<p> CLIFTON CITY COUNCIL AGENDA</p><p>NOTICE is hereby given of a regular meeting of the Clifton City Council to be held Tuesday, March 8, 2011, 6:00 p.m., in the Council Chambers at the Clifton Civic Center, 403 West 3rd Street, Clifton, Texas, for the purpose of considering the following agenda items. The City Council reserves the right to retire into executive session concerning any of the agenda items whenever it is considered necessary and legally justified pursuant to Texas Government Code, Chapter 551. The public is invited to attend this and all meetings of the City Council.</p><p>1) CALL TO ORDER 2) VERIFICATION OF POSTING 3) APPROVAL OF MINUTES OF PREVIOUS MEETING(S) a) Regular meeting – January 12, 2011</p><p>4) PUBLIC COMMENT PERIOD - Welcome to visitors – open public comments. 5) AGENDA ITEMS a) Consent Agenda items: The Consent Agenda allows the Council to approve routine or noncontroversial items with a single motion, without the time need for individual discussion. Any item may be removed from this consent and considered individually upon request of a Council member. The following items are listed for discussion and possible action: i) Add cats to city ordinances dealing with animals and requiring registration with the police department. ii) Re-appointment of P & Z members: Kathy Carpenter, Bernie Dutton and a member to be named for another two year term expiring January 2013. iii) Re-appointment of Parks Board members: Clay Cockrell, Candi Adcock, Phillip Ramirez and Mario Ochoa for another two year term. iv) Chamber of Commerce’s request relating to the use of the city park and temporary street closure for the community Easter egg hunt on April 23rd. v) Department Reports (January & February)  Police Department – crime reports and department operation  Code Enforcement – inspections and violations report, animal control report and department operations  Municipal Court – number of monthly violations  Public Works – work orders completed, budget items & purchases, personnel, sewer system, water system, parks, streets and PW department operations. Status reports on major projects in progress or completed.  Main Street – meetings attended & planned, events and projects reports  Clifton Volunteer Fire Dept – Response events, man-hours, miles driven and department operations  City Administrator – monthly cash position and YTD budget/expenses reports.  Nellie Pederson Library – monthly report b) Discussion & possible action regarding Vern Bergman’s concern about drainage ditch flooding. c) Discussion & possible action related to the proposal for a Clifton “Go Green” machine to fund and operate a mulching service for City residents. (Deb Tolman) d) Discussion & possible action related to a special permit to keep horses on a lot located in an industrial area adjoining the fairgrounds/302 East 9th Street. (Romeo Perales/Paul Phillips)</p><p>1 e) Discussion & possible action related to the US Post Office having a handicapped ramp and parking space. (Mayor) f) Discussion & possible action regarding a resolution to use an internet auction service to dispose of unused/excess equipment. (Rick Wimmer) g) Discussion & possible action to approve the draft 25 year $600,000 contract to lease cell phone antenna space on our water tower to Clear Wireless LLC. (Charles McLean) h) Discussion and action on an unbudgeted $5,000 contract with KSA to provide a TCEQ-required Inundation Map for our Emergency Action Plan in case the Clifton reservoir dam fails. (Charles McLean) i) Discussion & possible action appointing Damaris Neelley the Community Development Director. j) Discussion and possible action on changing the graphics on the City wayfinding banners. (Damaris Neelley) k) Update on the 2011 City Marketing Plan. (Damaris Neelley) l) Report on Cultural Art District and tax law. (Mayor) m) Executive session under Texas Government Code, Chapter 551.074 to discuss a personnel item regarding appointment of Paul Phillips as an Associate Municipal Court Judge. n) Reconvene to open session with discussion & possible action on appointment of Paul Phillips as an Associate Municipal Court Judge. o) Oath of office for the Associate Municipal Court Judge.</p><p>6) ADJOURN</p><p>In compliance with the Americans with Disabilities Act, the City of Clifton will provide for reasonable accommodations for persons attending City Council meetings.
