<p> CAMEO Refresher Exercise Set: October, 2011 CAMEO Suite: Unknown Substance Incident</p><p>Scenario: Highway Patrol has discovered an orphaned 55-gallon drum of a clear liquid material. There is no label on the steel drum, and sampling/testing the liquid reveals the following information:</p><p>Sinks in water Colorless liquid Bitter, pungent odor Air-Reactive: Fumes in air at ambient temperatures Fumes rise; lighter than air pH is less than 3 Soluable in water Product is not flammable; fumes are not flammable</p><p>You are directed to operate CAMEO and supply information to Incident Command for the duration of this event.</p><p>CAMEO Chemicals</p><p>1. Use CAMEO Chemicals and WISER to identify the unknown material. (CAMEO Companion pages 31-34) a. What is the product? b. What are the major hazards of the product? c. Could you use copy & paste operations to transfer the CAMEO Chemicals information to the “Hazards” section of the Incident Action Plan? d. What happens if this product comes in contact with water? e. Based on this information, what would you recommend as the Immediate Isolation Zone distance? f. Based on this information, what would you recommend as the Downwind Evacuation distance? g. Based on the information, what level of protection would you recommend for entry into the Hot Zone?</p><p>CAMEOfm</p><p>1. Conduct a Search in CAMEOfm Chemicals in Inventory for the product. Are there any entries for the product? If so, what type(s) of local facilities utilize this product? 2. What are the Phone Numbers for Contacts associated with those facilities? Could they be reached to obtain more information about this product? (CAMEO Companion page 45) MARPLOT</p><p>1. Launch MARPLOT 2. Select a location in your area to use as the incident site 3. Navigate to the incident location (CAMEO Companion pages 57-62) 4. Mark the incident location using the “Extras / Marked Point / Mark Click Point” menu (CAMEO Companion pages 65-66) 5. Use the “Circle” drawing tool to display the Immediate Isolation Zone on the map (CAMEO Companion pages 74, 81) 6. Copy and paste a screenshot of the mapped area from MARPLOT to WORD. (CAMEO Companion pages 85)</p><p>ALOHA</p><p>1. Determine if ALOHA can be used to model this product. ANSWERS:</p><p>CAMEO Chemicals</p><p>1. Use CAMEO Chemicals and WISER to identify the unknown material. (CAMEO Companion pages 31-34) a. What is the product? Fluorosilic Acid, or Hydrofluorosilicic Acid</p><p> b. What are the major hazards of the product? There is no NFPA 704 information available for this product. Note that CAMEO Chemicals and the ERG list several pertinent hazards: including,</p><p>HEALTH TOXIC; inhalation, ingestion or skin contact with material may cause severe injury or death. Contact with molten substance may cause severe burns to skin and eyes. Avoid any skin contact. Effects of contact or inhalation may be delayed. Fire may produce irritating, corrosive and/or toxic gases. Runoff from fire control or dilution water may be corrosive and/or toxic and cause pollution.</p><p>Health Hazard Inhalation of vapor produces severe corrosive effect on mucous membrane. Ingestion causes severe burns of mouth and stomach. Contact with liquid or vapor causes severe burns of eyes and skin. (USCG, 1999) </p><p>CORROSIVE</p><p> c. Could you use copy & paste operations to transfer the CAMEO Chemicals information to the “Hazards” section of the Incident Action Plan? YES</p><p> d. What happens if this product comes in contact with water? </p><p>FLUOROSILICIC ACID</p><p>Corrosive Heat generation Water Toxic gas e. Based on this information, what would you recommend as the Immediate Isolation Zone distance? 150 feet f. Based on this information, what would you recommend as the Downwind Evacuation distance? Since there is no fire involved, there is no Downwind Evacuation distance recommended. g. Based on the information, what level of protection would you recommend for entry into the Hot Zone? Because of the inhalation hazard, Level B might be advisable. CAMEO Chemicals recommends the following for Protective Clothing.</p><p>Protective Clothing Rubber gloves; safety glasses; protective clothing (USCG, 1999) CAMEOfm</p><p>1. Conduct a Search in CAMEOfm Chemicals in Inventory for the product. Are there any entries for the product? If so, what type(s) of local facilities utilize this product? Searching for Chemicals in Inventory in CAMEOfm can be tricky! For example, you might be tempted to search for “Fluorosilic Acid”. The problem is that the persons who submitted the Tier 2 reports might have listed the material as any number of “chemical names”. I did a Search of the state of Oklahoma Chemicals in Inventory for “Fluorosilic Acid” and the result was 3 facilities. Notice that only one entry in my search was actually named “Fluorosilic Acid”!!! </p><p>I did another search for “Fluorosilic”. The result was 11 facilities!!!</p><p>I then did an Advanced Search for CAS number 16961-83-4. Ther result was 11 facilities. However, they were not the identical 11 facilities as were the result for the search for “Fluorosilic”!!!</p><p>Since CAMEOfm can only do “literal” searches, you will likely need to search more than once using different search terms to ensure that your searches are exhaustive and complete!!!!! </p><p>2. What are the Phone Numbers for Contacts associated with those facilities? Could they be reached to obtain more information about this product? (CAMEO Companion page 45) The easiest and best method for obtaining all Contacts and Phone Numbers associated with any single Facility is given on page 45 of the CAMEO Companion. </p><p>In this case, you may have multiple Facility records. The steps to obtain the Contact Names and Phone Numbers for a set of Facility records are:</p><p>1. Produce the list of Facilities reporting Fluorosilic Acid in CAMEOfm using the following Search steps: a. Open CAMEOfm Facilities module b. Select “New Search” button c. Select the “Go to Advanced Search” d. Select the “Select Field” button e. Select “Chemicals in Inventory” and “Chemical Name” f. Select “contains characters” and enter “fluorosilic” g. Select the Search button. The facilities reporting fluorosilic acid should be displayed on the screen Note: as with the Chemical in Inventory searches, you may need to search for the chemical name and/or other identifiers (such as CAS or UN/NA number) several times to obtain the full listing of Tier 2 facilities reporting Fluorosilic Acid. You may use the “Search / Append Search” menu to conduct searches for multiple criteria.</p><p>2. Select the File / Print Report menu 3. Select “Found Set” and “Select All” 4. Select “Preview Report”; there will a separate print record for each facility. Use the “scroll” bar to advance through the entire list of facility records. Fluorosilic Acid, or Hydrosluorosilicic Acid, is commonly found at Water Treatment plants. Sometimes also found at chemical distribution warehouses.</p><p>ALOHA</p><p>1. Determine if ALOHA can be used to model this product. This material cannot be modeled using ALOHA.</p>
