The Catholic Education Office staff will cooperate fully with the requirements of the Catholic Diocese of Christchurch’s Influenza Pandemic Plan.</p><p>First Draft Pandemic and Business Continuity Action Plan 1 Summary of Current Action Points in the Pandemic Plan</p><p>Page Action Action Point Content Completed Point # (Date) 5 #1 Mike Nolan will fill the role of Pandemic Influenza  15/07/06 Manager. Mike Nolan will address this requirement with the architects at OPUS; as part of the upgrade/redevelopment of the area currently known as classroom B2. 5 #3 When the dedicated staff/student sickbay is available for occupation the pandemic influenza emergency supplies kit will be stored in the sickbay. 5 #4 Mike Nolan will contact the Catholic Education Office’s cleaning contractor (Spotless Cleaning) to discuss their cleaning policies and practices to ensure that they conform to the MoH’s requirements for future pandemic phases - among other things, the cleaning contractor’s planning should identify the basic hygiene practices (including hand hygiene) to be followed by cleaners, protocols for the use of personal protection equipment (if recommended by MoH), and methods for waste disposal. 5 #5 In order to cover the possibility that the cleaning contractor’s staff are absent during a pandemic, all Catholic Education Office staff will be trained in appropriate cleaning procedures. 6 #6 Mike Nolan will ensure that adequate supplies of hand hygiene products (soap and towels) are available – these will be stored with the dedicated pandemic influenza emergency supplies kit currently stored in Sr Cora’s office. 6 #7 Hygiene notices (to be supplied by TriEx Health Division) will be posted in all workplace entrances, washrooms, hand washing stations and public areas. 8 #8 In the event of a pandemic, the Pandemic Influenza Manager will check the MoH’s website for the latest advice (www.moh.govt.nz/pandemicinfluenza).</p><p>8 #9 Mike Nolan will ensure that Sr Cora Grennan CHF is provided with a laptop computer in order to be in a position where all Catholic Education Office staff have laptops for work use at home.</p><p>First Draft Pandemic and Business Continuity Action Plan 2 8 #10 Mike Nolan will work with DataSouth (the diocesan computing contractor/service provider) to ensure that each member of the Catholic Education Office staff has VPN access to their section of the Diocesan/Catholic Education Office computer network. 8 #11 Mike Nolan will work with DataSouth to ensure that each member of the Catholic Education Office staff has remote access to their Diocesan/Catholic Education Office emails. 8 #12 As working from home is not a well-established practice for all Catholic Education Office staff, each member of the Catholic Education Office staff will be encouraged to “give it a go” (once each fortnight) in order to aid familiarity and to “iron out” any computer connection and technological issues that might arise. 8 #13 When the Pandemic Plan is finalised it will be posted onto the (currently being developed) Catholic Education Office’s website and all students will be informed of this at the beginning of each Wellington Catholic Education Centre (WCEC) Diploma in Religious Studies or Catechetical Studies course. 8 #14 At the beginning of each Wellington Catholic Education Centre (WCEC) Diploma in Religious Studies or Catechetical Studies course the lecturer will confirm the contact details (i.e. name, street address, home telephone, work telephone, email) of each student. This will ensure that the Catholic Education Office will be in apposition to contact each student in the event that the course is required to be suspended due to the MoH directing regional closure (Code Red: Stage 3) or national closure (Code Red: Stage 4) of educational organisations. In making such contact with students the lecturer will, obviously, provide each student with their email and telephone contact. 9 #15 The Medical Advisor for the Catholic Education Office’s pandemic Plan will be provided through TriEx Health Division – TriEx Health Division is providing professional advice and support for the Catholic Education Office’s pandemic planning process. 9 #16 Links with relevant health authorities will be provide to the Catholic Education Office through TriEx Health Division. 9 #17 Contact list of organisations and people  15/07/06 12 #18 Mike Nolan will contact TriEx in order to confirm the contact details for the DHB Emergency Planner.