<p> City of Tahoka, Texas </p><p>REQUEST FOR PROPOSALS AND STATEMENT OF QUALIFICATIONS FOR BOND COUNSEL</p><p>Advertisement and Request for Qualifications</p><p>NOTICE TO SUBMITTERS: Sealed Statements of Qualifications addressed to Mr. Jerry Webster, City Manager, and clearly marked on the face of the shipping material “Bond Counsel RFP” will be received by the City of Tahoka, Texas at City Hall, 1807 N. Main Street, Tahoka, Texas 79373 until 4:00 p.m. on Thursday, February 25, 2016. </p><p>Statements of Qualifications arriving after 4:00 p.m. will not be accepted and will be discarded. The Statements of Qualifications will be publicly opened at 5:30 p.m. on Thursday March 3, 2016 at the City of Tahoka, City Hall Council Chambers. A Statement of Qualifications is invited for the items of work as follows: </p><p>A Statement of Qualifications from interested qualified professionals to assist the City of Tahoka, Texas (the “City”) in obtaining loan and/or loan forgiveness funding and to provide a legal opinion with respect to validity of any Obligations issued by the City for capital financing or refinancing; and preparation of a resolution or ordinance authorizing and securing the Obligations and/or authorizing any loan forgiveness agreements, as necessary, for financing through the Texas Water Development Board (“TWDB”) under the Economically Distressed Areas Program (“EDAP”).</p><p>The City seeks to afford the opportunity for qualified small business enterprise (“SBE”), minority business enterprise (“MBE”) and women-owned business enterprise (“WBE”) (Collectively “SMWBE”) firms to propose to provide the services described herein.</p><p>A complete set of the Request for Qualifications, including instructions and other details for this solicitation, may be OBTAINED at the office of:</p><p>Mr. Jerry Webster City Manager City of Tahoka 1807 N.
