<p>Page 1 of 2</p><p>PERFECTCITY OF KEYSTONE COUNCIL PROCEEDING May 5, 2016</p><p>The regular meeting of the Keystone City Council was held Thursday, May 5, 2016, at 6:00 pm. Members present: Andresen, Janss, Kaiser, Kruse and Loy. Absent: none. Also Present: Anna Upah, Keystone Summer Rec, Emily Upah, Benton Development Group and Dave Monson, City Superintendent. Mayor Michael J Seeck called the meeting to order. </p><p>Motion made by Kaiser, second by Loy to approve the April 2016 minutes. Motion carried. All voted aye.</p><p>Motion made by Loy, second by Kruse to approve the April 2016 Treasurer Report. Motion carried. All voted aye.</p><p>Anna Upah, Keystone Summer Rec., updated the Mayor and council regarding the Summer Rec activities. </p><p>Emily Upah, Benton Development Group, updated the Mayor and council on the activities of the Benton Development over the past year. </p><p>Mayor Mike Seeck read an update from Matt Wildman, HR Green regarding the lagoon. </p><p>Mayor Michael J Seeck read a bridge update to the council from VJ Engineering. </p><p>Motion made by Loy, second by Andresen to approve Resolution 05-01-16 Approving and Adopting a Revenue Purpose Statement for the use or expenditure of revenues from electric and natural gas franchise fees. Motion carried. All voted aye. </p><p>Motion made by Andresen, second by Kruse to approve a 1% franchise fee from Alliant Energy. Motion carried. All voted aye.</p><p>Motion made by Loy, second by Kaiser to approve July 7, 2016 for a public hearing on the Franchise Fee from Alliant Energy. Motion carried. All voted aye.</p><p>Motion made by Andresen, second by Janss to approve Resolution 05-02-16 A Resolution authorizing the City of Keystone, Iowa, to put a lien on the property at 109 Main Street. Motion carried. All voted aye.</p><p>Motion made by Loy, second by Janss to approve Resolution 05-03-16 Providing the redemption of General Obligation Water Improvement Bond Services 2007. Motion carried. All voted aye.</p><p>Motion made by Loy, second by Kaiser to approve the second reading of Ordinance 66 Amending the Water Rates and adding section 92.09 vacation rate and increasing the penalty. Motion carried. All voted aye.</p><p>Motion made by Kruse, second by Loy to approve the second reading of Ordinance 67 Amending the Sewer Rates. Motion carried. All voted aye.</p><p>Motion made by Kaiser second by Andresen to approve the second reading of Ordinance 68 Amending the Garbage Rates. Motion carried. All voted aye.</p><p>Motion made by Loy, second by Andresen to approve the bills as read. Motion carried.
