Printed copies of the ordinance are available for inspection in the office of the Board of Representatives, 4th Floor, Government Center, 888 Washington Boulevard, Stamford, Connecticut or at www.boardofreps.org. </p><p>PROPOSED ORDINANCE SUPPLEMENTAL AMENDING CHAPTER 231, ARTICLE I, MISCELLANEOUS PROVISIONS, SECTION 231-7.A., PARKING VIOLATION PENALTIES, TO INCREASE THE FINES FOR PARKING IN A HANDICAPPED SPACE WITHOUT A PERMIT</p><p>WHEREAS, the Code of Ordinances of the City of Stamford contains, in Chapter 231, a penalty of ninety dollars ($90.) for any violation of a Class IV parking regulation; and</p><p>WHEREAS, the Code of Ordinances of the City of Stamford, in Chapter 231, categorizes as a Class IV parking regulation the parking of a motor vehicle in a handicapped space without a permit; and </p><p>WHEREAS, the State General Assembly has passed Public Act 2007-52, which increases the fines for parking in a handicapped space without a permit to one hundred fifty dollars for a first violation, and for a subsequent violation, a fine of two hundred fifty dollars; and</p><p>WHEREAS, in order to be consistent with Public Act 2007-52, the City of Stamford must amend Chapter 231 of its Code of Ordinances accordingly,</p><p>NOW THEREFORE BE IT ORDAINED BY THE CITY OF STAMFORD THAT:</p><p>Chapter 231, Article I, Section 231-7.A, of the Code of Ordinances is hereby amended by the following.</p><p>Sec. 231-7. Parking violation penalties.</p><p>A. Penalties for violations of this Article are as follows: (1) A fine of fifteen dollars ($15.) for parking meter violations or for overtime parking where posted.</p><p>(2) A fine of thirty-five dollars ($35.) for a violation of any Class II parking regulation.</p><p>(3) A fine of fifty-five dollars ($55.) for any violation of a Class III parking regulation.</p><p>(4) A fine of ninety dollars ($90.) for any violation of a Class IV parking regulation[.], except that parking in a handicapped space, marked in accordance with state law, without a permit shall, for a first violation, be subject to a fine of one hundred fifty dollars, and for a subsequent violation, be subject to a fine of two hundred fifty dollars.</p><p>This ordinance shall take effect upon enactment.</p><p>Attest: Robert “Gabe” DeLuca, Chair, Transportation Committee Terry Adams, Vice Chair, Transportation Committee Annie M. Printed copies of the ordinance and the underlying trust agreement are available for inspection in the office of the Board of Representatives, 4th Floor, Government Center, 888 Washington Boulevard, Stamford, Connecticut or at www.boardofreps.org. </p><p>PROPOSED ORDINANCE OTHER POST-EMPLOYMENT BENEFITS TRUST</p><p>NOW THEREFORE BE IT ORDAINED BY THE CITY OF STAMFORD THAT:</p><p>2 Sec. 1. Authority; Establishment of Other Post-Employment Benefits Trust. Pursuant to the authority granted to the Board of Representatives of the City of Stamford, CT (the “City”) in Section C2-10-12 of the Stamford Charter and Code of Ordinances and Section 7-450(b) of the Connecticut General Statutes, there shall be created and established for such City the Other Post-Employment Benefits Trust (the “OPEB Trust”) to fund certain retiree benefits pursuant to the terms of previously established plans for the benefit of certain employees and retirees, their spouses and dependents (the “OPEB System”).</p><p>Sec. 2. Establishment of Other Post-Employment Benefits Board. Immediately upon the enactment of this ordinance, there shall be established an OPEB Board of Trustees (the “OPEB Board”) as provided for in Connecticut General Statutes Section 7-450(b) for the management and investment of the OPEB Trust. The OPEB Board shall consist of fifteen (15) members. The Mayor, Human Resources Director, Director of Administration, Controller, President of the Board of Education, Superintendent of Schools and Chief Operating Officer of the Board of Education shall serve as members of the OPEB Board, for terms coextensive with the terms of their respective positions. One member shall be appointed to the OPEB Board by each of the boards of the four (4) pension funds (Custodian’s Retirement Fund, Stamford Classified Employees Retirement Fund, Firefighters’ Pension Fund and Police Pension Fund) for a term of three (3) years. Two members, not of the same political party, shall be appointed by the Chairperson of the Board of Finance to serve at the pleasure of said Chairperson. Two members, not of the same political party, shall be appointed by the President of the Board of Representatives to serve at the pleasure of said President. Eight members shall constitute a quorum of the OPEB Board. The members of said OPEB Board shall receive no compensation for serving.</p><p>Sec. 3. Powers and Duties of the OPEB Board. The OPEB Board shall perform the duties set forth in the OPEB Trust Agreement, as amended from time to time, relating to the management of the assets held in the OPEB Trust.
