<p> MINUTES HELENA CITY COUNCIL REGULAR MEETING February 13, 2017 The Council of the City of Helena met in a regular scheduled meeting on Monday night, February 13, 2017 in the Helena Municipal Building at 6:00 P.M., regular place and time for holding said meetings.</p><p>Council President Mike Jones called the meeting to order at 6:00 P.M. </p><p>Brian Puckett led prayer. </p><p>The Pledge of Allegiance was led by Helena Teen Council.</p><p>Roll Call Present: Members: Mayor Hall, Mike Jones, Harold Woodman, Leigh Hulsey, Laura Joseph and Alice Lobell Absent: Visitors: Pete Valenti, Pete Folmar, Dan Dearing, Chad Campbell, and others (list attached) Council President Mike Jones declared a quorum present and meeting was open for business.</p><p>5. Minutes Approved/Corrected from Prior Meeting(s) Harold Woodman made a motion to approve the Pre-Council minutes and Regular Meeting Minutes from January 23, 2017 with a second by Alice Lobell.</p><p>AYE: Mike Jones, Harold Woodman, Leigh Hulsey, and Alice Lobell NAY: None ABSTAIN: Laura Joseph Motion carried.</p><p>6. Revenue Report: Bill Payment Leigh Hulsey made a motion to approve the bills with a second by Harold Woodman. </p><p>AYE: Mike Jones, Harold Woodman, Leigh Hulsey, Laura Joseph, and Alice Lobell NAY: None Motion carried.</p><p>7. Municipal Operations Report from Mayor Hall Mayor Hall advised the following: The city is getting free field dirt and leveling out property at the Helena Sports Complex in anticipation of adding a soccer field in the future; Chief Folmar advised he was only short $1000.00 from being able to purchase a new K9 all thanks to the citizens/businesses in Helena that have donated for this: Mayor Hall did advise to him to proceed with the process of obtaining a new K9 for Helena Police Department. </p><p>8. City Employee Retirement Presentations: George Pickle, Louis Boyd Fillippeli, and Todd Erwin Mayor Hall presented each with a plaque. </p><p>9. Ordinance #844-17A (First Presentation & Reading) Annexation Request 4881 South Shades Crest Road; Glasgow Rose Robinson- Parcel 4200221000018.000 Leigh Hulsey made a motion to approve the first reading only of Ordinance 844-17A with a second by Harold Woodman. </p><p>AYE: Mike Jones, Harold Woodman, Leigh Hulsey, Laura Joseph, and Alice Lobell NAY: None Motion carried. Memorandum of Agreement- Countywide Public Safety Radio System Upgrade & Expansion Harold Woodman make a motion to approve the Mayor to execute the Memorandum of Agreement for the Countywide Public Safety Radio System Upgrade and Expansion with a second by Leigh Hulsey. </p><p>AYE: Mike Jones , Harold Woodman, Leigh Hulsey, Laura Joseph and Alice Lobell NAY: None Motion carried.</p><p>11. Board of Adjustments Appointment- Tabled to February 27, 2017 meeting. </p><p>14. Council Comments Alice Lobell: Helena made another list for being number one for safety in Alabama; Helena Museum has new siding installed and looks wonderful; Thanks to teen council for being here. Laura Joseph: Thank you to all department heads. Leigh Hulsey: Thanks to all retirees for your service to the city and thanks to the Mayor for all your hard work that you do. Harold Woodman: Thank you to all the retirees; Kirsen Gardner won state championship of 6A shot put; Congratulations to the new Miss HHS Tiara Pennington; Congratulations to the HHS Lady Huskies Basketball area champion; Helena High School Scholar Bowl team going to county championship. Mike Jones: Helena Newsletter Bid released tomorrow; New police units are in; Thank you to the Teen Council; Thank you to all the retirees and service to the city; Thank you to Leigh Hulsey, Bill Miller and Mayor Hall for working on the project with miracle league.</p><p>15.
