<p> MINUTES OF THE MEETING OF LEYBOURNE PARISH COUNCIL HELD ON TUESDAY 4TH SEPTEMBER 2007 AT 8.00 P.M. IN LEYBOURNE VILLAGE HALL</p><p>Present: Mrs Martin (chair), Mr Burr, Mrs A Chapple, Mr Mearns, Mr Spratt, Mrs V Valvassura, Mr Warnes, Mrs Rimmer (clerk), TMBCllr Luker, PCSO Sayer, PC Beresford, 2 residents</p><p>REPORTS FROM MEMBERS OF THE PUBLIC  Questions raised as to how the traffic calming will be policed, in particular the 7.5 tonne weight restriction, and whether a survey would be carried out to determine traffic flows.</p><p>TMBCllr Luker advised that Castle Way, Birling Road, Park Road and Oxley Shaw Lane are to be monitored for a year post completion. A traffic audit will be completed during this period.  Report of boulders being moved from residence in Rectory Lane North and placed in the middle of the road. This could be a danger to road-users. MINUTES OF THE MEETING HELD ON 3RD JULY 2007. Were agreed and signed as a true and accurate record of proceedings following amendment of date to 3rd from 4th</p><p>4. POLICE REPORTS Welcome to PCSO Rob Sayer who has been patrolling the parish for over a month now.  Crime Report – 8 in August which is 3 less than July and half the total for August 2006 2 x burglary – 1 offender charged Criminal damage – offender charged Attempted burglary GBH woods next to The Old Rectory 2 x theft  High value car thefts – owners of this type of car are urged to keep their car keys safe away from front doors etc. Criminals are taking pictures of high value cars on drives and roads and then coming back at a later stage to steal them  3 youths causing problems in woods to rear of Castle Lake  Number of incidents regarding drunkenness and broken glasses has increased at the Old Rectory. Not known if to be linked with closure of Spotted Cow at Larkfield.  Smoking at MUGA – despite notices youths have been spotted smoking within the facility. If underage the PCSO can confiscate cigarettes. PCSO to monitor</p><p>5. REPORTS FROM COUNCILLORS  Bridgewater Place – sign still missing  Willowmead – two signs fallen down due to rusted rivets. Action: All parish signs need looking at as over 25yrs old now  The Croft – trees and hedges hanging over footpath  Bridgewater Place – hedges overgrowing path in Oxley Shaw Lane Action: House numbers to be obtained so that letters can be sent to residents requesting cutting back.  The Croft – need to close the gap between barriers on footpath and hedge. Cars are driving through the gap from Oxley Shaw Lane.  Open Space, Lillieburn – post and rail fence needs replacing by donkey field. Action: this may be incorporated in the proposed play area works.  London Road – resurfacing work completed. Skip in lay-by was removed to allow works to be carried out but has been replaced. Still no lights or permit Action: Advise Highways  Woods Meadow – lorries parking in entrance and cars being sold again  London Road – footpath overgrown with nettles near Leybourne Woods at Town Hill  Medway Estuary and Shoreline Management Plan – Tried to view plan online but could not access. TMBC unable to locate copy. Trying to locate.  Malling Action Partnership – group formed by West Malling PC to look at transport and accessibility. Trying to include local parishes to have a wider impact. Do not feel has a great </p><p>04.09.07 Page 1 of 3 impact on Leybourne but will continue to be involved. Parish Council asked to complete a survey.</p><p>6. CLERK’S REPORT 1. Village Hall  Agreement required regarding the display of playgroup materials – mobiles hanging from ceiling and pictures on wall. This is a community hall so consideration needs to be taken of other hirers. Possibly use display boards for work that can be removed easily. Possibility of having an information board in lobby for all messages to parents has already been discussed by village hall committee. Action: need to arrange meeting between parish council and playgroup to discuss solutions.  Fire door window vandalised on Thursday 16th August. Arrest made and man being charged. Crime number obtained and claim to be made from Insurance Company.  Complaint from resident re noise outside hall during events in August. Action: Clerk to discuss with bar staff  Gate – trying to contact company that erected gate and fence as has come off its mountings. 2. Citizens Advice Bureau In response to request for provision of quarterly advice sessions in the village hall the bureau advises that this would not be in keeping with the nature of their work. In order for a surgery to be successful it should be held on a weekly basis. It is felt that Leybourne is not a socially deprived area of the borough and is only a short distance from the West Malling Bureau. 