CALL TO ORDER AND FLAG SALUTE The meeting was called to order by Joan Lark, President at 9:00 am.</p><p>2. ROLL CALL Executive Council present: Mike Chimente, Don Ogden and Julia Tidball. District Board Members present: Lou Boitano, Maggie Rollings and Karan Bowsher (voted for Mark Campbell in his absence) Staff Members present: Janine Schumann, Melissa Trulock, Andria Tiquet, Veronica Ferdin, Joan Perry, Laura Machado and Jan Kendall. Absent: Kathy Northington & Mark Campbell</p><p>3. PUBLIC COMMENT There was no public comment.</p><p>4. CONSENT AGENDA & CONSENT MINUTES Mike Chimente made the motion to approve the agenda for September 12, 2016 and consent minutes for June 6 & 16, 2016. Lou Boitano seconded the motion and it carried unanimously with a 5-0 vote.</p><p>5. NEW BUSINESS 5.1 Multi-Tiered System of Support: Laura Machado provided three handouts for the Executive Council. The first handout summarized the Preschool and Transition APDAR Progress for 2015-2016. The second handout talked about the training dates and topics for 2016-2017. The third handout reviewed the assessment tools that CCOE purchased to be available (The Brigance) for special education teachers to use if the WJ IV kit is not appropriate to use for students. The Brigance Comprehensive Inventory of Basic Skills II is for ages 5-12 and the Brigance Transition Skills Inventory is for older students. Both are available for all teachers to come and check out and use. </p><p>Joan Perry next reviewed trainings she will be having throughout the year for special education teachers, general education teachers, and administrators. The following training classes are being offered:</p><p> Enhancing Personal Skills in the Implementation of Evidenced Based Practices to support Student Learning Outcomes. October 21, November 1st, November 2nd, and November 3rd. October 21st, November 18, January 27th, February 24th, and April 28th. </p><p>Joan Perry provided data on trainings that she has given. She handed out data on Percentage of Students Receiving Special Education Services based on Federal, State, and Calaveras County numbers to the Executive Council. Please See Exhibit 5.1.1</p><p>Joan informed the Executive Council that in the Core Competency Report for California, the recommendation is to follow the model of a Multi- Tiered System of support for all students. Multi-Tiered System of Supports core components work together to create an integrated, comprehensive framework that focus on the Common Core State Standards, core instruction, differentiated learning, student-centered learning, individualized potential to create needed systematic change through intentional design and redesign of services and supports that quickly identify and match the needs of all students in general education contexts. Please See Exhibit 5.1.1.2</p><p>Janine recommended to the Council that we shift our current focus from the APDAR process to focusing on a Multi-Tiered System of Support in the county. Janine stated that broadening our support to all county wide students’ will benefit more students. We would continue to keep an emphasis on students on the spectrum but we would also look at students struggling with other social, emotional and behavioral needs with using the Multi-Tiered System of Support model.</p><p>Julia Tidball made the motion to shift away from APDAR process and go forward on the Multi-Tiered System of Support model. Don Ogdon seconded the motion and it carried unanimously with a 5-0 vote. </p><p>5.2 Registered Behavior Technicians (RBT): Janine Schumann shared that we are currently spending a large amount of money on the cost of outside contractors to provide behavioral aide services. Janine recommends that the County consider looking into creating and hiring Registered Behavior Technicians to work in the Districts. The Registered Behavior Technician is a paraprofessional who practices under the close, ongoing supervision of a BCBA. The Registered Behavior Technician (RBT) is primarily responsible for the direct implementation of behavior-analytic services. The Registered Behavior Technician does not design intervention or do assessments. It is the responsibility of the RBT supervisor to determine which tasks an RBT may perform as a function of his or her training, experience and Calaveras County Board of Education Minutes – September 12, 2016 Page 4</p><p> competence. The BCBA supervising the RBT is responsible for the work performed by the RBT on the cases they are overseeing.</p><p>Mike Chimente made the motion to explore the feasibility of the Registered Behavior Technician position. Karan Browser seconded the motion and it carried unanimously with a 5-0 vote.</p><p>5.3 Attorney Training: Diplomas vs. COC</p><p>Jan Kendall shared that there has been concern expressed by the staff at Calaveras High School about how best to determine whether a student should be on a diploma track versus a Certificate of Completion track. Jan requested that the Council consider hiring an attorney to provide a legal training on this topic. The Council discussed whether there were other alternatives to a lawyer providing this training as it would be a significant cost. Janine shared that Liz Zastrow who is a Program Specialist for Lodi Unified School District might be a less expensive option to have come and train on COC vs Diploma. The Council discussed that with the change in standards and curriculum it might be better to wait to have this training until the content/curriculum is determined and the state makes a determination on what type of assessment will replace the CAHSEE. </p><p>6. REPORTS AND INFORMATION 6.1 SELPA Director’s Report/Transition Program Janine shared with the Executive Council the current enrollment for the Adult Transition program. Please see Exhibit 6.1.1</p><p>Janine shared with the Executive Council that there is still a vacancy for the second teacher in this program. Janine shared that in order to support the current teacher, a clerical support/vocational technician position has been created and will be flown. This will be a temporary position for this school year. The second teaching position will continue to be flown. </p><p>REGIONALIZED PROGRAMS REPORTS 6.2 Sarah Goodman reviewed the nonpublic school placement report with the Executive Council. Please see Exhibit 6.2.1</p><p>Andria Tiquet gave an update on preschool mainstreaming. She shared that CCOE is working with the private preschool, Lilschuz to mainstream students. Andria shared an update of current preschool enrollment. Please see Exhibit 6.2.2 Calaveras County Board of Education Minutes – September 12, 2016 Page 5</p><p>6.3 CASEMIS/SEIS handout was provided by Courtnay Villegas on current special education staffing in the County. Please see Exhibit 6.3.1 6.4 Finance Report: Claudia Davis reported on AB602 Revenue Final 2015- 2016 Funding Allocation. Please see Exhibit 6.4.1.</p><p>6.5 Personnel Report: Melissa Truelock updated the Executive Council on new staff and vacant positions within the AU department. She shared that they have hired six new employees since the last Executive Council Meeting. Anatoliy Daniliouk (School Psychologist), Sarah Goodman (Program Manager) Denise Ferrin (Visual Impairment Specialist), Michelle Lobo (School Psychologist), Jacqueline Rohman (Occupational Therapist), Mary Howell (Au Health Aide). Resignations: Deborah Snider AU Health Aide, Rita Crawford, AU Instructional Aide and Bethany Jennings, AU Program Secretary. </p><p>Melissa also informed the Executive Council that there were 25 classified assignments eliminated as a result of the closure of the SBC programs and the movement of preschool students into District programs. </p><p>7. COMMENTS BY STAFF AND VISITORS There were no comments by Staff and Visitors.</p><p>8. COMMENTS BY EXECUTIVE COUNCIL MEMBERS Don Ogden thanked CCOE staff for offering support to VUSD.</p><p>9.
