Heather developed the Emergency Preparedness link to the Sunflower Health Network and Sue accessed it for the group. Members were asked to give suggestions for additions to the page—contact numbers for the regional hospital members ,…… Sue presented information regarding Pysch workshop to be held September…</p><p>Regional Council—Dennis and Sue reported on the FY ’10 projects currently being finalized. The projects include Accountability—Phase Two, purchasing equipment to make responder ID nametags. Three units will be purchased and stored in the Incident Management Team (IMT) trailers; Communications—Phase Two, equipping the remainder of ambulances in the region with 800 MHz radios; Law Enforcement—presentation of three additional Active Shooter classes for officers in the region; Deployable Resources/Hazardous Materials—ongoing education and exercise for IMT team and HazMat reponders.</p><p>Lori added that MOU’s in disasters will prevent FEMA from reimbursing for those expenses because those resources would already be available. It is better to NOT have MOU’s. Discussion about this issue led to confusion regarding the hospital MOU’s signed through KHA. Sue will take the issue to Dan Leong for clarification.</p><p>Regional Hospital Coordinators—this group met on Tuesday and looked at an inventory program from 3M. The South Central Hospital Region will be beta testing the program and will give feedback at the next Hospital Coordinators meeting in November. Also, a few of the </p><p>1 coordinators identified a need for Crisis Stress Management training for their clergy partners. Sue stated that Harry Tysen, SRHC chaplain, has had extensive training on this subject and is planning to conduct training for clergy in 2011, sponsored by the KS Chaplains Association. Included in the program development is a KU professor who is nationally recognized as an authority on this subject.</p><p>Public Health—Sherry was not present due to vacation; Suzette was also not available but had reported to Sue that her region was going to begin developing a mass dispensing exercise for October.</p><p>EMS—Greg invited Rachelle Giroux, Trauma Services manager, to give an overview of the recently activated Trauma Service at SRHC. Please see overview report in the New Business section of the minutes.</p><p>KDHE—Sarah Beery represented Emily Nickel. Sarah reported that a Public Information Officer class will be offered in September—meeting info is on KS Train. To purchase equipment this grant year, the need must be reflected in the hospital HVA and addressed through a gap analysis. Please send both documents to Emily at [email protected] Sue requested a clarification regarding the correct person to send exercise or actual event AAR/IP; Sarah reported all AAR/IP should be sent to Cait Puriton-Day at [email protected]. </p><p>Sarah presented information about the Public Information and Communication (PIC) trainings for individuals serving as PIC leads for Strategic National Stockpile (SNS) mass dispensing operations in their communities. Please contact your local Public Health department if you have questions about your role in SNS mass dispensing operations.</p><p>MaxAire Demonstration: Karen Sheck gave a demonstration for the MaxAire HEPA PAPRS, utilizing the updated conversion kits for the existing components. She also showed the latest model of HEPA PAPR which is not able to be converted to older components. Karen also explained that her company is severing business ties with Global Protection, the vendor currently being used by APS. Hospitals wanting to purchase MaxAire products may deal directly with Karen and she will answer any questions.</p><p>CERT training: Rod Job, Lincoln County Emergency Manager, gave a presentation on the Community Emergency Response Team (CERT). This program provides training for team members to help not only themselves but family and neighbors in the event of a disaster. CERT members assist first responders during emergencies by providing basic first aid, providing damage assessments and organizing other volunteers. To find out more about CERT, log on to www.citizenscorps.gov. Thank you to Beth for bringing this training opportunity to the group’s attention.</p><p>Old Business: Topic Discussion Action Operation Sue gave a brief overview of the exercise SRHC participated Smoky Hill in on July 13. Key to developing the evaluation was determining the objectives for each major area being FYI</p><p>2 reviewed. Individual visits were conducted with the departments and the Emergency Preparedness Coordinator. The objectives were verified by department management before the evaluation forms were developed. N95 Fit Testing The ‘PortaCount’ calendar has been sent to each hospital Sue to provide calendar and will be amended as needed. Guidelines for equipment guidelines for use need to be developed. Sue will work on these. equipment use New Business: Topic Discussion Action Trauma Rachelle Giroux, RN, Trauma Manager gave an overview of Services; EMS the newly activated Trauma Services. The new service was transport activated on August 2 and has been utilized every day since. FYI service There have been 26 trauma patients