<p> 237</p><p>L07/2015</p><p>SHILLINGSTONE PARISH COUNCIL</p><p>MINUTES OF A MEETING OF THE PARISH COUNCIL HELD AT 7.30PM ON THURSDAY 2nd JULY 2015 AT THE CHURCH CENTRE, BLANDFORD ROAD, SHILLINGSTONE</p><p>PRESENT: Councillors M Webberley (Chairman), T Kennard, C Oakley, K Farrell, J Cooper, P Watts and P Aaron, NDDC Cllr Jesperson and G Rains, footpaths officer. In attendance: the Clerk M Wilson and 16 members of the public</p><p>43. APOLOGIES FOR ABSENCE: None</p><p>44. DECLARATIONS OF INTEREST: None.</p><p>45. MINUTES OF THE PREVIOUS MEETING: The minutes of the meeting held on 4th June 2015 were approved and signed.</p><p>46. PUBLIC SESSION TO RAISE ISSUES: Lesley Gasson reported that the Open Gardens event had raised over £435 towards the Portman Hall; the village gardening show was imminent and she hoped for as many entries as possible. There were many comments on the planning application 2/2015/0905 – a new convenience store on the DJ’s sight. Concerns were expressed over speed of traffic at what would be a busy entrance/exit at the site, delivery arrangements, volumes of customers, lighting, opening hours, impact on the viability of the petrol station, the inconvenient location of the site for most of the village, sufficiency of parking and the impact on the outline permission granted for residential development at the site. The last issue would have an impact on housing numbers and sites identified in the emerging Neighbourhood Plan, although initial consultations for the Plan did highlight a demand for another village shop. It was agreed the parish council would object to the application on the grounds of i) loss of amenity for neighbours given the disturbance that would be created by potentially long opening hours and especially additional lighting in an area relatively unaffected by light pollution ii) concerns over the adequacy of arrangements for delivery lorries on the site iii) concerns over the adequacy of customer parking and the potential for overspill parking on the highway which would be dangerous iv) concerns over the loss of a site earmarked for 9 dwellings in the emerging Neighbourhood Plan – this will create pressure to allow development in areas destined to be protected as Local Green Spaces. To allow public participation, Cllr Oakley gave an update on the Neighbourhood Plan. A working group meeting had taken place to take stock of the responses received to date following the informal consultation events held on 11th and 13th June. More than 80 have so far been received and in general terms there is support for development at all the sites identified as suitable for development. A number of detailed comments on the draft Plan had been received and these will be taken into account as the Plan is adjusted in advance of formal consultations expected to begin in August. There are different views on housing need and interpretation of historic trends into future projections as well as adherence to “guidance” or “rules” set by the planning authorities. It was noted that the proposed housing numbers for White Pit farm building had grown from 6 – 10 to a new figure from Savills (on behalf of County Farms) of 19. This is being questioned, and clarification of intentions sought. The next Neighbourhood Plan Committee meeting is scheduled for 20th July and the public are very welcome</p><p>47. DISTRICT COUNCILLOR’S REPORT: Cllr Jesperson’s report had been circulated. Cllr Farrell asked if Cllr Jesperson would speak to the Conservation Officer over the planning application for the new roof – there is an issue over the type of tiles to be used.</p><p>48. COUNTY COUNCILLOR’S REPORT: The Chairman and the Clerk had attended DCC’s “Forward Together” event – DCC is looking to find smarter ways of working to save a further £47m over the next 3 years. This might involve more being done by parish councils and local volunteers. There will be more to come over the coming months.