1617208</p><p>MINUTES OF A MEETING OF THE SAARF TELEVISION AUDIENCE MEASUREMENT COUNCIL HELD ON THURSDAY 8 JUNE 2006 AT 15:30 AT THE SAARF OFFICES, 54 QUEENS ROAD, BRYANSTON</p><p>1. PRESENT: Angela Harcombe Brenda Wortley Brian McMillan Chris Eyre Clive Corder Damir Adamovich Erica Simpson Errol Burrows Jean Meyer Jennifer James Martin Urry Paul Haupt Piet Smit Rodney Chalmers Teresa Kay Tshifhiwa Mulaudzi</p><p>Apologies were recorded for Claire Rooney and Terry Murphy. </p><p>Clive Corder welcomed those present. </p><p>2. APPROVAL OF THE MINUTES OF THE MEETING HELD ON 2 JUNE 2006</p><p>The minutes of 2 June 2006 were approved and signed without amendment. </p><p>3. FINALISING OF THE AGENDA</p><p>The agenda provided to members prior to the meeting was approved without amendment. </p><p>4. PANEL STATUS AND VIEWING TRENDS</p><p>It was indicated that the panel now reporting is 1280 with in addition 61 active rural households. Therefore, the polling ratio is looking much better at the onset of winter. It was also indicated that Good-Non-Viewers stands at 4.8%.</p><p>Chris Eyre reported that AGBNMR Technicians are stretched to the limit. OVERNIGHT RATINGS</p><p>Chris Eyre presented AGBNMR’s plan to move from weekly to overnight data and his presentation is attached.</p><p>The following key issues were addressed:</p><p>4.1 Chris Eyre’s presentation looked at overnight ratings of each channel on specific dayparts and for defined target markets.</p><p>4.2 Rodney Chalmers emphasised that it was of importance for software providers to continue testing data prior to moving to the interim phase hence a switchover effectively means a change of TAMS currency. Chris reiterated that Telmar and IMS already receive viewing and TVEvents data for testing. </p><p>4.3 Martin Urry warned that a move to an interim phase on 21 June 2006 means that TAMS has a new currency for trading, however his concerns were with regards to missing demographics of children age 0-3 and 0-6 and age of guests in the household. AGBNMR said that these would be made available. Progress will be assessed at the 15 June TAMS meeting.</p><p>4.4 Brian asked AGBNMR for the percent penetration of TVM5 households within the total DSTV panel. A higher percent installation of TVM5 to DSTV HH will be critical to Oracle Airtime when it prepares a trading policy. </p><p>4.5 AGBNMR was also asked to compare Time spent Viewing of DualView and SingleView DSTV households and this will be presented on 15 June 2006. </p><p>4.6. AGBNMR was asked to table release times of overnight data files to Computer Bureaux at the next meeting. This will entail an embargo period before data becomes available to users. This would be done in consultation with Brenda Wortley, Angela Harcombe and Martin Urry. </p><p>4.7 Whilst the Overnight output to the computer bureaux would still conform to the basic format [date, start time, end time & duration, spot description, flighting code, typologies, programming, unique programme code & flag for event type], It was reiterated & agreed that video transmissions would not be provided to users, in line with the TAM tender specification.</p><p>4.8 Brenda Wortley will send specific targets for testing to Chris Eyre and this will be presented at the next meeting. </p><p>6.
