<p>1</p><p>MANORDEILO & SALEM COMMUNITY COUNCIL MEETING 10 th SEPTEMBER 2014</p><p>Manordeilo and Salem Community Council held their meeting at 7.30pm on the 10th September 2014 at the Reading Room, Cwmifor.</p><p>PRESENT Cllr. David Bowen, County Cllr. Joseph Davies, Cllr. Gwenfil Evans, Cllr. Hubert Gwynne, Cllr. Peter Harries, Cllr. Dorian Jenkins, Cllr. Doris Jones, Cllr. William Loynton and Cllr. Owen Williams.</p><p>1. WELCOME AND APOLOGIES Cllr. H. Gwynne took the Chair and welcomed everyone to the meeting. Apologies received from Cllr. Alun Davies, Cllr. Jill Davies and Cllr. Jim Davies.</p><p>2. TO CONFIRM THE MINUTES OF THE LAST MEETING It was proposed by Cllr. W. Loynton, seconded by Cllr. D. Bowen and unanimously agreed, that the minutes of the last meeting held on the 10th July 2014 as typed and circulated, were correct. Signed by the Chair </p><p>PCSO Louise Lewis joined the meeting, she reported that the police had recently carried out speed checks in Salem; the situation would continue to be monitored. Crime levels continued to be very low and there were no issues to report. No issues were raised by the Council and Cllr H. Gwynne thanked PCSO Lewis for attending the meeting.</p><p>3. MATTERS ARISING . 3.3.3.3.3.3.4.3.11iv) There was no further update regarding the Council’s request for bus stop markings on the lay-by on the A40 in Manordeilo near the junction to Cwmifor. 3. 3. 3.10i) Clerk to arrange for the tree plaque to be put in place. Clerk 3.3. 4xiii) The Clerk had contacted the Information Commissioner’s Office and it had been confirmed that the Council was not required to register with them for the purposes of the Data Protection Act. 3. 4iv) With regard to the Welsh Government Guidance, Including Statutory Guidance to Councils, it was agreed that any statutory requirements for the co-option of members, if not already covered, should be included in the Standing Orders. Clerk to action and circulate the final copy of the Standing Orders to Councillors. Clerk 3.4ix) The Clerk reported on the new template Financial Regulations provided by One Voice Wales; it was agreed that this be noted.</p><p>3.9ii) Cllr. H. Gwynne advised that arrangements were in hand for the local artist to restore the plaque in St. Paul’s Church, Manordeilo. Cllr. H. Gwynne 3.4.v) The Council’s grant application to the Welsh Government for funding to set up a website had been successful. The package offered by Vision ICT was discussed and it was agreed to get a quotation locally to compare prices. Clerk 3.6(i) The purchase of the new gate for the top end of the Tyle Footpath was in hand. 3.6(iii) With regard to the footpath running adjacent to Gilfach, Salem, Cllr. O. Williams advised that Carmarthenshire County Council (C.C.C.) had carried out an inspection and boarding would be put down. Also, the footpath would be rerouted around Gors farmyard. 2 3.8. The approved Annual Return had been posted back to BDO LLP. 3.9(ii) the Clerk advised that with regard to the purchase of the tree plaque, the cost was £75.60 and not as originally stated £75.00. The original cheque had been cancelled and a new one issued.</p><p>4. CORRESPONDENCE i) Bank Statement from Lloyds TSB, dated 01/07/2014, sheet no 59, Credit Balance £7,975.45. Noted ix) One Voice Wales regarding the National St David Awards 2015; Councillors to bring any nominations to the next meeting. All x) One Voice Wales, information on the AGM and Area Committee meetings. It was proposed by Cllr. D. Jones, seconded by Cllr. O. Williams and unanimously approved, that Cllr. P. Harries would represent the Council at One Voice Wales area committee meetings etc. xi) One Voice Wales, information including Training Courses, Exhibition Invitation ‘A Sense of Energy’, Heritage Lottery Fund Repair Grant for Places of Worship and People’s Postcode Trust Small Grants. Noted xii) J Moran regarding Walking Well Carmarthenshire. Clerk to request further information from the Organisation. Clerk xiii) K Edmunds re ‘Change Step’, a peer mentoring project for veterans. FOOTPATHS i) It had been reported that the footpath in the vicinity of Caemawr Farm, Cwmifor was blocked; the Council would monitor the situation and report back at the next meeting. Cllr. H. ANY OTHER BUSINESS i) The road sign at the approach to Salem from the Cwmdu direction near the Village Hall was missing; Clerk to report to C.C.C. Highways Department. Clerk 5 ii) It was reported that the stretch of road north of Nantyffin in the direction of Abergorlech had a dangerous drop to the one side; Clerk to report to C.C.C. Highways Department. Clerk iii) The issue of the roundabout on the A40 on the eastern side of the Llandeilo Bypass was again raised. It was felt that the height of the vegetation on the roundabout was curtailing visibility and thus a potential hazard. Clerk to write to the South Wales Trunk Road Agency regarding these concerns. Clerk iv) The Clerk was asked to write to the C.C.C. Highways Department regarding the cleaning out of the culvert on the road between Preswylfa and Holly Lodge in Manordeilo. Clerk v) The issue of the old Tannery site, Rhosmaen was again discussed as, despite the objections of the Community Council, an extension had been given to the planning permission without any conditions as to the existing state of the site. It was felt that this was an eyesore located at one of the main gateways to Llandeilo; Clerk to write to the Planning Department reiterating these concerns and enquiring whether anything could be done.
