<p> CODNOR PARISH COUNCIL</p><p>Minutes of the Meeting of the Codnor Parish Council held in Peverel House, Mill Lane, Codnor </p><p>Monday – 5 th October 2009</p><p>PRESENT: Councillors G Parkes, C Emmas Williams, Mrs M Parkes, A Longdon, Mrs H Longdon, Mrs C Cox, P Smith, M Whittall, JR Moon, Mrs A Moon, R Abel, I Fisher</p><p>PCSO 4425 S Dufton, PCSO 4422 A Dare and six members of the public</p><p>PRESENTATION OF THE BEST KEPT COMPETITION AWARDS Prior to the start of the meeting Chairman, Councillor George Parkes and Mrs Molly Parkes presented the winners of the Best Kept Garden and Allotment Competition with prizes. Shipley Garden Centre was thanked for their sponsorship of the competition.</p><p>122/09 PUBLIC Mr John Burton of the Jessop Street Allotment Association thanked members for all their help with establishing better security of the Jessop Street allotment site and the cutting back of the hedge by the footpath.</p><p>123/09 POLICE Halloween notices were available on request and local shops had been advised not to sell flour or eggs to young people either just prior to or on the day of Halloween. </p><p>Councillor Emmas-Williams informed the police that he had received positive comments, from Codnor residents, regarding their presence in the area. Members and the public were pleased with the marked improvement in Codnor.</p><p>124/09 APOLOGIES None</p><p>125/09 DECLARATION OF MEMBERS INTERESTS Agenda Item 13 - Cllr JR Moon – Personal/Prejudicial Agenda Item 14c – Cllr I Fisher – Personal/Prejudicial</p><p>126/09 TO DETERMINE IF ANY ITEMS SHOULD BE TAKEN IN EXCLUSION Agenda items 14c</p><p>127/09 MINUTES The Minutes of the Parish Council Meeting held 14th September 2009 were accepted and duly signed by the Chairman.</p><p>128/09 CHAIRMAN’S REPORT Members were informed that the next Codnor Civic Service would be held on Sunday, 7th March 2010 at 3.00pm at St James’s Church, Crosshill, Codnor.</p><p>129/09 MINING WHEEL Derbyshire County Council, Engineers had conducted a site test of the proposed installation site for the Mining Wheel and paint tests. A report would be produced for members prior to the next meeting.</p><p>130/09 QUARTERLY NEWSLETTER RESOLVED that the Clerk arrange for the quarterly newsletter to be printed and distributed.</p><p>Codnor Parish Council 1 5th October 2009 131/09 DERBYSHIRE ASSOCIATION OF LOCAL COUNCILS a Circular No. 49/2009 i Policing of Local Events ii It takes all sorts – Local Councils: Represent your community, make a difference. b Circular No. 50/2009 - Affiliation/Members of DALC/NALC c Circular No. 51/2009 – Pay Settlement 2009 – Final Salary Award for LCCs d Circular No. 52/2009 – Parish and Town Council Liaison Meeting 22nd October 2009 – 6.00pm for 6.30pm – 8.30pm</p><p>132/09 FINANCE RESOLVED: a that the following payments be approved: Clerks salary £396 (2 x tins + 2 boxes chocolates for Bonfire £15) 411.00 England & Barker 24.00 Stuart Whitehead 25.00 British Legion 20.00 DCC – Room Hire 21.00 Spyrotechnics 2302.30 Chair’s Allowance – Ypres 150.00 Kniftons Mobile Toilets 230.00 AVBC Planning 23.00 LITE Ltd 1046.50 E-on 20.62 </p><p> b To note the following income: AVBC – Precept 17625.00</p><p> c To note the quarterly financial review</p><p> d To note draft Precept for 2009/2010. Increase is due to Codnor Parish Council taking over from Amber Valley Borough Council the responsibility for paying the the Parish Warden’s salary in full plus the two Codnor Car Parks in order to maintain free parking for Codnor residents, business’s and visitors. </p><p> e To note external audit for 2008/9 had been approved accompanied with the comment that fidelity insurance be annually increased to meet with the formula 50% precept plus savings. </p><p>133/09 PLANNING & LICENSING New Applications AVA/2009/0817 Amendment to previously approved planning application AVA/2009/0090 – Amendment to front elevation windows. 116 Field Street, Codnor – No comment</p><p>AVA/2009/0828 Proposed single storey extension 50 Nottingham Road, Codnor – No comment Granted AVA/2009/0580 Proposed cattery 87 Alfreton Road, Codnor</p><p>AVA/2009/0704 New detached single storey dwelling on adjacent land 84 Crosshill, Codnor Codnor Parish Council 2 5th October 2009 AVA/2009/0713 Residential extension for the addition of a hallway, porch and a new garage. 61 West Hill, Codnor</p><p>AVA/2009/0763 Proposed roof alterations to replace existing roof lights with dormer roofs (2 front, 2 back) 20D Market Place Codnor</p><p>134/09 ENVIRONMENT a Christmas Lights –Additional lights have been purchased within the set budget and would be installed at St James’s Church and to the lighting column in the Market Place, Codnor.</p><p> b Codnor Bonfire and Firework Event – Cllr Emmas-Williams informed members that Fairground Operative, Bert Holland would install lighting, a PA system and rides, restricting these to the upper part of the Recreational Ground leaving as much room as possible for spectators to clearly view the fireworks display.</p><p>135/09 ITEMS FOR INFORMATION a 3 Parish Mobile – Itinerary for September to December 2009 b Heanor Forum – Monday 7th December 2009 at 7.00pm at the Old People’s Welfare Centre, Wilmot Road, Heanor. c Derbyshire Film – Meeting at the Duke of Wellington Pub in Matlock at 7.30pm on Friday 20th November 2009 – Further details from Clerk. d DCC – Young Achievers Awards 2009 – Further details from Clerk. e Wicksteed Playscapes magazine f Amber Valley Matters magazine g Galactic Fireworks magazine h AVBC – News Release – Amber Valley Backs World Cup Bid Amber Valley Residents Tackling Climate Change Fair Boost for Amber Valley</p><p>136/09 DATE AND TIME OF NEXT MEETING The next meeting of Codnor Parish Council will be held at Peverel House, Mill Lane, Codnor on Monday 2nd November 2009 at 7.30pm. </p><p>Codnor Parish Council 3 5th October 2009 </p>