</p><p>49. FOOTPATHS: i) Footpaths officer report: The Rangers have done the SLA work. GR has repaired some damage to the hide but asked the Rangers to make a proper long term repair, but they are very busy with increased workload and responsibilities. There is a dangling tree limb which might be dangerous in the wind – GR will inspect and report to the Rangers. Cllr Farrell has spoken to the owners of a property in Gunn Lane asking them to cut back encroaching 237 brambles. Cllr Watts reported the overgrown hedge at Anthorn in Blandford Road. The owner is believed to live abroad but the Chairman may be able to make contact via Mr Ray Suter ii) Trailway and station project: There is no news on the Lambs House bridge lease, Cllr Jesperson will try and keep the pressure on DCC for action. The merits or otherwise of the provisional blanket TPO for this part of the Trailway were discussed and after some discussion it was agreed to support this to prevent any uncontrolled tree cutting. NDDC will also be asked about arrangements for tidying up the area where tree cutting was stopped earlier in the year. 50. PLANNING i). Clerk to report on outstanding applications - 2/2015/0382/FUL – Land at Hine Town Lane: Nothing to report ii). To consider any new applications received before the meeting: :2/2015/0706/House – Windover, The Cross, DT11 0SP – erect one single storey extension and one two storey extension – no objections to the slightly amended application; 2/2015/0905/FUL – DJ’s Motors, Cookswell, DT11 0QZ – change of use to Retail (Class A1) – the parish council will object, see minute 46 above iii). To consider applications to carry out works to trees in the conservation area received before the meeting: None iv) Neighbourhood Plan – to receive Committee report: See comments in minute 46 above.</p><p>51. FINANCES: i) To approve cheques for payment as per schedule: The following payments were approved: 1931 – M Webberley – mileage - £18.00 1932 – DAPTC – training course - £30.00 1933 – Parish Mag Printers– posters and copying for N Plan - £118.60 1934 – Puddleduck Plumbing – water repair on Rec - £40.00 1935 – 4D Signs – banners for N Plan consultations - £96.00 1936 - IK Services – June litter pick - £65.00 1937 – DAPTC – subscription - £334.64 1938 – DAPTC – booklets - £10.00 1939 – SSE – pavilion electricity - £70.54</p><p>52. STREET CLEANING AND GRASS CUTTING – update: The clerk reported that Sturminster Newton Town Council was due to ratify the lengthsman extension agreement at its meeting on 2nd July. The road sweeper is due in the next couple of weeks once the weed killer had done its work.</p><p>53. THE CROSS – update: The PCC is meeting on 9th July to consider the possibility of locating the Cross in the church or churchyard. A quote for a stone replacement has been received - £30k, which was thought to be too expensive to consider realistically.</p><p>54. PLAY AREAS, RECREATION GROUND AND PROPERTY CHECK i) To appoint Councillor to inspect play areas, recreation ground and property in July: Cllr Oakley volunteered. ii) To note Councillors reports and decide any action: The condition of the wet pour surface under the swing in Augustan Avenue is getting worse and a repair will be organised in due course. The grass needs cutting – the clerk will contact Banyards. He will also look to get the path to the play area created before the winter. iii) Trees: Nothing to report iv) Pavilion - i) to consider proposals to upgrade boiler and showers etc: The Chairman and Cllr Watts had met with AJS Plumbing to look at a proper long term solution. Quotes for work in the pavilion and the “pod” were discussed and it was agreed to proceed with the proposals suggested and the specification of work would be used as a basis to obtain two other quotes as required. ii) to consider quotes for a new roof and new windows: The clerk had had asked a number of contractors for quotes but only two had responded – one for the roof and one for the windows. Approaches to other contractors will be made to get the required three quotes for each task. The clerk confirmed there were more than adequate reserves to meet the expenditure. He will keep the cricket club appraised of developments. v) water leak and bill: The leak has now been properly fixed so the clerk can liaise with Wessex Water over mitigation procedures to hopefully reduce the bill. vi) skatepark: Nothing to report vii) allotments: The overgrown plot has been split between 2 new tenants and great work has been done already on clearance. Mr Kerr is to look at safely removing the derelict greenhouse.</p><p>55. CORRESPONDENCE: The SturCredits youth team will be on site on 31st July – two benches will be refurbished and they might be able to do the parish council notice board as well; DCC Highways have delayed work on Haywards Bridge for 12 months 237</p><p>56. TO AGREE ITEMS FOR NEXT AGENDA: Routine items but especially the pavilion plumbing and roof/window quotes, PCC decision on the Cross and co-option of a potential new councillor, Jim Turnbull.</p><p>57. NEXT MEETING: This will be held at 7.30pm on Thursday 6th August 2015 at the Church Centre. There being no further business, the meeting closed at 10.04 pm.</p>
