Total workplace immersion facilitates a seamless combination of classroom instruction, career exploration, and hands-on training through worksite rotations. It is a collaboration between a number of partners. These partners are a combination of the PA- Office of Vocational Rehabilitation with Local Education Agencies, Workplaces (employer), Community Behavioral Health Agencies, Intellectual / Developmental Disability Agencies and/or a Work Skills Training Provider. Each partner contributes to the financial and technical needs of the program. The purpose is to secure data on the model fidelity and sustainability of Project SEARCH at sites where enrollment has been decreasing, costs are increasing and the viability of the site is at risk. Program audits are required when one of the partners can justify reasons to complete one, a license holder seeks to replicate or the site fails to meet the standards set by the Project SEARCH program in Cincinnati.

OVR has determined it has a need to have these audits completed to find ways to improve this program.

Bureau of Procurement 555 Walnut Street, Forum Place 6th Floor | Harrisburg, PA 17101 717.787.5733 | F 717.783.6241 | www.dgs.state.pa.us Revision: 2-3-2011 Sole Source Determination Summary (Services)

Procurement Summary: It is the recommendation that this SS be approved. Through internet research it has been found that The Children’s Hospitals’ organization does not outsource the auditing of this program because it is a licensed and copyrighted program. Project SEARCH is a Children’s Hospital program, and in order to maintain integrity and high level of quality, any service associated with this program is handled by Children’s Hospital staff. Office of Vocational Rehabilitation (OVR) has determined that these Audits are necessary in order to provide a quality program and maintain their licensure. The Audits required will determine the costs per student per contributing partners, determine fairness of the division of program cost across the partners, and will make recommendations to improve the program and make it more efficient and effective for participants. These Audits will take place at 8 locations: Lebanon VA Hospital, Lebanon, PA Lancaster General Hospital, Lancaster, PA Goodwill of the Keystone Area, Harrisburg, PA Good Shepherd Rehabilitation Hospital, Allentown, PA Bryn Mawr Rehabilitation Hospital, Bryn Mawr, PA Goodwill of Southwestern PA, Pittsburgh, PA Wellspan- York Hospital, York, PA Phoenixville Hospital, Phoenixville, PA

Through internet research it has been determined that the price of $5000 per audit is in line with other audits Children’s Hospital has done for other entities who utilize this program.

Bureau of Procurement 555 Walnut Street, Forum Place 6th Floor | Harrisburg, PA 17101 717.787.5733 | F 717.783.6241 | www.dgs.state.pa.us Revision: 2-3-2011
