The objective is to provide the level of knowledge, skills and abilities of the study program graduate that meet the demands of a successful business administration, establishing a privately owned firm or working for the state, municipal, and other owner companies that operate in the field of tourism and its sub-branches as well as in other branches of the economy connected with tourism, taking into account the liberal external economic policy of Latvia and its objective of integration into the EU. </p><p>Therefore, the Institute’s mission is to offer students not only general knowledge and practical skills as a specialist in tourism, but also purposefully educate them as professional entrepreneurs (Appendix 4). In other words, the aim is to favor a graduate’s ability to compete in the conditions of an open-market economy, towards which is oriented the economic development of Latvia in the 21st century.</p><p>The Aims of the Study Program:</p><p>- to create a synergetic concentration on entrepreneurial and management disciplines, mastering of which would become the basis for a specialist’s ability to adapt themselves and to offer proper products and services, meeting the new and continuously changing needs of clients (customers) in different sectors of tourism;</p><p>- to provide such a tourism interdisciplinary system that would guarantee the qualification of the manager of tourism entrepreneurship, meeting the demands of the contemporary market economy both in Latvia and abroad (Appendix 5);</p><p>- to develop and strengthen the practical skills of application of theoretical knowledge (especially the business administration one), doing research and internship assignments;</p><p>- to grasp self-educational and research skills studying literature, conducting researches, doing credit works, writing term papers and final thesis, doing projects, etc. (Appendix 8).</p><p>Means of Achieving the Aims and Objectives</p><p>Relatively young students are mostly without any business experience; therefore, there are included different company-based business projects in the program. A certain part of the lecturing is performed by specialists from tourism firms who direct the study process into an up-to-date practical level. Much of attention is paid to the grasping of informational systems and foreign languages that provide the young specialists with a possibility of entering the international business.</p><p>II</p><p>Study Program “Tourism Business Manager” Description</p><p>Reasons for the Choice of the Program.</p><p>The necessity of developing the program is determined by the need of Latvia’s economy in specialists of such profile and is due to the lack of educated professionals in this sphere. Tourism services market is very young in Latvia, and until now it has been developing mostly in one direction: Latvian tourism firms specialize chiefly in importing foreign tourist product. On the other hand, Latvia’s tourist product is still poorly studied. National Tourism Policy stipulates for development of Latvia’s tourist product, as well as conducting research in this field and creation of new firms, attracting new clients, undertaking advertising campaigns both in Latvia and abroad. However there are no state institutions of higher education in Latvia which would offer students the possibility to acquire theoretical knowledge and practical skills in the relevant courses and to become a specialist in this sphere. ISMA cooperates with Riga Aviation University and makes use of the experience of this institution in teaching subjects in Economics, Transport Economics and Transport Systems. </p><p>Tourism Business Manager Qualification Description. ISMA “Tourism Business Manager” higher professional education study program, according to its contents and form, represents a co-ordinated system of academic studies, applied sciences and practical courses. The analysis of the objectives and principles of the institute, taking into account the essence of the study program, suggests that this program is to provide the qualification of a manager on the one hand, and a specialist in tourism on the other hand. Therefore the program is to ensure training of managers who would in the first place possess the following qualities: Ability to evaluate the market needs and their structure, be able to analyze consumers’ needs and preferences, determine, which of those a firm can satisfy best, most effectively and at the lowest cost in comparison with other firms; Ability to conduct the analysis of the factors of firms’ development and in accordance with that make decisions about the possible structural adjustments or modernization; Skills to maximize both consumers’ utility and firm’s profits in the management process, to create a successful and efficient market-oriented enterprise; Ability to manage personnel, i.e. to formulate goals and organize subordinates for achievement of these goals. Secondly, having mastered the program, graduates as qualified specialists in tourism shall know and be able to: Understand the essence of manager’s job and his social importance, the mission of managers in their field both in respect to Latvia and in the international arena; Find the niche for their professional activity ; Conduct general and functional analysis of tourist firms’ business; Work out long-term and short-term strategic and operational business plans; Be prepared to manage personnel and take the responsibility respectively (know and be able to apply the methods of management, principles of decision-making under different conditions), organize the work of executives; Be both methodologically and psychologically prepared to develop alternative investment projects, state the criteria for choosing between alternatives and evaluate their economic efficiency. As it is indicated in the Latvian Republic classifier, a manager of higher professional qualification in the sphere of tourism business shall get such an education that would enable him to: Set up and manage tourist firms and organizations, their affiliates and personnel; Organize and render tourism services (tourist product) and conduct business activity in various spheres of tourism (holidays, accommodation, catering, leisure, hobbies, etc.); Plan and organize the technology of tourism services rendering; Conduct scientific research in the sphere of tourism studies; Conduct research to develop new sightseeing itineraries; Prepare materials for tourist guides; Provide foreign tourists with opportunities to communicate ; Fulfill other similar tasks (LR Professions Classifier ..., p.119). The contents, volume and structure of the present program are determined by the existing requirements to the managers of firms specializing in tourism business and the description of the qualification they shall possess. </p><p>Volume of the Study Program.