<p> Clyde Gateway Strategic Transport Plan</p><p>JOB DESCRIPTION </p><p>Job Title: Transport Co-ordinator</p><p>Organisation: Clyde Gateway </p><p>Responsible to: Director of Development </p><p>Contract Type: Fixed Term - 2 years to end of 2015 Part Time – 2.5 days per week </p><p>Salary: £30,000 pro rata</p><p>PURPOSE</p><p>To co-ordinate, manage and implement the Clyde Gateway Sustainable Transport Project (CGSTP) from inception to completion. </p><p>MAIN FUNCTIONS</p><p>Coordinate delivery of the CGSTP physical works programme, including:</p><p> Management of design teams using best practice project management techniques to manage the project from inception to completion; </p><p> Coordinate existing work contracts and handovers on behalf of the employer and relevant partner organisations; </p><p> Comply with all current Health and Safety and CDM regulations relating to project delivery; </p><p> Cost management including accurately recording and forecasting current and projected project spend and providing the project partners with regular reports;</p><p> Risk management; and</p><p> Liaison with stakeholders, statutory and regulatory authorities.</p><p>Develop, coordinate and integrate Travel Plans in Clyde Gateway, including:</p><p> Work with private sector developers in Clyde Gateway to assist in the development of Green Travel Plans and to ensure coordination and integration with the wider aspirations of Clyde Gateway;</p><p> Comply with and purify planning conditions relating to transport on Clyde Gateway projects throughout the partner organisations boundary areas (Glasgow City Council and South Lanarkshire Council); </p><p> Facilitate and co-ordinate sustainable and environmentally friendly travel and transport plans and align strategies with local authorities and major business etc.; and</p><p> Ensure compliance with local and central government planning and development policies to implement travel plans across the Clyde Gateway boundary area. Coordinate a programme of travel promotion, including:</p><p> Preparation of a signage and marketing strategy for the CGSTP; and</p><p> Linking in with existing partner initiatives to maximise opportunities;</p><p>Other CGSTP activity, including:</p><p> Communication with all internal and external stakeholders personally and through working groups, marketing campaigns and other methods as appropriate;</p><p> Processing and providing information in order allow ERDF grant payments to be processed;</p><p> As and when required procurement of services, consultants or materials via public procurement methods or current partners service / call off framework contracts; and </p><p> Aid colleagues in the development and production of delegated or board approval papers. JOB ACTIVITIES </p><p> Taking ownership of the project and managing, stakeholders, partners, consultants and works contractors.</p><p> Responsible for managing and supporting existing and new transport contacts and service.</p><p> Liaising with Transport Scotland, franchise operators, First, Scotrail and Network Rail to secure the delivery and integration of cycle facilities at train stations throughout the Clyde Gateway Area.</p><p> Organising, chairing and recording project progress and work contract meetings as and when required. </p><p> Contributing technical knowledge on transport systems and technologies.</p><p> Liaising with operators to provide knowledge on new technologies and provide project updates.</p><p> Working autonomously and report project progress to line managers and project partners when appropriate. </p><p> Create, develop and implement travel planning initiatives across the Clyde Gateway Area, ensuring that they align with partner organisation requirements.</p><p> Implement the Smarter Choices, Walking & Cycling and Access to Healthcare Action Plan.</p><p> Liaise with local communities and schools to facilitate and encourage sustainable travel throughout Clyde Gateway area</p><p> Co-ordinate and monitor programme for workplace travel plans.</p><p> Liaise with and purify all statutory planning requirements.  Develop and monitor the proposed Clyde Gateway Branded Bus route and then manage the bus stop and shelter improvements as identified by partner organisations. </p><p> Manage project finance, payment of invoices and ERDF grant claim draw downs. </p><p> Facilitate co-ordinate and support Clyde Gateway and partner organisations with regard to organising sustainable transport conferences, training events and community consultations.</p><p> Prepare reports as required for statutory authorities and for internal stage control boundary approvals.</p><p> Undertake any other duties appropriate to the post and as may be reasonably required.</p><p>November 2013 PERSON SPECIFICATION</p><p>ESSENTIAL DESIRABLE QUALIFICATIONS  Diploma/ Degree,  Previous or equivalent , in a experience as a relevant discipline travel co-ordinator. and/or 3 years experience in a relevant field EXPERIENCE &  Experience in  Experience in KNOWLEDGE developing and facilitating events delivering transport and workshops projects  Experience of  Experience in working with a dealing with range of partners relevant e.g. community stakeholders groups ,  Experience in stakeholder dealing with the networks, schools public and other agencies</p><p>SKILLS & ABILITIES  Project planning  Flexible and and project innovative management skills approach  Excellent  Ability to manage communication and deliver projects skills within a tight  Good inter- timescale personal skills and  Good IT skills the ability to relate  Financial to all types of management people  Monitoring &  Time management evaluation skills skills and the ability to work on own initiative PERSONAL  Self-motivated and  Driving Licence QUALITIES energetic  Non-judgemental, tactful, empathetic and approachable  Trustworthy and reliable  Team player </p>
