<p> Oregon Programmatic Request Form for FY 2016 Appropriations</p><p>Program/Activity: State Offices of Rural Health Subcommittee: Agency: HRSA Account: Requesting Organization: Oregon Office of Rural Health</p><p>Description of organization’s main activities: The mission of the Oregon Office of Rural Health is to improve the quality, availability and accessibility of health care for rural Oregonians. To that end, we engage in four principal activities: 1. Planning, policy development and advocacy 2. Collection and dissemination of information regarding rural health 3. Provider recruitment and retention 4. Technical assistance to providers and communities</p><p>Program Funding Level Requested (if applicable): $15 million</p><p>Report language requested (if applicable):</p><p>What was the program funding level requested in the President’s FY2015 budget? $10 million</p><p>What was the program funding level included in FY2015 enacted bill (P.L. 113-235)? $9.5 million</p><p>What is the program funding level requested in the President’s FY2016 budget? </p><p>Brief explanation of and rationale for the funding or language: This increase in funding will enable State Offices of Rural Health in all 50 states to: 1) Build capacity to support small town hospitals and clinics working to keep rural people healthy and care for the sick 2) Meet the increased and growing demands for education and technical assistance from rural providers. 3) Adequately fund a responsible rural health safety net resource. 4) Support value – every dollar received by a State Office of Rural Health is matched with 3 non- federal dollars. 5) Ensure innovation in rural communities and health care facilities.</p><p>How is this request a good use of taxpayer funds? The 50 State Offices of Rural Health are the only organizations dedicated to supporting the health care delivery systems and safety net in rural America. In Oregon, rural hospitals and clinics look to the Oregon Office of Rural Health for the information and technical assistance they need to survive and thrive in the rapidly changing environment of health care transformation.</p>