</p><p>The volume of the “Tourism Business Manager” program is between 175 and 185 credit points. The length of the program is 4 years; it operates within a twenty week semester system, with two semesters in the academic year, thus the total number of semesters - eight.</p><p>Course Organisation in the Curriculum.</p><p>The curriculum is comprised of two main blocks: the first part includes subjects in Economics, Social Sciences, Information Technology and Languages; the second one – special Tourism Business Managers Training.</p><p>Tourism Profile Subjects Block.</p><p>Tourism Profile Subjects Block makes up 51% (86 credit points) of the total volume of the study program. The credit points distribution over study years is: Year 1 – 10 credit points; Year 2 – 19 credit points; Year 3 – 28 credit points; Year 4 – 29 credit points.</p><p>Subjects Distribution in the Curriculum. The higher professional education study program “Tourism Business Manager” (in accordance with the practice of other Latvian higher education establishments and foreign schools) consists of four parts: A. Compulsory subjects, which constitute 54% (92 credit points) of the total volume of the study program. B. Elective subjects, which are connected with students’ specialization. These constitute 32% (54 credit points) of the total volume of the study program, and can be selected according to the needs and demands of a particular employer or job. C. Free Choice electives, which constitute 10% (18 credit points) of the total volume of the study program, and students can select these out of the subjects offered by ISMA, as well as RAU, LU or other institutes provided there’s an approval by the Study Program Council. D. Practice, which constitutes 4% (6 credit points) of the total volume of the study program. It is divided into three parts and each year it is confirmed and specified by the study program Director, who issues a special Order on Practice (see the Instruction on study practice organisation). Apart from that, the study program stipulates for two final examinations: professional qualification work (10 credit points, the length – 10 weeks, however it shall be based on the course project, course paper and credit paper) and qualification examination, which doesn’t give any credit points.</p><p>Notes: 1. Chairs developing syllabi have the right to: Change the distribution of hours on types of activity; Change the amount of class hours, which is normally planned to be 10%, but that shall not exceed the maximum total load for students and shall preserve the contents indicated in this document; Determine the extent of material detalization . Choose the type and form of knowledge assessment. 2. Course paper preparation is considered as part of the planned number of credit points for the subject. 3. Chairs have the right to introduce specialization in the subjects taught, coordinating these decisions with students, study program council and administration, for instance, the right to choose the second language - German or Spanish. Professional Qualification Awarding. As a result of completing this course students receive a higher professional education. The higher professional education qualification “Tourism business manager” is awarded by the Higher Professional Education Control Committee (APK), its decision is confirmed by the diploma of professional qualification signed by the rector of ISMA (see: 1. Regulations of qualification awarding to ISMA graduates; 2. Instruction for executing qualification examinations and preparing and defence of the qualification paper).</p><p>Comparison of ISMA Study Program Curriculum with Corresponding Latvian and EU Study Programs. ISMA “Tourism Business Manager” study program curriculum (Appendix 2) when compared to other corresponding study program curricula of Latvian and foreign higher schools is distinguished by: Firstly, a broad systematic approach, the scope of special issues connected with tourism sphere, i.e. it aims at providing a broader specialisation, not a narrow one, such as e.g. hotel industry or public catering. Secondly, the extensive study of business and management theory, which provides for the possibility of specialisation, even management of firms in other spheres of business or continuing studies for a Master’s degree. The specific comparisons in the principles of training specialists in tourism are: ISMA study program in comparison with the International Tourism Institute study program ”Hotels and Tourism Management” represents a broader interdiscipline course without extensive study of accommodation and catering industries and with an emphasis on management and humanities. The difference from the “Tourism Organiser and Manager” study program of Vidzeme Regional Institute in Valmiera, which was set up after the model of Norway Lillihammer Institute program (Appendix 2) is that Vidzeme program stresses the development of regional tourism, which is mainly directed at ecotourism, country tourism, training specialists for regional governments. The contents of ISMA “Tourism Business Manager” study program has more similarities with the study programs in tourism which are offered by major higher education institutions in Northern Europe: Finland – HAAGA Polytechnic Institute (Appendix 12), University of Northumbria at Newcastle’s (Appendix 11). Therefore, ISMA “Tourism Business Manager” study program curriculum is directed at the extensive study of business and management theory and obtaining the relevant skills, taking into account the dynamic development of the economy of Latvia, which provides the basis necessary for continuing studies for Master’s degree as well as opportunities for specialisation or re-qualification.