<p> COMMISSIONERS MEETING REGULAR SESSION July 6, 2015 9:00 a.m.</p><p>ATTENDANCE: COMMISSIONERS: David Berry, President</p><p>Donald Walton ATTORNEY: James Ensley, Attorney AUDITOR: Lorie Hallett, Auditor AUDIENCE: 12 individuals</p><p>The Putnam County Board of Commissioners met in regular session on July 6, 2015 at 9:00 a.m. at the Putnam County Courthouse David Berry opened the meeting and the pledge to the flag was given.</p><p>MIDWEST TOXICOLOGY Susie Fields spoke to the Commissioners about implementing a drug screen policy for County wide employees.</p><p>Midwest toxicology is used by 35 local companies.</p><p>No annual fee is charged only the cost of the tests are charged. </p><p>Dave Berry said he would like to review the information and bring it back to the next meeting.</p><p>NATIONAL NIGHT OUT Linda Merkel asked the Commissioners to proclaim Tuesday, August 4, 2015 as National Night Out.</p><p>Donald Walton made a motion to approve the request and David Berry seconded the motion. The motion carried.</p><p>ORDINANCE 2015-7-6-1 An ordinance approving the petition of the County to vacate a plat/rights of way located on 900 North between New Maysville Lots 22 and 24, (New Maysville) Roachdale Indiana.</p><p>Donald Walton made a motion to approve Ordinance 2015-7-6-1 and David Berry seconded the motion. The motion carried.</p><p>RESOLUTION 2015-7-6-2 A resolution stating what can be paid through Emergency Claims process.</p><p>David Berry made a motion to approve Resolution 2015-7-6-2 and Donald Walton seconded the motion. The motion carried.</p><p>PROSCEUTOR Tim Bookwalter asked the Commissioners to make his Office Manager position to be a Job Share Position. Lisa Oliver current Office Manager will be leaving on maternity leave in September and Teresa Pingleton a current full-time employee will be taking on the Job-Share with Lisa. Tim also requested permission to hire a new full-time employee to take Teresa’s position.</p><p>Donald Walton made a motion to approve the above requests and David Berry seconded the motion. The motion carried.</p><p>911 Dave Costin informed the Commissioners that his current Assistant Director, Dara Robinson is requesting to step down from her current position and become a dispatcher. Dave also said he would like to leave the position dormant for a period to see if Dara would like to accept the position back. </p><p>Dave also requested to hire 1 additional part-time dispatcher.</p><p>David Berry made a motion to approve the request and Donald Walton seconded the motion. The motion carried.</p><p>SHERIFF Sheriff, Scott Stockton requested approval to hire a Merit deputy.</p><p>Donald Walton made a motion to approve the request and David Berry seconded the motion. The motion carried.</p><p>Sheriff Stockton told the Commissioners that the current Commissary Contract will change, the current contract when an inmate is released the Jail writes the inmate a check for the balance left in his/her account. With some inmates being from out of state it makes it difficult for them to cash a local check.</p><p>The new contract will use cash cards that can be used at any location.</p><p>Sheriff Stockton also talked to the Commissioners about the current Medical Contract, the new contract will be the same amount with enhanced services plus 4 hours per week mental health care per week.</p><p>TIME RECORDING SYSTEM David Berry asked that the other Commissioners think about implementing a time recording system (time clocks).</p><p>HIGHWAY Crowes Bridge, Bridge #137, Mike Rickets has a copy of the contract for Jim Ensley to look over. Mike also had paperwork for the Commissioners to sign stating that Ryan Geis is the Project Manager for DLZ.</p><p>Mike Ricketts gave the Commissioners an update on current projects, chip and seal in Greencastle Township and paving in Jackson Township.</p><p>PAYROLL 06-26-2015 Donald Walton made a motion to approve the payroll from 6-26-2015 and David Berry seconded the motion. The motion carried.</p><p>CLAIMS Claims paid on 6-18-2015 were approved on a motion made by Donald Walton and seconded by Dave Berry. The motion carried.</p><p>Claims paid on 6-23-2015 were approved on a motion made by David Berry and seconded by Donald Walton.
