In an exploratory study we finished in spring 2015, we analysed 19 Flemish good practices. A remarkable conclusion was that all good practices were similar, mainly focusing on differentiation on the content- and process-level. We hardly found any examples of differentiating on the interest-level nor on the product- level. We also have particular interest in using the tablet for the inclusion-purpose for pupils with specific educational needs. This project aims to explore good practices in different EU-countries. We also want to ‘fill the gaps’, and create new educational designs in international teacher-design- teams following the design-based-research-methodology. This will also broaden and deepen the expertise of participants and school-teams in order to realize educational innovation. This environment targets last-year secondary school pupils and higher education freshmen, typically learners who are expected to master a series of basic and applied research skills. Its design and development is accomplished via co- creation based upon a partnership between the intended users, content experts, instructional designers and technology developers. The final environment and its contents, along with the accessory documentation will be made available as open source materials. The learning environment is set up to be integrated in a fully online or a blended instructional approach, and it encompasses five main components. These components are identified as being facilitators for effective, self-regulated learning in an online or blended environment: (1) adaptive multimedia learning contents, (2) an adaptive assessment and feedback system, (3) a series of communication, interaction and community building tools, (4) learning analytics tools, and (5) a toolbox for (pre-)training of self-regulated learning skills and e-skills. It gathers an international expert panel from academia and educational practitioners to produce a survey-based system to be deployed by field workers in higher and secondary education. The system aims at monitoring blended learning activities and gauging related self-assessments on a regular basis, in different educational programs, targeting both the teacher and learner’s experiences and views on various facets of blended learning (such as course persistence, motivational and performance factors, technology evaluations, ..). Using multiple standardized dimensions and indicators, a considerable amount of concrete data stemming from several countries can recurrently be gathered and analysed to support educational policy- making and schools’ instructional efforts, and to stimulate cross-country progress and exchange of best-practices. Therefore, in Portugal, according to data from the National Institute of Statistics, the population Unemployed estimated at 712,000 people, of which 286,000 are part young aged between 15 and 34 years. Consequently, it is becoming increasingly difficult for these pre-service teachers to pass the first year of their study, let alone to obtain a diploma. Therefore the University College Ghent decided to rethink the curriculum of the bachelor teacher training of (pre-)primary education and to engage more in teaching methods such as problem-directed assignments or working in peer groups; and to enhance self-regulated learning strategies. In this context, we would like to conduct a remediation project by designing an online learning environment which is adapted to the needs of our incoming students. Nevertheless, democratic culture and its values are the strongest basis for both structures and everyday life in EU. However, schools has changed very slowly towards more active culture even if there has been lot of different projects at local, national and European level.

This project stresses new learning environments and technology-based tools in the learning processes and especially in the life of a school community. Where developing the active citizenship in school has been based on forms of representativeness, technology gives possibilities to develop bottom-up activities of democracy in school. Different kind of “on line” applications (voting systems, open discussion, open decision-making processes, voice for pupil) could be reality in schools from technological viewpoints.

Technology also makes possible students’ ownership towards their own learning when they have more influence in their own learning process, like discussing with other students and teachers on the contents and methods of learning. Technology makes possible the voice of students in the school, if teachers and head teachers are willing for it. It also makes possible not only participate for the school’s culture, but also for the developing of their own neighborhood (democracy as a way of life).

In this project new ICT tools will be developed for the use of education for democracy (primary and secondary schools). Yet, (10 lines) international research has shown that young people do not show interest in traditional politics and lack the knowledge and skills to participate in the public mediatized debate (ICCS, 2009) in which they are confronted with many different – often conflicting – perspectives. To prepare teachers for dealing with this new reality, rhetoric is often proposed as an important topic in teacher training. Specifically argumentation theory and the accompanying communication skills can help people to understand, analyze and frame messages and opinions. For this purpose, it will use already existing experiences of the different project partners. This project wants to establish a new and flexible teacher-training course that is useful in all participating but also in other countries. It will show that discussing and judging the quality of mobile teaching and learning is an actual question in all European countries.

A huge amount of excellent computer aided teaching and learning material already exists in Europe, but there is far less experience (and also competence) at using these materials effectively within regular classroom activities and outside. This is especially true with respect to getting girls and boys interested to study science, and motivated to get acceptable learning results. Recent research results from science education show, that there are good chances for improving the classroom practice if the materials are appropriately used and adapted to the specific needs within the schools. A transfer of those results into teaching practice within Europe would be useful and should be organised by this project. Since teaching practice differs within the different European countries, it will be developed as a concept of culture oriented support activities. International scientists and teachers, experienced within this field, could work together and adapt their nationally oriented ideas and research results to other needs.