</p><p>The fact that the share of special Tourism profile subjects in the total is relatively small (51%) in comparison with the Newcastle University “Travel Tourism Management” study program and HAAGA Institute “Hotels, Restaurants and Tourism” study program (about 70%) can be explained by the fact that ISMA as other higher education establishments in Latvia has to spend much time on teaching subjects which in Western countries are taught at secondary schools, i.e.: Foreign languages - 18 credit points or about 10% of curriculum; Computer Science and Technology - 9 credit points or about 5% of curriculum. It should be noted, however, that such a big share of Foreign Languages, Computer Science and Technology in the study process is absolutely justified, as this knowledge is crucial for future managers’ ability to communicate and form relationships with foreign partners and clients. If this load is excluded, the share of Tourism professional subjects will increase from 52% to 60% - 62%. The comparative analysis of other parts in “Tourism Business Manager” study program structure and the programs of the above-mentioned institutions shows that our program provides a broader and more extensive specialists training in these spheres. Firstly, Economics and Law (15 credit points or 10%). We consider that these disciplines form the modern outlook, allow students to master the logic of economic thinking, the principles of the organisation of production process and economic agents behaviour, to learn the laws of economic development as an integral system. These disciplines provide students with relevant knowledge to enable them to make management decisions in real-life business environment. Secondly, Management, Mathematics and Statistics (26 credit points or 15%). It’s common practice nowadays that computers usage is not restricted solely to word processing, but they are increasingly used in accounting, office work, management. These disciplines give knowledge that forms the basis for managers’ scientific and practical work. </p><p>The comparison of ISMA “Tourism business manager” study program with the corresponding programs of Newcastle and HAAGA institutes leads to the conclusion that ISMA study program presents an integral model adapted for Latvian environment. </p><p>Form of Studies. The contents of the study program is realized in specific forms of studies that have to provide a successful achievement of the program goals. This is accomplished by means of incorporating different types of work: lectures, audio visual lectures, guest lectures, seminars, demonstrations and practical work, discussions (Appendix 8) and fulfilment of practical tasks. Working in small groups, research projects (credit papers) preparation and discussing these projects in groups constitutes the major share of class work. Teaching staff pay a lot of attention to the extensive implementation of the effective forms of work indicated in Appendix 8. The study materials are prepared accordingly. It should be noted, however, that at the present moment these effective forms of work cannot be fully implemented due to the lack of necessary methodological study literature and a solid technical base. But there is a plan and a confirmed schedule according to which the staff are actively working in order to solve this problem. (For information on the development of ISMA material-technical base see ISMA Description). The main principle of the study process organisation is the dialogue between professors and students. The methodology applied by the teaching staff develops students’ ability to solve problems in cooperation with professors. It also allows students to take part in projects development by actual travel agencies and firms, which is a very beneficial experience for future business managers. A special attention is paid to the vertical and horizontal integration of study disciplines, so that the requirements set forth to the tourism business manager qualification are met. Each semester students evaluate the performance of professors. Students fill in a questionnaire, where they give their evaluation and express their attitude to teachers’ performance – theoretical level, practical exercises, whether these are sufficient for a profound understanding and mastering the subject, individual tasks, attitude to students. Practice plays a huge role in the process of professional education and qualification receiving. Unfortunately, no students have completed their practice at travel agencies yet, as according to curriculum the first practice is to take place after the 2nd year of studies. The agreements concluded with travel agencies in Latvia and abroad (in Bulgaria, Turkey and other countries) suggest that the practice will be successfully completed. At the same time active work on this matter continues. The problems we encounter are connected with the tasks students have to fulfil in the course of practice (negotiations with managers of travel agencies show that many of them are reluctant to engage students in carrying out some types of jobs, for instance to serve in place of the employees who are on holidays as their job involves responsibility), management and control of students are also a problem. For the time being we have already found more or less appropriate answers to the problems indicated. One of such answers, that seems very important, could be our own travel agency founded by ISMA students. Summing up the facts mentioned about the forms of studies, the following conclusion can be drawn: the purpose of these is to change the study style and form the ability to operate effectively in the modern market conditions. This positive result shall be achieved by making practice at travel agencies obligatory; the fact that many students work, chiefly during their summer holidays, also contributes to this goal and helps them to acquire necessary skills.</p><p>Forms of Knowledge Evaluation. During each year of studies students are to write one or more papers and research works, either individually or in a team, and defend these papers making a presentation to the audience. At the end of the semester there is either a test or an exam (written or oral) in each of the disciplines studied. Forms of students’ knowledge evaluation in specific subjects are set forth in detail in Subjects Description (Appendix 2). There are special criteria for practice evaluation and crediting, which are determined by ISMA Statutes and other regulations.</p><p>Evaluation of the Volume of Studies. The objective of evaluating the volume of students’ work and quality of their knowledge is to find out whether the level and direction of teaching (and studying) is correct and appropriate. ISMA uses the generally accepted standards for students’ knowledge evaluation. According to the Ministry of Education and Science recommendation, like all the state and other high schools in Latvia and also EU, ISMA uses the credit points system for evaluation of the study program volume: 1 credit point corresponds to 40 hours of a student’s study work, which is equivalent to one study week. 50% of the total volume of studies is students’ class work, i.e. in contact with professors, while the rest is contributed by students’ independent work. This proportion may vary in different subjects and is determined in accordance with the study program curriculum. A student gets the corresponding number of credit points for a subject if his grade in the examination is not less than 4 (in the 10-point system); ( Appendix 6. ISMA system of credit points).