<p> REQUEST FOR PROPOSAL (RFP)</p><p>CONDUCT AN ECONOMIC STUDY FOR WEST TENNESSEE</p><p>SOUTHWEST HUMAN RESOURCE AGENCY</p><p>1527 WHITE AVENUE</p><p>PO BOX 264</p><p>HENDERSON, TN 38340</p><p>JANUARY 15, 2015 Southwest Human Resource Agency/Local Workforce Investment Area 11</p><p>Request for Proposal to Conduct an Economic Study for West Tennessee</p><p>SCOPE OF WORK</p><p>Southwest Human Resource Agency and Local Workforce Area 11 is seeking proposals from interested parties to conduct an economic study for the West Tennessee area. This study will be conducted by an agency selected through the SWHRA procurement process, and will be under the guidance of Local Workforce Investment Act- Area 11. </p><p>The scope of services includes:</p><p>1. State of the economy in West Tennessee as it compares to East and Middle Tennessee in relation to job growth</p><p>2. Impact of additional job growth on the tax base in West Tennessee </p><p>3. Determine the skill levels of prospective employees and compare those skills to the current needs of employers</p><p>4. Determine what skills and attributes are needed for employment</p><p>5. Develop recommendations for programs of study needed now and those that will be needed in the future (1 year, 3 years, and 5 years) including what sectors will have growth, and the specific occupations within those sectors to assist with the development of career pathways</p><p>6. Prepare recommendations to assist West Tennessee achieve a more stable workforce and economy </p><p>The goal of the study:</p><p>The goal of the study is to further coordinate activities with all regional workforce and economic development agencies in West Tennessee to achieve more sustainable, quality jobs in the region.</p><p>Timeline for the study:</p><p> RFP Notification Released on January 15, 2015</p><p> The RFP can be obtained by emailing your request to [email protected] or can be found at westtennesseecareers.org. . RFPs will be issued by electronic mail upon receipt of a request.  Proposals are due by mail or hand delivered on February 5, 2015 by 4:00 PM to:</p><p>Southwest Human Resource Agency</p><p>P.O. Box 264, 1527 White Avenue</p><p>Henderson, TN 38340</p><p>Attn: Jimmy Bell, Director LWIA 11</p><p> Selection announcement will be made on February 12, 2015.</p><p> Contract start date will be February 15, 2015.</p><p> Contract end date will be June 30, 2015.</p><p>Proposal Guidelines</p><p>This Request for Proposal represents the requirements for an open and competitive process. Proposals will be accepted until 4:00 pm CST February 5, 2015. Any proposals received after this date and time will not be considered. All proposals must be signed by an official agent or representative of the company submitting the proposal.</p><p>If the organization submitting a proposal must outsource or contract any work to meet the requirements contained herein, this must be clearly stated in the proposal. Additionally, all costs included in proposals must be all-inclusive to include any outsourced or contracted work. Any proposals which call for outsourcing or contracting work must include a name and description of the organizations being contracted. The proposal must contain an itemized schedule of costs associated with the proposal. All costs must be itemized and include an explanation of each line item, including the expense associated with outsourced or contracted work. </p><p>In the event, only one proposal is received, SWHRA/LWIA 11 may award the contract to the single proposer if the proposal meets the needs and expectations of SWHRA/LWIA 11.</p><p>SWHRA-WIA does not discriminate on the basis of race, color, national origin, gender, religion, age, political or belief, disability in employment or provision of educational services.</p>
