Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the IRR of R.A. 9184, and is restricted to Filipino citizens/sole proprietorships, organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to R.A. 5183 and subject to C.A. 138. Bidders should have completed, within 5 years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible Bidder is described in the Bidding Documents. Bids received in excess of the ABC shall be automatically rejected at Bid opening.</p><p>2. Interested bidders may obtain further information from the BAC Secretariat, purchase and inspect the complete set of Bidding Documents, upon payment of the above-stated non-refundable fee, at the above- stated address from 8:00 A.M. to 5:00 P.M. starting from the time this Invitation is first advertised until the deadline for the submission of bids. Prospective bidders may download the Bidding Documents (except the attachments) from the City’s website – www.iloilocity.gov.ph (if available), provided that the bidder shall pay the fee upon submission of their bids.</p><p>3. Bids must be delivered at the Office of the BAC Secretariat on or before April 17, 2012 at 9:00 A.M. All bids must be accompanied by a Bid Security in the form and amount stated in the Bidding Documents. Late bids shall not be accepted. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the Bid Opening at the City Legal Office Conference Room, Iloilo City Hall, 3rd Level Robinson’s Place- Iloilo, Mabini Street, Iloilo City on before April 17, 2012 at 10:00 A.M.</p><p>4. The City of Iloilo reserves the right to accept and reject any and all bids, annul the bidding process or not award the contract at any time prior to contract award without thereby incurring any liability to the affected bidder/s.</p><p>(Sgd.)