</p><p>Evaluation of Teaching and Methodology. There are regular tutorials arranged for students in the study process. The subject of papers students write and research work they carry out is connected with tourism. The material used for the case study mainly consists of the actual data supplied by the local travel agencies and thus reflects the real situation in the market. It’s worth saying however that the application of the above-mentioned case study method creates certain difficulties for students. The analysis of past experience shows that the main reason for these difficulties is that it is the first time that students entering the university right after finishing school and having no experience in business conduct such kind of analysis. (This point will also be discussed in the next paragraph). A positive feature of the study process is integration of some disciplines, for instance application of Computer Technology to Accounting. We are planning to implement this even more extensively in the future. A certain integration of Languages with all other subjects takes place, however it’s most relevant and significant with respect to the Tourism block subjects, especially for writing course papers and carrying out research work. The major part of teaching staff are involved in scientific research work. They also try to involve students in this kind of work while writing course papers. This ensures a wide application of individual methods of work, paying a special attention to the most talented students and development of their capabilities. The study load for students is quite heavy and it demands a really hard work in the study process. Such an organisation, however, ensures that the time spent in class, at lectures and seminars is used effectively. </p><p>Admission and Opportunities for Further Education. To enrol in the “Tourism Business Manager” program applicants are to have a diploma of secondary education. The persons having a Bachelor degree, other higher education degree or with unfinished higher education also can enrol in the higher professional education course with a shorter individual study plan. It’s desirable that those who enrol in the “Tourism Business Manager” program have learned the following disciplines at school: English language, Information Technology, Business Fundamentals, Economic and Social Geography, Politics and Law. There are three entrance examinations: A test of general intellectual development and aptitude for the manager’s job; English language; Mathematics. The majority of applicants come right after finishing school and thus have no permanent work experience, no experience of working in a team or in the business sphere. This problem is especially acute with respect to the applicants coming from rural regions, as the possibility of getting a high-quality education is much lower there than in Riga or other larger towns in Latvia. These people usually are not used to expressing their point of view, not able to defend it, as well as clearly and distinctly formulate their opinions. For those applicants who haven’t received relevant knowledge at secondary school, ISMA offers a possibility to attend a special intensive preparatory course in order to at least partially fill in the gaps in their knowledge. In case of successful accreditation of ISMA “Tourism Business Manager” program the graduates will possess both the juridical right and the relevant knowledge and practical abilities to continue their studies for Master’s degree in Management at the University of Latvia as well as abroad (in accordance with the recognition of the diplomas issued by Latvian higher education establishments).</p><p>Demand for Specialists in the Labour Market. Evaluation of the Study Program from the Point of View of State Interests of Latvia. Although the first specialists will graduate from ISMA and enter the labour market in 2001, a number of travel agencies both in Latvia and abroad (Bulgaria, Australia, Finland) have already shown their interest in employing them. In case of the study program realization the qualification of graduating specialists should be on a level with that of the graduates from the corresponding study programs of European universities. At the same time we realize the fact that the study program is still far from ideal. It is continually being improved taking into account opinions and recommendations expressed by managers of travel agencies. For this purpose there are questionnaires carried out regularly with the consequent analysis of the data received. Tourism is one of the crucial and also one of the most promising branches of the economy of Latvia. Today, in the environment of growing unemployment, the function of managers specializing in tourism is to set up new tourist firms and expand the existing ones – therefore self-employment and creation of new working places is the mission of ISMA graduates. This is why training tourism business managers, which is performed by ISMA, is one of the primary tasks and functions of Latvian higher education establishments. The estimated number of ISMA “Tourism Business Manager” program graduates is about 50 a year, which is not enough as tourism in Latvia is only at the initial stage of development and international integration process is constantly accelerating. As indicated in ISMA Development Plan the number of students enrolled in the course each year is planned to increase in future and reach 100. Then there could be expected 70-80 specialists graduating each year. The contents and structure of the “Tourism Business Manager” higher professional education program as well as the forms of practice organisation meet all the requirements a program issuing a qualification diploma has to meet. The main aim of our institute is to train specialists of higher professional qualification in accordance with the requirements of Republic of Latvia and international contemporary requirements – according to the basic Principe of nondivisibility of the process of