<p> ALBERT H. FLUMAN</p><p>Supervisory Senior Exercise Program Specialist Emergency Management Institute Federal Emergency Management Agency Department of Homeland Security</p><p>Mr. Albert H. Fluman is a Supervisory Senior Exercise Program Specialist with the Federal Emergency Management Agency’s (FEMA) Emergency Management Institute (EMI). Prior to this position, he served as the Acting Director of the Incident Management Systems (IMS) Division of the National Integration Center. The IMS Division was charged with administering and implementing the National Incident Management System (NIMS) and the National Response Framework (NRF). The NIMS is a consistent nationwide template to enable Federal, State, local, and Tribal governments and private- sector and non-governmental organizations to work together effectively and efficiently to prepare for, prevent, respond to, and recover from domestic disaster incidents. The NIMS represents a core set of doctrine, concepts, principles, terminology, and organizational processes to enable collaborative incident management at all levels. The NRF is a guide to how the Nation conducts all-hazards response. It is built upon scalable, flexible, and adaptable coordinating structures to align key roles and responsibilities across the Nation. It describes specific authorities and best practices for managing incidents that range from the serious but purely local to large-scale terrorist attacks or catastrophic natural disasters.</p><p>Previously, Mr. Fluman served as the chief of the NIMS Training and Exercise Branch and the chief of the Integrated Emergency Management (IEM) Section of EMI. The IEM Section is responsible for conducting the Integrated Emergency Management Course (IEMC) series of programs; the Homeland Security Exercise and Evaluation Program (HSEEP) series of programs including the Master Exercise Practitioner Program; the Radiological series of programs; the Healthcare Leadership series of programs at the Noble Training Center (NTC); the Master Trainer Program; and the management of EMI’s computer lab contract. IEM Section staffs are located at the National Emergency Training Center in Emmitsburg, Maryland, and at the NTC in Anniston, Alabama.</p><p>Since 1982, Mr. Fluman has written and conducted more than 600 multijurisdictional, multidisciplinary, realistic disaster exercises for FEMA as well as for private industry and airports. He has developed a written Model Community Concept that involves every facet of local government operations required to manage emergencies successfully, and he has developed emergency management plans, resources, and maps for a theoretical State, county, and city.</p><p>Mr. Fluman has participated in the development and revision of numerous NIMS and EMI courses including: NIMS Multi-Agency Coordination System Course; NIMS Public Information System Course; NIMS Resource Management Course; Healthcare Leadership Program; IEMC CDC Emergency Response Team Program; ICS for Public Health Agency Program; IEMC Recovery and Mitigation Program; IEMC Generic Program; IEMC State, Regional, and Federal Program; IEMC National Security Program; IEMC Hurricane and Earthquake Program; IEMC Consequences of Terrorism Program; Hazardous Materials Contingency Planning; Executive Development; Multi-Hazard Planning; Exercise Design; Exercise Evaluation; Advanced Public Information; Incident Command for Public Works Agencies; and Rapid Damage Assessment.</p><p>Mr. Fluman holds a B.A. in political science from Lock Haven University in Lock Haven, Pennsylvania, and an M.A. in public administration from Pennsylvania State University. </p><p>April 16, 2008</p>
