<p>Roadmap to a Green Campus Request for Qualifications</p><p>______</p><p>The U.S. Green Building Council is seeking a consultant to support the development of the Roadmap to a Green Campus as part of the Higher Education Sector resources. The new resource will support the USGBC Green Campus Campaign mission: green colleges and universities for all within a generation. By working in partnership with students, faculty and administrators to strengthen campus sustainability efforts, USGBC aims to increase accessibility to LEED for educational facilities, green campus planning and development, support student leadership and advocacy efforts, and provide opportunities for building in house expertise.</p><p>This document will be customized using the framework of the existing Roadmap to Sustainable Government Buildings and will meet the needs of all members of a Higher Education campus community (administrators, staff, faculty and students). The document will outline the key components to a holistic approach to greening a campus while also providing a forum for sharing and developing peer resources. The selected consultant will be responsible for completing the following tasks in close coordination with USGBC staff representatives in strict adherence to the project timeline. Additional work under the resulting contract may be possible, but budgets and timelines will depend on the outcome of the prior tasks. Assess and revise the Roadmap to Sustainable Government Buildings for the Higher Education sector identifying necessary changes and gaps. 2. Indentify existing resources, conduct interviews with campus champions, and capture institutional success stories as directed to include in resource. 3. Revise portions of the Roadmap to Sustainable Government Buildings to address the Higher Education sector and/or write new content for the Roadmap to a Green Campus.</p><p>Deliverables: . Outline of document . Draft and final versions of the Roadmap to a Green Campus to include and reflect the interviews, resources, and stories. The contractor is not responsible for final copy editing and layout design, but is expected to deliver a complete and polished draft with final proposed language.</p><p>Task 2: Higher Education Working Group 1. Provide advance meeting materials and framework to guide a structured discussion with Higher Education working group. 2. Participate in up to three working group conference calls. 3. Integrate recommendations from working group into the development of the Roadmap.</p><p>Deliverables: . Advance meeting materials . Edited version of resource based on feedback from working group Estimated Total Compensation: $22,000 </p><p>All deliverables must be provided electronically in editable formats and as required by the USGBC program manager. Contractor will be responsible for responding to publication managers’ inquiries for content clarifications during copy edit and graphic layout phases. </p><p>Qualification Contents and Format Interested parties should provide a summary of relevant qualifications through resumes, biographies, summaries of past similar projects, etc. Applicants should also provide a writing sample specific to Higher Education. This may be in the form of an article, report, interview, etc.</p><p>All statements of qualification will become property of the USGBC upon submission. The USGBC reserves the right to cancel this solicitation without cause prior to award. </p><p>Qualification Evaluation Criteria Responses received prior to the submission deadline will be rated according to best value on the basis of the following evaluation criteria: </p><p>Responses will be evaluated on the following criteria (in no particular order):  Demonstrated firm and staff experience in higher education design, construction, operation and planning strategies.  Demonstrated experience in writing & editing technical reference materials.  Experience with, or demonstrated ability to grasp and embrace the concepts of green building as outlined in the LEED green building rating systems in particular LEED for Existing Buildings: Operations and Maintenance.  Demonstrated written and verbal communication skills: ability to converse and engage high level decision makers from a variety of professions within the higher education community.  Ability to provide wide range of services and expertise and adapt resources as needed per the project’s development.  Commitment to meet development schedule.  Qualifications of firm and team members, including identification of the project lead.  Cost</p><p>Period of Performance/Estimated Timeline The period of performance is expected to be no more than 5 months long from the contract award date. The following milestones are presented as guidelines for the purposes of this solicitation – USGBC staff will work closely with the selected consultant to revise as necessary.</p><p>Proposal submission deadline: June 19, 2009 Estimated contract award date: July 1, 2009 Outline of Roadmap delivery: July 15, 2009 First Working Group call: July 31, 2009 (estimated) First Draft delivery: August 31, 2009 Second Working Group call: September 31, 2009 (estimated) Second Draft October 31, 2009 Final Version of Roadmap delivery: November 31, 2009</p><p>Compensation and Method of Payment An itemization of hourly rates per team member is required with submission response. Payment for the outlined services will be made on a time and materials basis up to a maximum of $22,000. Additional services beyond Tasks 1 and 2 will be determined based on project progress and requirements. </p><p>The contractor shall submit an itemized, monthly invoice to the USGBC for payment. Invoices will be processed and paid 30 days from the date of receipt. </p><p>Intellectual Property All products, materials and reports prepared under this activity will be the exclusive property of the USGBC and will be used to further the cause of high performance green buildings in the United States.</p><p>Contracting Mechanism This work will be conducted under the terms of USGBC’s standard contract for services with a task order issued to cover the tasks required under this RFQ.