</p><p>First Draft Pandemic and Business Continuity Action Plan 3 Catholic Education Office Catholic Diocese of Christchurch</p><p>Influenza Pandemic and Business Continuity Action Plan First Draft Document</p><p>1. Introduction</p><p>The World Health Organisation (WHO) has warned that there is a high risk of the avian influenza (“bird flu”) becoming the next human influenza pandemic. Table 1 outlines the five stages of the pandemic influenza management strategy adopted by the Ministry of Health (MoH) as well as the “alert codes” that will signal a shift from one stage to the next. In October 2005, New Zealand moved into Alert Code White. Decisions to move from Code White to Yellow, and Yellow to Red (i.e. the escalation steps) will be made by MoH. </p><p>Table: New Zealand Ministry of Health Strategy for Pandemic Management</p><p>STAGE NEW ZEALAND MoH / DHB ALERT CODE STRATEGY 1 Plan for it (Current stage) WHITE (Information / advisory)</p><p>YELLOW (Standby)</p><p>2 Keep it out (Border RED (Activation) Management) 3 Stamp it out (Cluster Control) 4 Manage it (Pandemic Management) 5 Recover from it GREEN (Stand down) (Recovery)</p><p>This Action Plan seeks to ensure that the Catholic Education Office is in a position to appropriately plan for a possible pandemic, to protect staff, students and, if possible, ensure continuity of education services provided by the Catholic Education Office. This Action Plan contains strategies and ideas about how the Catholic Education Office staff will (as possible) maintain essential activities (e.g. curriculum programmes) and prevent or minimise the spread of infection within the Catholic Education Office. This Action Plan is necessary because MoH advises that the potential impacts of an influenza pandemic in New Zealand include:  the likelihood of periods of very high staff and student absence rates;  schools and tertiary organisations (possibly) being closed for a period of weeks or months.</p><p>First Draft Pandemic and Business Continuity Action Plan 4 2. Stage 1 (a) – Plan for it MoH Alert Code: White (Information)</p><p>(a) Pandemic Influenza Manager and Deputy Mike Nolan will fill the role of Pandemic Influenza Manager. Charles Shaw will fill the role of Deputy Pandemic Influenza Manager. In the event of the absence of either of these personnel Maureen Kerr will provide appropriate cover.</p><p>Tasks the “pandemic influenza manager(s)” will perform include:  developing, reviewing and implementing the Catholic Education Office’s pandemic action plan;  setting up a system to monitor staff who are ill or suspected to be ill, including contacting staff who are unexpectedly absent from work;  Setting up a process to facilitate / encourage the return of staff to work once they are better or at the end of a quarantine period;  ensuring the Catholic Education Office has adequate supplies of tissues, medical and hand hygiene products, cleaning supplies and masks. </p><p>(b) Emergency Supplies Kit and Staff/Student Sickbay A dedicated pandemic influenza emergency supplies kit has been purchased and is currently stored in Sr Cora’s office. The contents of the pandemic influenza emergency supplies kit conforms with the requirements of Ministry of Health (www.moh.govt.nz/pandemicinfluenza). </p><p>At present the Catholic Education Office does not have a dedicated staff/student sickbay. Mike Nolan will address this requirement with the architects at OPUS - as part of the upgrade/redevelopment of the area currently known as classroom B2. When the dedicated staff/student sickbay is available for occupation the pandemic influenza emergency supplies kit will be stored in the sickbay.</p><p>(c) Cleaning Policies, Practices and Supplies Mike Nolan will contact the Catholic Education Office’s cleaning contractor (Spotless Cleaning) to discuss their cleaning policies and practices to ensure that they conform to the MoH’s requirements for future pandemic phases - among other things, the cleaning contractor’s planning should identify the basic hygiene practices (including hand hygiene) to be followed by cleaners, protocols for the use of personal protection equipment (if recommended by MoH), and methods for waste disposal.</p><p>In order to cover the possibility that the cleaning contractor’s staff are absent during a pandemic, all Catholic Education Office staff will be trained in appropriate cleaning procedures.</p><p>General Cleaning Matters/Practices: During a pandemic all staff will need to clean more thoroughly to minimise the spread of the virus, particularly hard surfaces (e.g. sinks, handles, railings, objects and counters). Transmission this way is unlikely but influenza viruses may live up to two days on hard surfaces. Influenza viruses are inactivated by alcohol and by chlorine. Cleaning of surfaces with a neutral detergent followed by a disinfectant solution is recommended. Surfaces that are frequently touched with hands should be cleaned often, preferably daily.