studying and scientific work. The mission of the institute is to help the student to become an educated and creative individual and reach the aims of his career. Temporarily the institute coaches professionals of the only licensed course of studies, colleen “Tourism business manager”, that is unique in our country. Our institute enables to get professional qualification, as well as in perspective – academic education for each inhabitant of Latvia or foreigner, whose preliminary level of education meets the requirements of general level of education, that is prescribed by Republic of Latvia. The contents of the programme, the aims of disciplines and tasks that are elaborated according to the models and programmes of higher education of Latvia and EU countries (Finland, the UK, Sweden and Norway) ensure the achievement of the aims of the institute including the course programme “Tourism Business Manger”. The programme is meant for years of studies. In 1999 we have been planning to produce documents in order to get the licence for more extensive specialised course programme “Small and Middle Business Manager”, that could let us flexibly reorientate ourselves to prepare specialists of those professions, that are the most needed for rapid developing national economy of Republic of Latvia, that litter aren’t trained at all or aren’t trained in sufficiency by other institutions. This is the first systemised informational material about the course programme “Tourism Business Manager”. It is planned for years of studies. In order to make relative assessment the system of credit-points is used: one credit- point corresponds to 40 hours among of studies by one students, that is equivalent to one week of studies. “Tourism Business Manager” course programme extent is 160-170 credit- points. The subjects of the course programme (picture I) are subdivided into four parts: Compulsory subjects that make 54% (92 credit-points) of the whole lot. Selectable subjects connected with specialisation, that make 32% (54 credit-points) of the whole programme. Subjects that students are free to choose that make 10% (18 credit-point) of the whole programme. Their knowledge’s of theory, as well as can see Low they work practically. After the first year all the students are to go through the 2 week’s practice in one of the tourist firms of Latvia. ISMA have concluded several counteracts, in which we agreed about practice organising with the heads of tourist firms. The aim of this practice is to acquaint oneself with framework, business organising and methods of work of the tourist firm. After the practice it is necessary to make a report about the practice in which the students characterise their work during the time of practising, analyse it, evaluate the business organising of the firm. The firm head’s review about the student is also compulsory. The aim of the second year practice is to describe the product of tourism of Latvia, and to work out a tourist rout. The aim of this practice is to find out how the tourist routs, the choice, of tourist objects and transport are made, the tourist rout description worked out. The practice material is to be made in three languages Latvian, English and Russian. The third year compulsory practice is guiding. The students are able to organise excursions in Latvia and abroad for ISMA and Latvian school students. It is compulsory to have the practice assessed by the participators of the excursions. J.Azovska</p><p>Course Programme Annotation</p><p>The Tourism business manager course programme, as any other programme, begins with an introductory course. The main aspects of tourism speciality are taught in it in general. Infrastructure (see the scheme), it’s components, ask for careful research, because the aims of the infrastructure are to provide functional integration of it’s different elements at the given territory. The process of studies goes on is several ways: 1. Recreation (from Latvia – rest). Theory of recreation course the activity, studying and characterising it’s cycle and regime. The aim of recreation service is attracting of tourism, its mutual inspection and creative self-expression. 2. Philosophy and psychology of work and rest. The studying of these subjects is very important because it answers such questions as what stimulates the person to leave house and travel; what the aim of the journey is – to widen one’s mental outlook or to recover one’s health, or both of them together. 3. Base of tourism. The range of questions of the course is very wide. The main question is, how short and long-termed rest of people working for the firm or company is organised and the ways of involving people and their families in it, getting them to take part in arrangements, that are organised by tourist firms. 4. Foreign tourist centres geography. A professional tourism business manager should know the places that are “allocated” in tourist zones. As it is known, the new “allocated” places are discovered and it means such tendencies as: - repletion of tourist places; - process of intensification in transporting people; - technological process of connecting resources in transport means and other sectors that have influence upon tourism; - extension of the range in order to perform the tours.</p><p>Conception of these questions lets choose the rout correctly: dosn`t matter if the rout is new or the well-know one. It’s also important to consider the question about what the “allocated” places mean to the potential traveller, because the allocated places can become both the aim of rest and the possibility of rest (e.g. “I`d like to rest in Cyprus”, possibility “A don’t care where to rest”). 5. Ethnography The urgency of these questions becomes apparent in one of the main functions of recreation – educating tourists in spheres of culture. It’s functions help use the knowledge’s and orientation in the spheres given before. 