<p>URG Calculations (March 2006) </p><p>Question: “Are we supposed to be completing “multiple payor” arrearage calculations? (This would be where the cp has more than one case and account 40 payments from all the cases would be considered in calculating URG.) The Arrearage Calculations manual section 21.090 dated 09/16/1988 states that IV-D staff are instructed to see the Office Manager/Supervisor concerning the procedures for arrearage calculations. This section is a little dated. However, it seems that completing “multiple payor” calculations is still relevant. If we aren’t considering all the account 40 payments, then we’re not correctly calculating URG and the state would most likely be retaining too much money and the cp would not be receiving what she is entitled to.”</p><p>Answer: According to the DCS Director’s Office, when calculating the URG and several IVD cases are associated with that IV-A number, the payments from all of the cases are considered when the URG is calculated. If a client has multiple IV-A numbers because he or she is receiving for multiple family units, the URGs are calculated separately for the family units. </p><p>For example, when the client receives benefits for his or her children and receives benefits for a sister’s child, the URGs are not combined (The client’s children are one family unit and his/her sister’s children are a separate family unity.) The payments from the noncustodial parents for the client’s children are applied to the URG for that IV-A number, and the payments from the noncustodial parents for the client’s sister’s children are associated with the URG for the IV-A number with the sister’s children. If the client receives benefits for the same family unit under different IV-A numbers, the URGs can be combined; i.e., sometimes they will change the suffix from ‘A’ to a ‘B’ but the members are the same.</p>
