Presenter: JoLynn Berge, Director of School Apportionment and Financial Services a. S275 Model i. JoLynn presented some documentation on how the S275 will be compared to Apportionment funding 1. Example: a. Mead High School is funded for X amount of teachers through apportionment but staffs at level Y 2. This may be used by many stakeholders but was specifically requested by legislature 3. Purpose of this training was to introduce you to the report and also let you know that in the near future you will have a chance to see the data and see if corrections will be needed a. Types of corrections i. Building Codes ii. Students info in CEDARS iii. Etc. 4. Report estimated to be released in Feb 2013 publicly</p><p> b. Financial Insolvency i. JoLynn shared information on the work done to create rules on how to close an insolvent district (i.e. Vadar example). ii. JoLynn also extensively shared the model that was requested by the legislature regarding ‘Early Warning’ for struggling districts. 1. Much discussion ensued and she was asking for feedback on how to make the model more useful and accurate. c. Other/Rumors i. Much discussion is still in place regarding another Apportionment delay between State fiscal years 1. OSPI supports this only if it means preventing K-12 cuts ii. More EduJobs on the way $3,000,000 which comes out to about $3 per FTE on average. 1. You will have to do a EDS budget/Claims 2. Most likely coming in March 3. Apportionment will be taken from you regardless if you turn these funds away or not (just like last time) iii. Enrollment is reported in 10 months this year. This ‘trick’ is estimated to save the state 6 million dollars since most districts have slight decreases to enrollment over the year. 1. More info to come in April 2. Could also include LEA delay</p>
