<p> KEYS JOB DESCRIPTION</p><p>TITLE: GEOGRAPHIC INFORMATION SYSTEM (GIS)/AUTOCAD OPERATOR</p><p>POSITION CLASSIFICATION: Bargaining Unit</p><p>MISSION: Accurately maintain the Geographic Information System (GIS), provide information, analysis, and reports to improve system reliability and provide facility counts for asset and financial management. Paramount goal is providing accurate electrical drawings to ensure personnel safety and system reliability.</p><p>REPORT TO: Engineering Services Supervisor</p><p>JOB DUTIES:</p><p>1. Maintain and provide accurate, updated 1- and 3-line electrical distribution maps to ensure safety for field personnel.</p><p>2. Create and maintain system drawings using AutoCAD.</p><p>3. Supply service area maps and one-line diagrams for outside contractors during hurricane restoration to ensure safety and ensure accuracy in an efficient restoration.</p><p>4. Maintain field capacitor database for field status and locations and assist in capacitor placement. </p><p>5. Issue switch numbers for electrical field switches and maintaining database with proper switch numbers to ensure field personnel’s safety during switching procedures.</p><p>6. Supply finance with figures for monthly billing of street lights for City, County, Key West Housing Authority and Monroe County School Board.</p><p>7. Create and maintain Florida State Sunshine One call database for KEYS’ entire service area on Florida State Sunshine state-wide software for customer and contractor safety in locating underground facilities.</p><p>8. Input critical care customer information in GIS database. </p><p>9. Supply Finance with yearly billing information for telephone and cable attachments to ensure accurate revenue for KEYS. JOB DUTIES (continued):</p><p>10. Coordinate and review all outage reports and emergency trouble calls from Control Center for correct data and fuse coordination and GIS changes on a daily basis. Work with Engineer on proper fusing to prevent future outage.</p><p>11. Update customer service database (CIS) for pole number where each customer is fed from as a link between GIS and CIS for any changes for existing customers.</p><p>12. Maintain database of all line extensions for customer service to reimburse the customer.</p><p>13. Update feeder and customer counts per feeder for Control Center outage reports.</p><p>14. Maintain and update all information for KEYS’ hurricane procedure manual concerning feeder and customer information.</p><p>15. Assist in the development of system operating procedures, status reports, and creating new policies and procedures to ensure GIS data integrity.</p><p>16. Supply Finance with quantities of each facility i.e. (transformers, poles, lights, etc.) in the field for KEYS’ system plant worth on monthly basis (asset management), as requested. </p><p>17. Maintain accurate GIS database of any field changes as obtained from the Control Center, T&D, and Engineering, resulting from contractors, meter locations, and completed construction drawings from T&D projects. </p><p>18. Complete Department of Energy (DOE) and Federal Energy Regulatory Commission (FERC) reports as mandated by these agencies, or supply data as requested by finance.</p><p>19. Coordinate and respond to all Public Service Commission (PSC) correspondence and reports to correct variances as listed.</p><p>20. Convert and review all WT’s, ER’s, and new construction from Engineering Field Representatives into digital format on GIS system within one week after receiving.</p><p>21. Perform field inspection of facilities with T&D to verify data integrity on a yearly basis.</p><p>22. Maintain and organize all Engineering digital record map database hard copy drawings from contractors and manufacturers for all KEYS engineering projects. JOB DUTIES (continued):</p><p>23. Active participation in GIS users group and committee.</p><p>24. Cross-train other employees, including engineering field representatives, on GIS and AutoCAD application.</p><p>25. Perform other job-related duties as requested by Engineering Services Supervisor.</p><p>26. Perform AutoCAD drawing for KEYS as directed.</p><p>QUALIFICATIONS:</p><p>1. Must have read and understand the job duties and training needs sections of this job description.</p><p>2. High School graduate or equivalent. An equivalent combination of training and experience may qualify an inside applicant for consideration.</p><p>3. Must possess general knowledge of electrical principles. </p><p>4. Must possess AutoCAD certification.</p><p>5. Must be computer literate, including knowledge in spreadsheets, with the ability to create documents in Excel. (Assessment to be given by Management Services).</p><p>6. Must be proficient in geographic information system operations for electrical facilities.</p><p>7. Must have a valid Florida Drivers License with an acceptable driving record, as determined by KEYS, and maintain at own expense.</p><p>8. Must be able to read, write, and communicate effectively in English. </p><p>9. Must pass basic math quiz.</p><p>10. Must be available for call outs and able to work weekends, holidays, and after regular hours, when necessary.</p><p>11. Must be able to work in the sun for extended periods.</p><p>12.
