<p> AP 1/B Book and Chart access March 3rd, 2008</p><p>Background information</p><p>After several decades of making its aeronautical data available to the public, the National Geospatial Intelligence Agency (NGA) announced the removal of its Flight Information Publications (FLIPs), Digital Aeronautical Flight Information Files (DAFIF) and related aeronautical navigation digital and paper copy publications from public sale and distribution. </p><p>The reason the publications were removed from the internet is due to copyright issues. The only way we are allowed to have access to this information is through a secured password controlled website. All users must acknowledge that their use of the AP1/B information is not for resale, distribution or value added. Violation of this will result in our agency losing access to AP1/B information. </p><p>As a result of negotiations with DOD, this website has been provided as a service for land management agency (USFS, DOI, and States) that utilize aviation resources in their fire fighting responsibilities. </p><p>How to I obtain access to this information?</p><p>You must be a government employee (.gov, .blm, us for example) and have already obtained a password from USDA E-Authentication. If you are not a current government employee, you may apply for a password which you will receive after your request/mission is authenticated. </p><p>In order to fulfill licensing issues, this information is NOT FOR PUBLIC REDISTRIBUTION, RESALE, or VALUE ADDED. </p><p>You will be allowed to download this information once per cycle. </p><p>Please explain the USDA E-Authentication process?</p><p>USDA eAuthentication is the system used by USDA agencies to enable customers to obtain accounts that will allow them to access USDA Web applications and services via the Internet. Please note that USDA will only accept eAuthentication accounts from individuals. Currently eAuthentication does not have the mechanism to issue accounts to businesses, corporations or other entities. To apply for an account, please visit http://www.eauth.egov.usda.gov/ Is there another way to access this information?</p><p>There is still access but it is primarily for DOD offices and personnel. Access to the NGA Aeronautical Information is still available through the NGA NIPRNET Website. The NGA NIPRNet website, in accordance with DOD directives , a Public Key Enabled (PKE), meaning that the site is encrypted using the DOD Public Key Infrastructure (PKI). Users requiring access to the NGA NIPRNet should contact NGA, Office of Military Support at 701-264-3003 from 0800-1600 EST Monday – Friday or go to http://164.214.2.62/products/usfif/index.cfm. </p><p>What is DAFIF? </p><p>The Digital Aeronautical Flight Information File is a set of files that contain data on airports, navaids, waypoints, special use airspace and other facts relevant to flying. This data is primarily developed for the benefit of military operations. DAFIF is a DoD product produced and distributed for use by U.S. Military forces. Contents may not be suitable for other uses and may NOT be used for navigation. CONSULT NOTAMS FOR LATEST INFORMATION. </p><p>What is DVOF? </p><p>Digital Vertical Obstruction File (DVOF) is a database primarily for NGA’s internal use. It is a data base of known vertical obstructions. </p><p>What is the AP/1B Book and Charts?</p><p>The AP/1B is one of the books that are part of the DOD’s Flight Information Publication System (FLIP). The AP/1B contains information relative to Military Training Routes (IR and VR), Slow Routes (SR), Refueling Tracks/Anchors, Helicopter Aerial Refueling Tracks (AR’s) and Avoidance Locations.</p><p>In addition to the book, a series of 4 charts are issued covering the United States (Alaska, Western, Central and Eastern).</p><p>The AB/1B provides specific information on each IR, VR and SR (e.g. width and altitudes along the routes, scheduling activity, phone numbers, etc). </p><p>You will have the ability to print the AP/1B book and charts by accessing this website. Charts should be sent to a plotter for best results. </p><p>Additional Information: Please see the Powerpoint located under “Airspace Coordination” on the Interagency Airspace Coordination Website at www.fs.fed.us/r6/fire/aviation/airspace for additional information. (Available late February, 2008). From Dale Guenther, USFS Pacific NW Region </p><p>To access the several Web based information sites supported by the PNW, a single web site has been developed. Each of these web based systems have different security as some contain sensitive information. All of these sites use the USDA eAuthentication access control system to help user set ID’s and Passwords.</p><p>Creating a new eAuthentication Account</p><p>Step 1: Establishing Personnel Access</p><p>FIRST TIME USER</p><p>All users must obtain a Level 1 security clearance through the US Department of Agriculture (USDA) eAuthentication process. USDA eAuthentication is the system required by USDA agencies to enable customers to get accounts that will allow them to access USDA Web applications and services via the Internet through an User Identification (User ID) and Password system. This process ensures the identity of those who access the system and what they should be allowed to access. </p><p>To obtain a login for NWPortal, go to this website:</p><p> http://www.eauth.egov.usda.gov/</p><p>Move your cursor to “ ” in the box. Follow the instructions for obtaining LEVEL 1 security. Although the screen indicates your choice could be Level 1 or Level 2, your program is in LEVEL 1. Create a LEVEL 1 account.</p><p>You will be asked to enter all required fields marked by an * (User ID, password, first name, last name, country and e-mail address). Click on “Continue.” If all of the information is correct, you need to “Submit” in order to complete the registration process. </p><p>Once you have submitted this information you will be notified via e-mail of your registration. Notification may take an hour or more. You need to respond to this e-mail to confirm your account and complete the registration. This will ensure the system can identify you. </p><p>At this point you can log out of the system.</p><p>Step 2: Confirm your Account – You will get an electronic message to your e- mail address confirming your application to the eAuthentication process similar to the following: Click on “ ” The following screen will appear. </p><p>You are applying for a Level 1 account. No further action is needed. Close this screen. Your account has been activated.</p><p>If you forget your User ID you have to create a new user profile in Level 1. If you have forgotten your password or PIN, select the ‘Reset my Forgotten Password’ in the log in screen.</p><p>Question: “Since I already have an eAuth account, I didn't want to make a new one. If I did, would I no longer have access to aglearn?” </p><p>No need to make a new one, your existing will work. You can make as many as you want, they just need different ID's. Question: The instruction should mention what to do if you already have an account. I chose to "edit" my account and requested access to "Digital Aviation". I received the email below to which I didn't have to reply. Note it refered to me as Dale Gunter and said I had access to Washington Fuel Treatment Reporting and Digital Aviation Information. When I go to the NWPortal site I can use my usual eAuth username and password but I only have access to Digital Aviation Information. </p><p>You are given access only to the Hazard info. Dale Guenther can set you up with the other systems if need be but you would have to contact Dale personally at [email protected]. A level 1 or 2 eAuth access may be used</p><p>NOTE: One other small glitch is the ppt and URL refer to "NW Portal" but when you actually get there it is called "Fire Systems Portal". </p><p>Step 3: Accessing the Fire Systems Portal (aka NW Portal) </p><p>After an individual has completed the e-Authentication process (including responding to the e-mail message sent to him/her by e-Authentication) they may begin using the Fire Systems Portal system.</p><p>The Uniform Resource Locator (URL) for Fire Systems Portal is: www.nwportal.fs.usda.gov. </p><p>You will use this web address for all further access to the Fire Systems Portal system. Click on </p><p>Log in using the ‘user ID’ and ‘password’ you established.</p><p>Once you are logged in, you may select the AP1/B file for downloading. Remember you can only download the file once per cycle. Select “Digital Aviation Information” Important – you may not redistribute, resale or “value add” this information as per our agreement with DOD.</p><p> Remember – this is a copyright issue.
