<p> Missouri Professors of Educational Administration Collaborating to prepare educational leaders since 1972</p><p>HEEC Meeting Minutes November 5, 2013 William Woods University Satellite Campus 3100 Falling Leaf Court in Columbia</p><p>Meeting Called to Order 11:05 a.m.</p><p>Institutions represented: Lincoln, Lindenwood, Maryville, MO-Baptist, MSU, MVC, NWMSU, SEMO, SBU, SLU, UCM, UMKC, UM-C, Webster, and William Woods. Absent: Drury, Evangel, UMSL, and Park. Also present: Doug Miller (ASCD), Mike Schooley (MAESP)</p><p>Approval of October 2013 Minutes Smith moved, Watson seconded. Motion carried.</p><p>OLD BUSINESS  DESE Missouri Educators Evaluation System – Modules 1-4 Training o From board meeting discussion of having a 45 minute presentation on each module parts that are relevant to our programs o Question to membership – have your teachers been involved/aware of the new evaluation system? . Discussion of this question . Void if faculty/staff are not prepared/informed . Most schools felt their faculties are prepared/informed o HEEC membership approved this program . Next module presented will be probationary  Discussion of Fall MPEA Conference Program -- October 11, 2013 o Comments: Great conference</p><p>NEW BUSINESS  Spring Conference – Friday, April 25, 2014 o Co Chaired by Mick Arnold and Paul Watkins o Graduate Presentations will be shared by Doug Thomas and Joe Sartorius</p><p> Internship Programs Across the State o Each Universities shared information about their internship program, required hours, projects, assignments . Most programs will incorporate internship hours with coursework . Most programs will begin internship hours as soon as candidate enter program . Content test will also affect our syllabi and course content . Discussion of the intent of the law (high quality candidates) and problems facing numbers of candidates in the program . Discussion of universities providing degrees and letting the third party provide certification . Discussion of observations of candidates  DESE wants to increase the contact between the candidate and the supervisor  Observation contact requirements are on DESE website o Webinar will be sent to Jim for distribution o Three Leader Performance Tasks (ETS/DESE) – Required as part of the internship program beginning September 2014. Tasks will be piloted January 2014 o Discussion of aligning internship program across the state o Discussion of number of interns that equal a 3 hour course </p><p> Discussion of proposal of certification of administrators o Explanation of absence of Cooper and Katnik . Permission was not given to them to speak . Discussion of presentation of a white paper about the concerns of the certification process and the problems facing our universities  White paper will be discussed with MAESP, MASSP, and MASA.  Meeting with DESE concerning the tasks  Kim, Mick, Paul, Carol, and Shelton will write the white paper . Doug Miller gave background on the process of a white paper presented to the state board for the Leadership Academy and how the commissioner changed her decision of eliminating the academy. . Bill Rebore informed us of the another white paper from the superintendents . Both of these papers/documents will be distributed to the committee writing the white paper</p><p> National Institute of School Leaders and MoLEAD (Handouts was given to attendees) o Dr. Pam Hedgpeth, State Coordinator for the National Institute of School Leadership (NISL) . Handouts (MoLEAD and NISL) were distributed . Powerpoint presentation was given as to Missouri’s involvement in MoLEAD/NISL. . Up to university as to offering credit for the program (specialist/doctorate level) . Discussion at DESE as to number of hours, certification, etc. . Missouri people are becoming the trainers . Action learning project  Cornerstone piece  Runs throughout the duration of the program . Information is not new, but having to apply it and being held accountable is. . Case studies and simulations are utilized, with emphasis on application and accountability . Professional development of our principals, with support system . Informational Websites: www.nisl.net www.ncee.net . Handouts:  NISL Units, Topics and Themes  MoLEAD  University of Minnesota and NISL – Partnership . Questions  Taking away credit from university, if taking this program would count towards degree  Focus schools at this time – from federal grant  [email protected]  Looked as alternative certification route in other states, what if DESE approves this as certification route? Does not align to with standards, NISL does not have the depth in some of the standards.  Selection process? Some volunteered, encouraged from districts, no real selection process  Focus schools had to have an accountability plan  Question as to number of days of program (26 days)  Cost: $4000 per person, more in district, cost goes down  Data will be available in March after first cadre is completed  Online versus people business? More of blended not totally online.</p><p> PROGRAM IDEAS FOR 2013-2014 o February 4 – Overview of Probationary module, Internship implementation, Curriculum Changes; Update Supervision and Principalship/Leadership Courses o March 4 – Overview of Student Growth Measures module, Curriculum Changes; Update Curriculum and Assessment Courses o April 8 – Overview of Evaluator training/Feedback module, Curriculum Changes; Update Law, Budget, Finance, Superintendent Class; What are Boards of Education looking for in hiring a superintendent? o April 25 – Spring Conference – Theme “Are We Ready?” Paul Watkins and Mick Arnold, Co- chairs, Student Research Presentations</p><p>MISCELLANEOUS BUSINESS  Next Meetings: December 3, 2013 January 14, 2014</p><p>ADJOURNMENT AT 1:30 PM</p>