6. Transport organisation and infrastructure of the process. It’s well known, that tourism can’t be imagined without transport. Studying of these problems help the future managers understand how transport system and the process of transporting are organised. </p><p>Everybody knows that infrastructure is the “aid” to reach the aim. But the aim in this situation is “producing” the product of tourism. So, first of all, the future specialist should know, what the product of tourism, and what orientation in methods and principles of forming it is, as well as what orientation in means of forming product of tourism is. Verbal aids in this situation are thought as the guarantee of infrastructure with stimulating activity, that is directed to the diversification of tourism supply (this is the variant when the state and local administrations produce infrastructure, but after that sell the areas necessary for building); choice of buildings (hotels, casinos, restaurants); keeping up the local culture, and originating typical architecture. But they should be able to entertain maximal number of tourists, as well as to form their own clientele. Professionals also should be competent is such questions as tourist bureau and agency operations, airline reservation and ticket purchasing, computerised reservation, hotel business, foodcatering, entertaining industry, etc. In order potential employees of tourism industry to be well prepared it is necessity also to teach them economical subjects, that are compulsory for successful work of any firm. Zhivitere, Dr. oec., professor Riga Aviation University Professional Training of Entrepreneurs: Issue and Options </p><p>Professional training of entrepreneurs is an inalienable constituent of the economic reform. Thus, it is necessary to qualitatively change the economic teaching of students.</p><p>The critical questions out of the many problems concerning the reform of the business education are the problems regarding training, renewal, and re- qualification of the academic staff, invitation of guest lecturers, transformation of the management style and organisation towards internationally recognised quality management style systems and to increase the number of the students in the study programmes of entrepreneurship and business administration.</p><p>The lack of the financial resources as the main barrier in realisation of a qualitative and quantity business education. But the existing resources are not utilised in a sufficiently effective way .</p><p>We still have chances to reach considerably more qualitative and quality training results of entrepreneurs with the existing resources of the higher schools.</p><p>Professional training of entrepreneurs during the transition from the command economy to the market economy is an inalienable constituent of the economic reform. Since this transition in Latvia is chaotic to a large extent and higher educational institutions lack the vision of their country’s development, the following questions arise: what professionals should we train and for which type of market should we train them, how many and in what way they should be trained, how these tasks are being solved by our higher schools, what are their problems and solutions to them?</p><p>The purpose of this paper is to share reflections regarding aforementioned questions and to make some proposals concerning the solution of the problem of the entrepreneurs’ professional training taking into account the real situation in Latvia.</p><p>Preparation and presenting of the answers is complicated by the fact that up to now, there has not been worked out a long term development strategy of Latvia, the scenarios of the long term development of the national economy, determined direction of the long term state economic policy. It has to be stressed that certain steps were taken in this field only recently, i.e. the government has conceptually passed the National development programme of the small and middle enterprises, accepted the middle term economic development strategy concerning joining the European Union, and the conception of the highest education. It is envisaged there to continue the country’s movement towards a Western type market economy with sufficiently liberal, the economy based on the competition principles and private property, open foreign trade policy, steady adjustment of the economical environment to the requirements of the European Union, and integration into that. Since the economical development strategy of Latvia envisages the development of the market economy of the Western type and integration into that, an open foreign trade policy, then to a certain extent, one can orient towards the European and global business environment, its further development in the 21-st century regarding the professional training of entrepreneurs.</p><p>According to the forecasts of economists, it is expected further development of the new global business environment: abandoning of trade barriers, harmonising of production standards, creation of open competition, encouragement of technological development, securing with adequate economic, social and environmental legislation.</p><p>The largest part of the world countries – developed, developing and post-socialism ones – are changing their dominating introvert development model to an extrovert one that is based on comprehension that economic liberalisation and integration is the most important issue. It is a challenge to the national enterprises to enter into global competition.</p><p>After the collapse of a command economy and ensuring with economic openness, the Latvian private owner, having got economic freedom, is weakly prepared for using it, feels surrounding and aggressive attack of competitors more sharply than the etrepreneurs of the developed countries.</p><p>Thus, Latvia being a small country with a liberal and integrated economy needs etrepreneurs able to successfully carry out their functions in the new global business environment taking part in the open competition. Naturally, entrepreneurs have to be with an adequate quality.</p><p>Education plays an important role in the encouragment of the competitivity of enterprises. It has to both theoretically and practically realise the training of entrepreneurs and specialists. The change of socio-economic environment of management and forms determined the necessity to qualitatively alter education systems, first of all, the goals, contents and methods of the economic education. Namely: a goal of the education system in the closed command economy was to train such managers and economists who were able to secure the fulfilment of the state plan not taking into account efficiency, profitability, but in the market economy – to gain a profit satisfying the needs and wishes of clients in a better way than a competitor. Thus, the function of educational establishments is shaping of economic reasoning, liquidation of generally negative attitude of the society towards entrepreneurs, shaping of the ideology of the market ecomomy’s entrepreneur and offering an adequate knowledge and skills.