<p> THE CENTRAL PLANT BOARD Illinois ∙ Indiana ∙ Iowa ∙ Kansas ∙ Michigan Minnesota ∙ Missouri ∙Nebraska ∙ North Dakota Ohio ∙ South Dakota ∙ Wisconsin ______</p><p>CENTRAL PLANT BOARD 2009 Annual Meeting Resolution No. 2 National Firewood Policy </p><p>Since its discovery in Michigan in 2002, emerald ash borer (EAB) has spread and now infests ten states. These infestations have resulted in the death of millions of ash trees in forests and urban areas. Much of the spread of this pest has been attributed to human activities, and in particular, the inappropriate movement of firewood.</p><p>While state and federal quarantines have provided some guidance and regulations relative to the movement of firewood from regulated areas, EAB outliers continue to emerge and resource managers press for a comprehensive approach to managing firewood movement. This current firewood utilization approach supports not only the spread of EAB but other insects and diseases such as P. ramorum, oak wilt, Asian longhorned beetle, and sirex woodwasp.</p><p>RESOLVED by the Central Plant Board at its 85th annual meeting in Des Moines, Iowa, on March 5, 2009, urgently requests that USDA-APHIS-PPQ work collaboratively with its resource partners including the US Forest Service, the National Plant Board, the Park Service, the National Association of State Foresters, the Nature Conservancy, and others to develop a comprehensive national firewood policy to address insect and disease spread concerns. This policy should consider all effective means to improve the understanding of forest pest threats and management, change public behavior and protect forest resources. Methods should include education, regulation, cooperation, and use of incentives.</p><p>BE IT FURTHER RESOLVED, that the USDA and its resource partners implement the components of this new national policy as soon as possible.
