SAON Board Meeting, Tromsø, 24.-25. January 2011 Agenda item 3

SAON Task Proposal

1: Task Title: The Canadian IPY Data Assembly Centre Network: A Case Study

2: Name of leader and partners Scott Tomlinson, [email protected], Northern Affairs Organization, Canada, Helen Joseph, Fisheries and Oceans Canada, Chuck Humphrey, University of Alberta Research Library - Canada, Ann Martin, Natural Resources Canada, Ellsworth LeDrew, ArcticNet NCE/University of Waterloo – Canada, Alan Darnel, Scholars Portal – Canada, Karen Morgenroth , Canada Institute for Scientific and Technical Information, Mathieu Ouellet, Fisheries and Oceans Canada. John Broome, Natural Resources Canada.

3: Objective: To develop a case study or best practices document that outlines a successful approach to a sustainable data management network for Arctic Science.

4: The need: There are many approaches to managing data from networked science programs that are discipline specific (SCANNET, ARGO). These efforts are successful because there is a core team dedicated to ensuring the data flows and is preserved. This requires resources dedicated from partners (i.e. government or academia) that are subject to budgetary ebb and flow. A sustainable data management system requires a community to support it: scientists, data specialists, institutional repositories and funding agencies. A case study that brings all of these elements together would be very useful for planning the best approach for SAON data management efforts.

5: Short description : The Canadian IPY Data Assembly Centre Network was recently established through funds from the Government of Canada Program for IPY. The objective of this network is to provide a sustainable approach to the preservation and access to scientific data and information generated from IPY projects in Canada. A parallel objective is to establish a network and community of practice that is flexible and able to respond to the future data management needs of Arctic Science post IPY. Each of the Data Assembly Centres in the Network have made long term, sustainable commitments to preserve and provide access to the data generated from IPY in Canada.

6: Funding : The IPY Data Assembly Centre Network will be funded over FY 2010-2011 to 2011- 2012 for a total of $1.8M ($CAD). This report will be produced from existing funds.

7: Time line: Work will begin in January 2011 and will be complete by December 2011/January 2012.

8: Expected outcome/products: A document that outlines best practices for setting up a sustainable data stewardship system and supporting documents on general data management best practices. As an outcome it is expected that the efforts of the Canadian IPY Data Assembly Centre Network wilmayl serve as a model for a collaborative and sustainable approach to the stewardship of data flowing from SAON activities.