seen in the nearly Have Trauma three weeks since the service started. Rachelle presented Service information on the trauma criteria, how to reach the information trauma team and physician information. The Trauma presented at Service is seeking ACS (American College of Surgeons) the Sunflower accreditation within a year. To achieve this, all trauma Health patients must come in to a trauma surgeon who will Network DON evaluate the patient and determine what specific needs meetings (Heather); add A Site Visit Team is available to come to any hospital to Trauma answer questions regarding the service and consists of: Service  Trauma surgeon contact  EMS representative information to  Trauma manager the resource  SRHC VP guides (Sue); Through these visits, critical access hospitals will know how report about the Trauma Service can help them. At this time, a one call the Transport system is in development to facilitate reaching the Trauma envelopes Service. (Greg)</p><p>Rachelle encourages anyone who experiences problems getting trauma patients transferred to SRHC to contact her at 785-820-0272. This includes any problems that may be encountered by physicians having difficulties with response or problems giving reports to the receiving hospitals. Several group members requested this information be presented to the Director of Nursing meetings held through the Sunflower Health Network.</p><p>Rachelle also stated that the Trauma Service is tracking ‘misses’ through SRHC hospitalists, patients who have met the trauma criteria but were not referred to the Trauma Service. It is through Quality Improvement that the citizens of our region are provided the best possible care and the </p><p>3 greatest outcomes.</p><p>Greg Brockway stated the Salina EMS personnel have created a joint venture with Salina Regional Health Center to provide critical transport services. When requested, a team will respond to any hospital to transport critical patients. This team consists of specially trained critical care paramedics, an ICU nurse and a Respiratory Therapist. After this presentation, the group asked to have the Trauma Service contact information added to the resource guides.</p><p>Discussion was held regarding the Transport envelopes that were previously available for patients being sent to SRHC. Many felt the envelopes were very beneficial and would like to have them again. Greg offered to check and see if the envelopes are still being used. Report from the Due to the limited time, these ladies only had a few evaluators: minutes to give feedback from their experience as FYI Karen, Lori, evaluators for the SRHC July 13th exercise. All three stated Stevie they found it a useful experience. Ottawa County Jean gave a brief report regarding the ‘boil water’ event Health Center: that occurred in Minneapolis. She stated communication water event from the city initially made the situation more difficult. FYI There was no information from the usual info source for public health events—neither the hospital nor public health department received notification about the ‘boil water’ event. Jean has met with community agencies about the response gaps in this event. This event was submitted to partially meet the exercise deliverable for the FY ’10 grant. </p><p>Jean also discussed the difficulty with using the evaluation forms sent from KDHE. The eval forms have been designed for exercises and when trying to adapt them for real events, they don’t work well. It was discussed that having another eval form for actual events might make much more sense. Sarah will take these concerns back to BPHP. Updated Target Sue continues to seek the web site for the Target Report any Capabilities Capabilities issued in September 2007. progress Strategic Susan Belt is again available to assist our region in strategic planning for planning and reviewing our progress. KHA is providing the FY’10 funding for her services. After discussion, group members FYI indicated they wanted to have Susan continue to help us plan and review our strategic efforts. EMSystems At the EMSystems Work Group meeting on August 6, requests additional information was requested by EMS/flight services to be included in each hospital profile: FYI  Helipad location—size, capability, contact person  Airport location/capabilities  Lighting capabilities for helipad This information is very appreciated by services that may not be familiar with the hospital. FY ’10 grant Jean has asked if our region could develop a template for project the Strategic National Stockpile (SNS) during this grant year. Tabled until Sue stated the North West hospital region will be working next meeting on an Alternate Care Site template. Due to the lack of time for discussion, this will be discussed next month. PIO training Dan discussed the need for Public Information Officer needed Training. Several members stated these trainings are FYI offered on KS TRAIN. ICS 300, ICS 400 Eric reminded everyone of the upcoming ICS 300, 400 training courses being held at Ft. Riley the end of September. FYI Dianne also reminded everyone ICS 400 will be offered in Clay Center on November 18 & 19. Registration will be through KS TRAIN.
