<p> Milan C-2 School District Regular Board of Education Meeting April 21, 2015 – 6:00 p.m. MINUTES</p><p>MEMBERS PRESENT: Mr. David Richardson, Vice President; Mr. Bobby McCully, Secretary; Mr. Duane Schnelle; Mr. Marty Herington; Mr. Harry Doak; Mr. Dennis Weaver.</p><p>SCHOOL PERSONNEL PRESENT: Dr. Ben Yocom, Superintendent; Mrs. Ashley Pauley, Elementary School Principal, Mrs. Mary Jo Sawyer, SPED Director; Mrs. Jenny Smith, Administrative Assistant to the Superintendent.</p><p>COMMUNITY MEMBERS PRESENT: N/A</p><p>MEMBERS ABSENT: Mr. Jeremy Mosley; President.</p><p>SCHOOL PERSONNEL ABSENT: Mr. Mike Hostetter, High School Principal; Mr. Mark Lyon, Middle School Principal; Mrs. Michelle Yocom, Athletic Director/A+/Tech Director ; Mrs. Susan Proffitt, Bookkeeper.</p><p>Mr. David Richardson called the meeting to order at 6:05 p.m.</p><p>APPROVE AGENDA: Meyer Insight LLC and Royal Vision LLC were added to the agenda in section XVII New Business. A motion was made by Mr. Doak and seconded by Mr. Weaver to approve the agenda- motion carried 6-0-0.</p><p>Adjourn-Sine Die: A motion was made by Mr. McCully and seconded by Mr. Herington to sine die- motion carried 6-0-0</p><p>CERTIFICATION OF THE ELECTION RESULTS: No election pursuant to 115.124,RSMo-two (2) candidates were the same as the number of available positions (2). Mr. David Richardson and Mr. Duane Schnelle.</p><p>OATH OF OFFICE: Mr. David Richardson and Mr. Duane Schnelle recited the oath of office.</p><p>REORGANIZE – BOARD OF EDUCATION: - Dissolve Existing Board of Education- A motion was made by Mr. Schnelle and seconded by Mr. Richardson to dissolve the existing board of education - motion carried 6-0-0. - Nominations for President- A motion was made by Mr. Herington and seconded by Mr. McCully to nominate Mr. Jeremy Mosley as president- motion carried 6-0-0. A motion was made by Mr. Richardson and seconded by Mr. Doak to cease nominations for president – motion carried 6-0-0. Mr. Jeremy Mosley was elected President 6-0-0. - Nominations for Vice President- A motion was made by Mr. Schnelle and seconded by Mr. Doak to nominate Mr. David Richardson as vice president – motion carried 5-0-1. A motion was made by Mr. Weaver and seconded by Mr. McCully to cease nominations for vice president – motion carried 6-0-0. Mr. David Richardson was elected Vice President 5-0-1. - Nominations for Secretary- A motion was made by Mr. Herington and seconded by Mr. Doak to nominate Mr. Bobby McCully as secretary – motion carried 5-0-1. A motion was made by Mr. Weaver and seconded by Mr. Schnelle to cease nominations for secretary– motion carried 6-0-0. Mr. Bobby McCully was elected Secretary 5-0-1. - Nominations for Treasurer- A motion was made by Mr. Herington and seconded by Mr. Doak to nominate Mrs. Susan Proffitt as treasurer – motion carried 6-0-0. A motion was made by Mr. Schnelle and seconded by Mr. Doak to cease nominations for treasurer – motion carried 6-0-0. Mrs. Susan Proffitt was appointed Treasurer to the Board.</p><p>REPORTS </p><p>Perpetual Calendar Reports Buildings-Grounds-Safety Dr. Ben Yocom reported on Buildings and Grounds Safety. Dr. Yocom highlighted various items regarding the strengths of the program, concerns regarding the program, and recommendations for the future of the program. A motion was made by Mr. Herington and seconded by Mr. Weaver to approve the Building, grounds and safety report– motion carried 6-0-0. </p><p>Principals/Directors/Superintendent Reports ELL/Migrant/SPED – Mrs. Sawyer – written report submitted - Total count - Initial Evaluation Process - Early Childhood Count - SPED File Review - 504 ADA - ELL/Migrant - Homebound - Summer School Updates Athletics/Activities/Technology – Mrs. Yocom-written report submitted - Spring Sports/Activities - Campus Bowl - Baseball - Golf - HS Track/MS Track - Technology - A+ Updates