</p><p>First Draft Pandemic and Business Continuity Action Plan 5 Staff and students must not share cups, dishes, and cutlery and they must ensure they are thoroughly washed with soap and hot water after use. All magazines / papers will be removed from waiting rooms and common areas (such as the staff tea room, kitchen, etc.). When a person with suspected influenza is identified and has left the workplace, it is important that their work area / office, along with any other known places they have been, are thoroughly cleaned and disinfected. Personal Hygiene Matters: Personal hygiene measures are a key way to minimize influenza transmission. All staff are reminded of the need to:  Cover nose and mouth when sneezing and coughing (preferably with a disposable single use tissue).  Immediately dispose of used tissues.  Adopt good handwashing practices, particularly after coughing, sneezing or using tissues.  Keep hands away from the mucous membranes of the eyes, mouth, and nose.</p><p>Mike Nolan will ensure that adequate supplies of hand hygiene products (soap and towels) are available – these will be stored with the dedicated pandemic influenza emergency supplies kit currently stored in Sr Cora’s office. Hygiene notices (to be supplied by TriEx Health Division) will be posted in all workplace entrances, washrooms, hand washing stations and public areas.</p><p>Social Distancing: A distance of at least one metre should be maintained between persons wherever practical. Larger distances are more effective. Visiting unwell people should be avoided unless it is essential. Suggestions on how to minimise contact include:  Avoid meeting people face to face – use the telephone and the internet to conduct business as much as possible – even with staff are in the same building.  Avoid any unnecessary travel and cancel or postpone non-essential meetings / gatherings / workshops / training sessions.  Avoid public transport: walk, cycle, drive a car or go early or late to avoid rush hour crowding on public transport.  Bring lunch and eat at desk or away from others (avoid the staffroom).  Do not congregate in the photocopy room, staffroom or other areas where people socialise. Do what needs to be done and then leave the area.  If a face-to-face meeting with people is unavoidable, minimise the meeting time, choose a large meeting room and sit at least one metre away from each other if possible. Avoid shaking hands or hugging. Consider holding meetings via conference call or outside. </p><p>First Draft Pandemic and Business Continuity Action Plan 6 (d) Protocols for Dealing with Sick Staff/Students If a person feels ill, or if someone observes that another person is exhibiting symptoms of influenza, they are to contact the Pandemic Influenza Manager, by telephone if possible. The Pandemic Influenza Manager will assess the situation using a screening flowchart such as the one below (current as at December 2005): Screening Checklist for Detection and Management of Suspected Pandemic Influenza Cases</p><p>Process 1) The influenza manager receives a call from a person suspecting they may have influenza 2) Do not visit the person if this can be avoided – manage the process over the telephone 3) Follow the flowchart below</p><p>Ask the person if they have any of the following symptoms: High fever (or feel feverish and hot) Headache Fatigue and weakness Sore throat, cough, chest discomfort, difficulty in breathing Muscle aches and pains. In the event of an employee/student being sent home advice will be provided to the employee or student, by the Pandemic Influenza Manager, on how long to stay away from work / education (the MoH website will have advice on this once the characteristics of a pandemic are known) and the employee/student will be required to provide evidence that they have completed any required quarantine period and are healthy before they will be allowed to return to work/education. Please note: all staff/students are strongly encouraged to return to work/education once they are well; students and staff who have recovered from the pandemic influenza are unlikely to be re-infected as they will have natural immunity) and should be encouraged to return to education or work as soon as they are well</p><p>(e) Distance Working Options If and when the