3. Online/text reporting system This service is starting to be used by residents who spot areas within the parish that need attention. 4. Councillors Information Day The next information day will be held on Saturday 22nd September at Lenham Community Centre – Cllr Mearns to attend. 5. Review of Polling Districts TMBC undertaking review of Polling Districts and would welcome comments on current arrangements and proposed changes. No response from parish council as arrangements for parish are unchanged.</p><p>7. CODE OF CONDUCT Revised code adopted by councillors. Action: Clerk to advise TMBC and carry out necessary administrative tasks involved with adoption.</p><p>8. FINANCE a) Statement of Account – Appendix 1. Leybourne Parish Council confirms approval of the payments set out in the statement of account. b) Audit – annual return signed. c) Big Lottery Fund - advice from TMBC of application made on behalf of parish council in respect of funding for play area. d) Donation request – Malling Playscheme – confirmation that 5 children from the parish attend the scheme for children with special needs. In view of this usage a donation of £150 was agreed.  Leybourne Cricket Club – request for £1000 donation to assist with artificial strip and relaying grass. It was felt that further information was required regarding the cricket clubs finances. Action: Hold over to October meeting e) Finance Committee – Cllrs Martin, Albert and Mearns expressed interest in setting up committee. Action: Clerk to look at standing orders in relation to committees</p><p>9. PLANNING 1. Applications being considered by Leybourne Parish Council None 2 . Decisions by Tonbridge and Malling Borough Council Permission Granted TM/07/01692/FL – 5 Evergreen Close TM/07/01696/FL – 29 Millbrook TM/07/01728/FL – 20 Park Road TM/07/02140/ELEX – Castle Way and Rectory Lane North TM/07/02400/FL – 18 The Croft</p><p>04.09.07 Page 2 of 3 3. Enforcement Investigations 5 Evergreen Close – unauthorised erection of sheds - Investigation revealed that one of the three sheds in the garden required planning permission. Applicant invited to either submit planning application or submit application for Lawful Development Certificate</p><p>4. Other matters  KCC – Notice of intended sale – 170 Birling Road – notice of intended sale of property within ownership of KCC at auction on 21st September 2007  Green Issues Communications – Leybourne Grange – notification of intention to hold meeting in mid September to present proposals to parish regarding development. Meeting to be pre-cursor to public exhibition  2 Wheatfield – confirmation letter from residents regarding reinstatement of grass verge following building works  Parkfoot Garage – Cllr Luker advised that the appeal in respect of this site had been dismissed.</p><p>10. HIGHWAY MATTERS a) Leybourne By Pass /Traffic Calming Monitor usage of roads following completion of work b) Speedwatch – various views regarding the scheme. PC James Ball happy to come to PC meeting to discuss the scheme – agreed. c) Joint Transport Consultative Group – meeting attended by Cllr Martin and Mearns. Mereworth trying to set up a school bus scheme – would such a scheme work in Leybourne? Possibility of hopper bus service being introduced between parish and West Malling station. d) Copies of correspondence received from residents – clerk to acknowledge receipt e) KCC Monthly spreadsheet – update on outstanding items. No actions taken this month due to sickness of engineer. f) Cycle Way – PCSO to be asked to monitor parking on cycleway once school has returned </p><p>11. ENVIRONMENT a) Tree Wardens report – None. b) Leybourne Pump – Land Registry search confirms ownership by parish council. Brambles etc that were cleared have not been collected by TMBC to date. Action: Clerk to chase TMBC and place Pump on parish plan c) KCC Countryside Access Improvement Plan – available online at www.kent.gov.uk/countrysideaccess should anyone wish to comment</p><p>12. PARISH PLAN UPDATE  Held over to October meeting due to time.  To be updated to include Parish Pump and Village festival</p><p>13. CORRESPONDENCE a) Cre8tive Productions – Pantomime tour – was felt that due to financial outlay this was not feasible. b) Arriva – changes to bus services on September 30th c) On the Fringe re parking – request for notice to be placed on hall re doctor surgery parking being available at rear of shops. Parking bays have been marked out with limited time for use of people using shops d) Ditton PC re Household Recycling Centre – requesting support for placing such a centre at Allington next to the incinerator – Agreed to support</p><p>There being no further business the meeting closed at 10.15p.m.Date of next meeting Tuesday 2nd October 2007 at 8 p.m. </p><p>04.09.07 Page 3 of 3</p>
