The objective is to make X listeners better informed, more socially integrated, and proud to be living in a town that takes them seriously as people.  Output typically comprises 80% music and 20% speech (‘speech’ excludes advertising, programme/promotional trails and sponsor X credits).  Music output is extremely varied, ranging from the earliest jazz, blues & reggae to the most recent Hip-hop, Soul and Rock, in all its diverse X expressions.  Speech output includes social action or arts related discussions, interviews, Community Announcements, Reviews, Stories, Poetry & X Drama.  Output is broadcast mostly in English with some material likely to be X in Farsi, Polish, Hindi, Cantonese and Portuguese, amongst others  The service usually consists of original output between 7am and midnight, 7 days a week. The majority of the output is locally X produced. </p><p>Explanatory notes re non-delivery (if applicable):</p><p>.4 Key commitments: Social gain and other commitments Y N Key commitment delivery E O S  The station offers services currently under-delivered locally such as social action speech programming, programmes in non-English languages, and a wide variety of specialist music (including music outside the commercial mainstream). These address the needs of X people in deprived areas of Ipswich, young people, ethnic minority groups, asylum seekers and refugees, and people with non- mainstream musical tastes.  ICR trains local people and organisations in basic radio skills, and X then gives them editorial control over their own content.  The service includes a number of programmes with in-depth interviews with local people, as a way of giving them a voice, and X encouraging phone-ins, e-mails, and text messages.  Off-air, the station organises meetings, road shows and social action campaigns in the community to extend and support the content of the X on-air information campaigns.  The station runs a rolling programme of training in basic radio X production which is free and inclusive. We provide training </p><p>2 Community Radio Annual Report 2013</p><p> opportunities for 40 people in six sessions over a year with one on one sessions available if necessary. ICR will also signpost candidates to a wide range of training opportunities provided by other relevant local organisations.  ICR proactively builds partnerships with local people and organisations through umbrella organisations the Suffolk Association of Voluntary Associations and the Ipswich Council for Voluntary X Service, and by outreach work in the community. We also have active links with organisations such as Age Concern, The Indian Association and Beacon Hill School.  Outreach takes the form of social action projects built into information X campaigns.  The station’s website is a forum for community information and a X place where people can exchange views and ideas.  ICR has links with community magazines such as Media Box and IP1 X with a view to the exchange of ideas, material, and contacts.  In conjunction with local voluntary and statutory organisations, the station runs on-air information campaigns to address socially X important topics and actively promote services run by these organisations. These are supported by road show events. Additional Social Gain objectives (if any are specified in your licence).  The station aims to promote social inclusion by working with excluded young people, minority ethnic groups, and with asylum seekers and refugees. These target groups are engaged through X relevant partner organisations such as the Ipswich and Suffolk Council for Racial Equality and The Refugee Council.  The station promotes local bands and musicians, especially through X live sets.  The station fosters ‘cross-audience understanding’, and hence social X cohesion, by the sequencing of programmes.</p><p>Explanatory notes re non-delivery (if applicable):</p><p>ICR did have a presence at various open access to the Arts days run by Ipswich Borough Council during to 2013 and has been grateful to the financial support given by Ipswich Borough Council (via a grant and business rates relief) It has continued to be a platform for local and voluntary organisations to promote their projects on air, but fell short of organising road shows in 2013. Without the same relationship it enjoyed with CSV Media for over ten years, it struggled with less volunteers being based in the building. CSV Media also employed several members of staff with specialist skills that ICR could work hand-in-hand with. Finding other partners to build up similar relationships with and fill the skills gap is still being worked upon. ICR is working to develop closer links with the university and it wasn’t through the lack of trying that this didn’t progress as much as would have been liked in 2013. This remains a priority in 2014 and at the time of this annual return, there is renewed cause for optimism. </p><p>.5 Key commitments: Access and participation Key commitment delivery Y N E O</p><p>3 Community Radio Annual Report 2013</p><p>S  We provide training and technical support to community volunteers to produce and present their own programmes. All volunteers become members of Ipswich Community Radio and can be elected onto the X Management Committee at the AGM. We expect to provide 20 work experience placements per year and 100 volunteering opportunities.  The station runs a rolling programme of training courses (six sessions each) in basic radio skills. These are free and open to X anyone. The target is a minimum 40 trainees per year, with at least 50% having an ongoing involvement with the station.  In addition, we signpost people to media and journalism training X available via relevant local organisations and institutions.</p><p>Explanatory notes re non-delivery (if applicable):</p><p>.6 Key commitments: Accountability to the target community Y N Key commitment delivery E O S  The station has a solid and developing network of partners within the Ipswich community – it organises regular open days and public X meetings.  The Directors of ICR are responsible for setting the overall philosophy of the station and appoint staff to implement that X philosophy. They are not directly involved in the day-to-day operation of the station.  The station publishes an annual report. X  The station has a published complaints procedure that is accessible X to all.  The station has a published a policy for the protection of young persons and vulnerable people, as well as an equal opportunities X policy regarding training.  Records of management meetings shall be available at all times in X the office.</p><p>Explanatory notes re non-delivery (if applicable): Please see explanation given in 1.4.</p><p>.7 Volunteer inputs Please provide details of the contribution made by volunteers to the station and its operation of the station, such as:</p><p> The approximate number of hours worked on average per volunteer per week.</p><p> Any other information to help Ofcom understand the input of volunteers to the station. Ipswich Community Radio is purely run, managed and directed by volunteers. On average most volunteers work between 3 and 6 hours a week. This is however skewed by a couple of extremes. </p><p>4 Community Radio Annual Report 2013</p><p>.8 Significant achievements During the period of transition we have continued to broadcast 24 hours a day and maintained our diverse schedule. We have met or are in the process of meeting our revised commitments and we have continued with our social action work, building further links with education authorities – including attracting significant funding from the NLDC for the provision of our training courses.</p><p>We have continued with our mental health/well-being programs and also continued with our breakfast programming: which in particular attracts a wide variety of local arts, cultural, business and political interviewees. </p><p>We have also provided spaces for local bands to promote themselves on air; there was also significant ICR involvement with live music events in and around the Ipswich area.</p><p>Despite a difficult year we have kept our core volunteer and administrative staff as well as key members of our board of directors.</p><p>.9 Significant difficulties YES NO Do you wish this section to be kept confidential? X Due to the current financial climate, fundraising and grant applications have become more competitive. The less disposable income that people have, the less money they have to spare for a Not for Profit Organisation – the smaller the funding pool the less money there is to go round. </p><p>At the same time ICR has had a significant increase in running costs, many of which were previously covered by CSV. The replacement and maintenance of (aging) equipment and studios has been tried to be kept in-house. This is not always possible and it is not surprising the station has faced substantial financial difficulties which have at time threatened it being able to continue.</p><p>The station has also been through a steep learning curve in terms of its administration, maintenance and management on a day-to-day basis. As part of a larger organisation many of these tasks were handled by paid members of staff who were employed by the CSV Media Group.