MoH decides to move from Code Yellow: Stage 1(b) to Code Red: Stage 2 the Catholic Education Office staff will be encouraged to work from home. </p><p>In order to prepare for this eventuality Mike Nolan will:</p><p>. Ensure that Sr Cora Grennan CHF is provided with a laptop computer in order to be in a position where all Catholic Education Office staff have laptops for work use at home. . Work with DataSouth (the diocesan computing contractor/service provider) to ensure that each member of the Catholic Education Office staff has VPN access to their section of the Diocesan/Catholic Education Office computer network. . Work with DataSouth to ensure that each member of the Catholic Education Office staff has remote access to their Diocesan/Catholic Education Office emails.</p><p>As working from home is not a well-established practice for all Catholic Education Office staff, each member of the Catholic Education Office staff will be encouraged to “give it a go” (once each fortnight) in order to aid familiarity and to “iron out” any computer connection and technological issues that might arise. In such cases where a staff member is working from home they will email the Cathedral House receptionists in order that all messages and required phone contacts might be recorded and emailed to them.</p><p>(f) Informing Staff and Students about the Pandemic Plan All Catholic Education Office staff will be fully involved in the development of the Catholic Education Office’s Pandemic Plan – all staff will have an opportunity to comment on each draft of the Pandemic Plan. When the Pandemic Plan is finalised all staff will receive an electronic and ‘hard’ copy of the plan.</p><p>When the Pandemic Plan is finalised it will be posted onto the (currently being developed) Catholic Education Office’s website and all students will be informed of this at the beginning of each Wellington Catholic Education Centre (WCEC) Diploma in Religious Studies or Catechetical Studies course.</p><p>First Draft Pandemic and Business Continuity Action Plan 8 At the beginning of each WCEC Diploma in Religious Studies or Catechetical Studies course the lecturer will confirm the contact details (i.e. name, street address, home telephone, work telephone, email) of each student. If the MoH decides to move from Code Yellow (Standby) to Code Red: Stage 2 (Keep it out) the course lecturer will email the updated and confirmed student contact details to the Catholic Education Office (CEO) Pandemic Influenza Manager and the Deputy Pandemic Influenza Manager. This will ensure that the Catholic Education Office will be in a position (even if the lecturer actually contract the influenza virus and is unable to personally contact her/his students) to contact each student in the event that the course is required to be suspended due to the MoH directing regional closure (Code Red: Stage 3) or national closure (Code Red: Stage 4) of educational organisations. In making such contact with students the lecturer (or the Pandemic Influenza Manager or the Deputy Pandemic Influenza Manager) will, obviously, provide each student with their email and telephone contact.</p><p>Lecturers will make it clear that these contact details will only be used for the purpose of pandemic management by the Catholic Education Office and the MoH – the MoH may require information urgently to trace contacts of infected people.</p><p>(g) Medical Advisor for the Catholic Education Office’s Pandemic Plan The Medical Advisor for the Catholic Education Office’s pandemic Plan will be provided through TriEx Health Division – TriEx Health Division is providing professional advice and support for the Catholic Education Office’s pandemic planning process.</p><p>(h) Links with Relevant Agencies and Community Support Networks Links with relevant health authorities will be provide to the Catholic Education Office through TriEx Health Division. </p><p>The Catholic Education Office contact person at TriEx Health Division is Terry Buckingham. Influenza is a highly contagious viral disease of the respiratory tract. Influenza is characterised by rapid onset of respiratory and generalised signs and symptoms including: a high fever, headache, muscle aches and pains, fatigue, cough, sore throat, or a runny nose. Influenza is spread from person to person in the respiratory droplets generated by coughs and sneezes. It can also be spread when a person comes into contact with the respiratory droplets of another person by touching items on which droplets are present, and then touches their own eyes, mouth or nose before