Elementary – Mrs. Pauley – written report submitted - Enrollment - Attendance Percentage - Academics and Activities - Staff News Middle School – Mr. Lyon – written report submitted - Attendance - Enrollment - Principal News - Staff and Student News High School – Mr. Hostetter – written report submitted - Enrollment/Attendance - SWIS Information - Staff and Student News - Principal News Superintendent – Dr. Yocom – written report submitted Verbal report over the following: - 2015-2016 Budget - Legislative Issues - Salary/Benefit Committee - Fieldhouse/Storage Facility</p><p>CITIZEN’S COMMUNICATION : Mr. Richardson read a thank you card from the elementary faculty and staff. </p><p>APPROVAL OF MINUTES: A motion was made by Mr. McCully and seconded by Mr. Schnelle to approve the March 17, 2015 Regular Session minutes – motion carried 6-0-0. A motion was made by Mr. Doak and seconded by Mr. Herington to approve the March 17, 2015 Executive Session minutes – motion carried 6-0-0. </p><p>APPROVAL OF FINANCIAL STATEMENTS: Dr. Yocom provided an overview of the financial statement for March 2015. A motion was made by Mr. Doak and seconded by Mr. Weaver to approve the March 2015 financial statement – motion carried 7-0-0.</p><p>BUDGET AMENDMENTS - N/A </p><p>AUTORIZATION OF PAYMENT OF BILLS: A motion was made by Mr. McCully and seconded by Mr. Doak to authorize payment of bills - motion carried 4-0-2 with two abstentions.</p><p>OLD BUSINESS – N/A</p><p>NEW BUSINESS: - 2015-2016 health Insurance- A motion was made by Mr. Schnelle and seconded by Mr. Weaver to approve the 2015-2016 health insurance plans as presented (PPO 1500, HAS 3000 Non-Embedded and HSA 4000 Embedded) at the maximum contribution from the district of $525 per month/per member or $6300 per year/per member- motion carried 6-0-0. - Meyer Insight LLC and Royal Vision LLC- A motion was made by Mr. Schnelle and seconded by Mr. Doak to hire Meyer Insight LLC and Royal Vision LLC for the 2015-2016 school year- motion carried 6-0-0. - Presentation-Long Range Facility Planning Firm- - At 6:45 p.m. Mr. Bob Bennett, Mr. Jason Becker and Mr. Tim McCarthy entered the meeting to present for Control Technology & Solutions (CTS). - At 7:05 p.m. Mr. Bob Bennett, Mr. Jason Becker and Mr. Tim McCarthy left the meeting. - At 7:10 p.m. Mr. Nick Smith entered the meeting to present for Septagon Construction. - At 7:20 p.m. Mr. Nick Smith left the meeting. - At 7:25 p.m. Mr. Jeff Lowe entered the meeting to present for Facility Solutions Group (FSG). - At 7:45 p.m. Mr. Jeff Lowe left the meeting.</p><p>A motion was made by Mr. Schnelle and seconded by Mr. Weaver to engage in an agreement with Facility Solutions Group (FSG) for the purposes of assisting in the creation and establishment of a long range facility master plan - motion carried 6-0-0.</p><p>EXECUTIVE SESSION: At 8:00 p.m., a motion was made by Mr. Herington and seconded by Mr. Doak to enter executive session to discuss personnel issues pursuant to RSMo 610.021 (3 & 13) and any documents related to a negotiated contract pursuant to RSMo 610.021 (12) and pursuant to RSMo 610.021 (2) regarding property. Roll call vote: Mr. McCully, YES; Mr. Schnelle, YES; Mr. Herington, YES; Mr. Richardson, YES; Mr. Doak, YES; Mr. Weaver, YES– motion carried 6-0-0.</p><p>At 8:05 p.m. Mrs. Jenny Smith left the meeting. At 9:10 p.m. Mrs. Mary Jo Sawyer and Mrs. Ashley Pauley left the meeting.</p><p>At 9:51 p.m. a motion was made by Mr. McCully and seconded by Mr. Weaver to adjourn closed session and re-enter open session- motion carried 6-0-0.</p><p>At 9:52 p.m. a motion was made by Mr. McCully and seconded by Mr. Herington to adjourn the meeting - motion carried 6-0-0.</p><p>The next Board of Education Meeting will be held Tuesday, May 19, 2015 at 6:00 PM.</p><p>Mr. Jeremy Mosley Mr. Bobby McCully Board President Board Secretary</p>
