The 1976 Code is amended by adding: 27 28 “Section 56-5-1940. A law enforcement officer has the 29 discretion to charge a person with careless operation of a vehicle 30 as defined by local ordinance in lieu of driving too fast for 31 conditions or speeding.” 32 33 SECTION 2. Section 56-1-720 of the 1976 Code is amended by 34 adding at the end: 35 36 “Careless operation (as defined by local ordinance) 0” 37 38 SECTION 3.