washing their hands. The virus may enter through the eyes, or more commonly through the nose or mouth, and into the throat and lungs where it begins to multiply. The time from first exposure to when symptoms begin is one to four days. The disease damages the linings of the respiratory tract. Secondary bacterial infections, such as pneumonia, meningitis, sinus and ear infections can then take hold. How Long is the Influenza Virus Infectious? It is not known for certain, if people with influenza are infectious before developing symptoms. An adult with influenza is infectious once they show symptoms, and for some days after. Children have been shown to remain infectious for up to 21 days, long after symptoms have disappeared. Some individuals may become infected but never show symptoms. Influenza viruses may be able to live for up to two days on hard surfaces such as doorknobs, handrails, toys, cups, utensils, telephones. Although it can live on these surfaces it is not as infectious as these surfaces are usually dry.</p><p>(f) Monitor Planned/Recent Travel of Staff Catholic Education Office (CEO) Pandemic Influenza Manager and the Deputy Pandemic Influenza Manager will follow the travel advice on the MFAT (www.mfat.govt.nz) and MoH websites and via the media.</p><p>As the MoH has decided to move from Code Yellow: Stage 1 (b) (Standby) to Code Red: Stage 2 (Keep it out) the Catholic Education Office staff will be given the option of working from home. </p><p>First Draft Pandemic and Business Continuity Action Plan 17 (g) Programmes for Students The Catholic Education Office staff will inform (by email or, if no email contact is possible, by phone) all students enrolled in future Wellington Catholic Education Centre (WCEC) Diploma in Religious Studies or Catechetical Studies courses of the potential risk that the course may be suspended or cancelled due to the fact that the MoH might direct regional closure (Code Red: Stage 3) or national closure (Code Red: Stage 4) of educational organisations. They will be provided with the appropriate information in order that they might asses the option of enrolling in the WCEC distance course(s), rather than continuing with their enrolment in the “face-to- face” option provided through the Catholic Education Office.</p><p>As the MoH has decided to move from Code Red: Stage 1 (Standby) to Code Red: Stage 2 (Keep it out) all teacher professional development classes/meetings will be suspended/cancelled. </p><p>(h) Institute Rigorous Cleaning Policies and Practices to Mitigate the Spread of the Flu Virus - should it appear The Catholic Education Office’s cleaning contractor (Spotless Cleaning) will be contacted and reminded that their cleaning policies and practices must conform to the MoH’s requirements for future pandemic phases (see: “(c) Cleaning Policies, Practices and Supplies” on page 5 in “Stage 1 (a) – Plan for it” of this document)</p><p>In order to cover the possibility that the cleaning contractor’s staff are absent during a pandemic, all Catholic Education Office staff will be reminded of appropriate cleaning procedures (see: “(c) Cleaning Policies, Practices and Supplies” on page 5 in “Stage 1 (a) – Plan for it” of this document).</p><p>First Draft Pandemic and Business Continuity Action Plan 18 5. Stage 4 – Manage it (Pandemic Management) MoH Alert Code: Red (Activation)</p><p>(a) Communicate Directly with the Local DHB Emergency Planner The Pandemic Influenza Manager will check with the DHB Emergency Planner/Medical Officer of Health for the latest professional advice.</p><p>(b) Make Preparations for Suspension of Operations for an Unspecified Period As the MoH has decided to move from Code Red: Stage 3 (Cluster control) to Code Red: Stage 4 (Manage it) all the Catholic Education Office staff will continue to be directed to work from home and the Catholic Education Office premises will be secured and closed.</p><p>(c) Secure Premises The Pandemic Influenza Manager will close and secure the Catholic Education Office premises. Paddy Beban (Diocesan Financial Administrator) in consultation with Mary Wood</p><p>The rationale for the above system of deputised and delegated decision making authority is that absence rates may be significant (30-60% are the predicted peaks). These are likely to include family members and/or other living companions, workmates, classmates (if in close contact situations or confined airspace environments), and some recreational companions. Note that the definition of a contact is likely to change once the nature of the pandemic strain is known.
