The manuals are in draft but will be ready for the CEA Policy Subcommittee to review at the next meeting.  Bitfocus is building out the Eligibility Engine for Single Adult housing programs in preparation of referrals to Single Adult programs.  CEA is scheduling meetings with the youth and family housing providers to update all housing inventories. </p><p>By Name Lists (BNL) Review from CEA Policy Subcommitee meeting on 11/10/16. One of the recommendations from the Barb Poppe report is to use BNL in coordination with CEA. Our community has proposed the use of a BNL for veterans (already exists), LTSS, Youth and Young Adults, Chronically Homeless Single Adults, and Families.</p><p>Dusty Olson from the City of Seattle has been talking to and visiting other communities to learn about their BNL processes including challenges and successes of implementation. Dusty provided the subcommittee with a brief overview of her learnings so far.</p><p>Potential Goals of BNL  Housing Placements  Matching people off the list with available housing openings  Housing Navigation  Making sure people nearing the top of the list have all necessary documents and services in place  Service Coordination  Ensuring wrap-around services for people on the list or in housing</p><p>Lessons Learned From Other Communities  Flexibility is key  Focus is on filling vacancies as fast as possible  Having the right people at the table is essential  Be willing to change the process as you learn  Most people will opt in for participation if it is presented effectively</p><p>CEA Subcomittee 11/10/16 Page 1 www.cehkc.org</p><p>BNL Oversight  The City of Seattle agrees to lead planning, administration and facilitate all processes with the participation of CEA and County contracts staff  Generate population lists from Community Queue based on CEA prioritization  Develop guidelines by population for cohort groupings for discussion and placement purposes</p><p>Proposed use of BNL by population  Youth and Young Adults- piloting Band 3 housing placements and service coordination  Address need for service linkages for high needs YYA  Long-term Shelter Stayers will start with focusing on housing navigation  Re-start LTSS initiative  Determine housing needs for LTSS  Families will begin planning work with stakeholders group  Unsheltered will begin planning after outreach planning work is completed Next steps  Population specific planning by engaging provider stakeholders for each population o Consider who should be part of BNL process (who should be at the table), timeline, Cross-system collaboration involving developmental disabilities and behavioral health.  Pilot youth and long term shelter stayers first </p><p>CEA Quarter Three Data CEA Policy Subcommitee began reviewing the quarter three data and evaluation for CEA. </p><p>Next Meeting: Thursday December 8th, 2016, 10:30-12:00, location Chinook</p><p>2-IAC Meeting Summary 2-4-13</p>