</p><p>Naturally, a large part of the society and, first of all, private owners having gained economic freedom feel the lack of the econiomic education, their unpreparedness for working in the market environment at the beginning of the forming of the market economy: they are not able to make their management team, plan their business, find their market niche, evaluate the importance of marketing in both the internal and external competition, utilise the state and foreign subsidies and credits. Consequently, according to the data of the National programme of the development of the small and middle Latvian enterprises, almost half of the newly established enterprises go bankrupt or do not even start their functioning. Approximately 80% out of the currently active enterprises were established in the recent years [3].</p><p>Thus, it is necessary to qualitatively change the economic teaching of students in the circumstances when management is being transformed to the direction of the market economy. A lot of additional tasks should be performed in connection with the integration into the EU. Professional training of the highest qualification entrepreneurs was started in some higher schools established by the state and juruducal persons (in the University of Latvia, Riga Technical University, the Latvian University of Agriculture, Business School “Turība”, the Higher School of Informative Management Systems, and other) as well as in foreign higher schools (Stockholm School of Economics in Riga and Vidzeme’s Higher School) or in their branches in the recent years. In the programmes of Business Administration and Economic studies one masters both the general profession of the entrepreneur and the specialised one that is connected with the potential types of the entrepreneurship: information systems, service field – tourism, finance, fashion, photo, cinema business etc.</p><p>The professional training programmes of entrepreneurs are developed in separate higher educational establishments (the Law on Higher Education Establishments guarantees juridical rights to each higher school to naturally express scientific thoughts and their opinions, choose the contents and methodology of studies) in the circumstances of the mutual internal and external competition attracting students, academic faculty, orders of the state and entrepreneurs, and sponsors. This competition creates both positive and negative consequences: problems regarding the quality and quantity of the professional training of entrepreneurs.</p><p>In these circumstances of the autonomy and competition, there is no trustful information concerning the quality of the offered study programmes and obtained qualification. According to an approximate information in articles, each higher school comparatively sucessfully chooses the idea of study programme of the entrepreneurs’ training, determines the main goals, defines the mission of the study programme of the training of entrepreneurs as a purposeful training of professional entrepreneurs that have obtained knowledge and skills necessary for the market economy to be able to compete in the global business world today and in the next, 21-st century. The appearance of the mission has been turned in the contents of mission’s programme. It was used both the local and foreign leading schools’ experience while preparing it. The contents of the programme is fundamentally changed and centred to thinking and activities of entrepreneurs in the global environment of the market economy. The credo of the study programme is the slogan: the change of the obsolete educational structure (professor is reading lectures to the students that carefully put down the information and reproduce it in the exam) to the interaction model – to study how to learn (natural, necessary, individual, interesting, versatile practical work lead by a well-educated specialist) [ 6]. </p><p>One of weak sides of the higher educational establishments is application of the effective study methods – mastering of knowledge, combining of the research and professional activities in active forms – sound provision. It is, first of all, connected with the scarcity of resources: the lack and overburdening of skilled academic staff, its retraining, minimal guaranty of renewal and training possibilities; insufficient contemporary informatively technical and material base, innovations, difficulties in expanding of the research work, weak co-operation with business, scanty financial resources etc. A consequence of the scarcity of resources is a range of problems. It is essential to distinguish the most important out of the aggregate of problems to solve that.</p><p>The heads of higher schools usually mention the lack of the financial resources as the main barrier in realisation of a qualitative business education. It goes without saying that it is needed a considerable amount of additional financial resources in carrying out the reform of the business educational whick are very difficult to be found in the state budget during the economic transition. Also, relatively low income and high tax payments of newly established businesses and inhabitants does not allow to increase financial resources up to a sufficient level by charging a tuition fee. The scarcity of the financial resources burdens retraining and getting a degree abroad of the academic personnel, exchange of students, proper informatively technological base, developing of libraries, working out and import of the study books and methodological materials that would guarantee the needed pre-conditions for implementing and utilising of effective and intensive study forms and methods.</p><p>The problem of the scarcity of the financial resources can be partially solved as follows. One of them is establishing of the Western cuntries higher schools and their branches in Latvia, for example, already mentioned Stockholm School of Economics in Riga, Vidzeme’s Higher School in Valmiera. That gives a chance to get the business education of the developed market economies not leaving the country and with minimal costs. Obtaining of this kind of education can be considered as an initial capital for development of the business education in Latvia. However, foreign system and financing of the training of professional entrepreneurs cannot be the fundamental of our system of the business education. Therefore, one has to search for additional resources and other solutions to implement the reform of the business education.