Only as you accept your part of that body does your ’part’ mean anything.” I Corinthians 12:27 from Eugene Peterson, The Message</p><p>What is Per Capita Apportionment?</p><p>The Per Capita Apportionment is a share of the expense of the ecclesiastical/administrative work of the Presbyterian Church (USA) at each governing level (the General Assembly, the Synod of the Northeast, and the Presbytery of Hudson River). At the General Assembly level, the total costs are divided by the total membership in the denomination to arrive at the G.A. Per Capita Apportionment Rate and then is allocated equitably to each Presbytery, according to the membership within its bounds. The same is true in terms of the Synod Per Capita Apportionment Rate. The Presbytery of Hudson River’s Per Capita Apportionment Rate is determined by the Budget, Finance and Property Committee and then approved by the Presbytery. The 2014 Per Capita Apportionment is based on the membership reported by each church in their 2012 Annual Report to the General Assembly.</p><p>It is the policy of the Presbytery of Hudson River to pay the full amount of General Assembly and Synod of the Northeast Per Capita Apportionment even if our member churches do not pay their annual Per Capita Apportionment.</p><p>2014 PRESBYTERY OF HUDSON RIVER APPORTIONMENT</p><p>How much is the 2014 Presbytery of Hudson River Apportionment? The current Presbytery of Hudson River Per Capita Rate for 2014 is $19.53 per member.</p><p>What does Presbytery Per Capita Dollars Provide? Provides 53.7% of all staffing costs for the Presbytery’s Ministry through Congregation and Mission Ministries, Stewardship Ministries and Vocations Ministries, including Staff salaries and benefits for the General Presbyter, Connections and Change Presbyter, Stated Clerk, Communications Director, and three part-time Support staff members. Provides financial support for the Presbyterian Conference Association Staff. Provides financial resources to cover rent, utilities and non-staff operating expenses for our Presbytery Office at 655 Scarborough Road, Scarborough, NY, and all its related activities. Provides complete financial resources for the working expenses of the Faith and Order Committee, the Personnel Committee, the Nominations Committee, the Presbytery’s Moderator, the Investigatory Committee, and the Training of GA and Synod Commissioners. Provides the financial resources for the workings of the Committee on Ministry and the Committee on Preparation for Ministry.</p><p>2014 Presbytery of Hudson River Per Capita provides 36% of the total 2014 Presbytery Operating Budget of $664,190.</p><p>2014 GENERAL ASSEMBLY APPORTIONMENT</p><p>How much is the 2014 General Assembly Apportionment? The current GA Per Capita Rate for 2014 is $7.02 per member.</p><p>What costs are included in the GA Per Capita Budget? It primarily provides for the cost of holding GA meetings, expenses of the permanent and special committees of the GA; the departments of the Office of the General Assembly, which include the offices of the Stated Clerk and Moderator, the office of ordination exams, the Historical Society, the offices of Vocations and Governing Body Relations; the General Assembly Mission Council meetings and the office of Executive Director of the Council; the expenses to our memberships in ecumenical bodies; legal services, shared costs of centralized accounting services, and building costs are also included.</p><p>2014 SYNOD OF THE NORTHEAST APPORTIONMENT</p><p>How much is the 2014 Synod of the Northeast Apportionment? The current Synod of the Northeast Per Capita Rate for 2014 is $3.95 per member.</p><p>What does Synod Per Capita Dollars Provide? Synod Per Capita Dollars provide all staff support for Early Ministry Institute Northeast Collegium Interim Ministry Training Synod Assembly and Synod Council Permanent Judicial Commission Synod Committees Racial-Ethnic Caucuses and Convocation Advocacy and Ecumenical Relationships Synod Per Capita Dollars helps to fund Mission Networks and Partnerships throughout the 22 presbyteries in the Northeast, including our own Partnerships related to Prison , Cross-Cultural Ministry, and the Nyack Project. Synod Per Capita Dollars provide varied means of communication of Synod happenings Synod Per Capita Dollars pay all expenses related to Synod Assembly Synod Per Capital Dollars pay operating expenses of Synod Committees and Synod Commissions Synod Per Capita Dollars provide essential financial services of Synod funds and consulting with Presbyteries on financial matters TOTAL 2014 PER CAPITA APPORTIONMENT IS $30.50 PER MEMBER</p><p>In the words of one of our Elders, “Per Capita is what keeps us Presbyterians… Otherwise we’d be a bunch of independent churches.” Or as one of our Pastors puts it, “Per Capita comes with being part of the Presbyterian Family. It is a family responsibility…, not an option…!”</p>