</p><p>The second solution in connected with the distribution of the state budget for science. It is currently done by the Board of the Latvian Science, and the largest part of so called grant is divided among the research institutes that are still functioning rather separately from higher schools. The consequences are, on the one hand, the scientific backwardness of the higher schools in separate branches and sub-branches and, on the other hand, inefficient utilisation of the whole scietific potential, especially – insufficient students’ involvement in the research work.</p><p>The third one is a wider (currently, it is basically used by only large state higher educational establishments: the University of Latvia and Riga Technical University) and more perfect utilisation of the foreign financial support. Here are considered such programmes, financed by European Commission, as TEMPUS, SOCRATES, LEONARDO and other where EU Associated countries’ participating in the groups of the international scientists, taking part in the transnational network of the study programmes, mutual development of the study programmes, practising of lecturers, and improving of qualification abroad is envisaged.</p><p>Evaluating the negative influence of the scarcity of the financial resources on the reform of the business education, one can conclude that, on the one hand, it considerably limits the reform of the economic education of the higher schools. On the other hand, one has to confess that the mechanism of utilisation and distribution of the scarce financial resources is imperfect; therefore, the existing resources are not utilised in a sufficiently effective way as well as all the available resources are not fully exploited.</p><p>The critical questions out of the many problems concerning the reform of the business education are the problems regarding training, renewal, and re-qualification of the academic staff, invitation of guest lecturers, transformation of the management style and organisation towards internationally recognised quality management style systems. Up to now, for example, new entrepreneurs have been only partially trained taking into account international management understanding in the new global business environment. As reviewed, it is a question to be solved in the aggregate, but its solving has already been started and has to be continued.</p><p>A very important question is about the quantity of the training of the professional entrepreneurs. The data concerning the number of students in the respective study programmes, on the one hand, gives a proof about an increase in the number of students exactly in these study programmes, but, on the other hand, the demand for qualified entrepreneurs/ managers is not satisfied. These quantitative indices are far from meeting the respective indices in the developed market economies. There are trained or prepared considerably smaller amount of the economic specialists in precentage points in Latvia if compared to the West European market economies: in Latvia – 0,5%, the Netherlands - 13%, Denmark – 25% specialists [5]. </p><p>Not going into details, but logically reasoning, Latvia being a country of the transition economy should prepare or train considerably larger amount of entrepreneurs in oder to secure the development of the market economy.</p><p>Thus, one of the tasks of the higher schools in the field of training of professional entrepreneurs is to increase the number of the students in the study programmes of entrepreneurship and business administration.</p><p>There are three ways of increasing the quantity of the training of managers and business specialists. The first one, an internal source – the standard of the higher schools financed by the state – re-distribution of the state order increasing the number of the study places in the business specialities and simultaneously decreasing it in undemanded specialities. The second one, an external source: increasing the size of orders of the private persons and enterprises having financial discharge (it can be achieved with the governmental support stimulating towards such activities by offering tax discounts). The third solution, an external sources: at the governmental level – improving and developing the crediting system of students and study programmes.</p><p>Founding of the social organisation called “Association of the Transport Development and education” can be considered as an attempt to solve the undesired consequences of the autonomy and competition of the higher schools, inefficient use of the financial resouces, and undesired separation of education and science in the aggregate. The heads of the higher schools of transport and the entrepreneurs of this branch have determined the main problems, recognised the possibilities of their overcoming, and agreed upon primary solutions to the problems. The goal of the association is to maintain the competitivity of the Latvian transport branch in the aggregate and separate businesses in the European and global markets harmonising and hanging up the academic education and study programmes of all the means of transportation, improving the co-ordination of the education and research works and the connection to practical applicaton, expanding international harmonisational of the professional qualification [4]. It is currently too early to consider positive results of the association; however, there have been implemented some seccessful activities.</p><p>Development of new study programmes in the circumstances of the autonomy of the higher educational establishments, a rapid increase in the number of students, mobility of students and lecturers, free movement of inhabitants in connection with integrating into the EU (understanding here getting a job with professional qualification awarded abroad) makes one to more intensively pay attention to maintenance, evaluation, and comparison of the quality of education. Qualitative evalution of training of entrepreneurs and comparison to the respective education in the EU countries is complicated because it is difficult to express the quality in precise indices. Control and evaluation of the quality of education becomes from an internal issue to an object of evaluation (so called accrediation) of external experts, the government, and society.</p><p>The first resultats of accreditation of the study programmes of entrepreneurs are an evidence of the Latvian education system’s advancing towards the respective study level of the EU countries. However, it does not solve many important problems. They are difficult to solve during some months or years and with very scanty financial resouces indeed.
