INTRODUCTIONS AND ADMINISTRATION</p><p>Apologies were read out to members of the LLC.</p><p>2. ELECTION OF NEW CHAIR</p><p>Following the resignation of Neil Brow from the Chairpersons role at the previous meeting nominations were sought for the role from each of the Councillors. A Leadbetter offered his services as Chairperson and was duly elected by the Councillors. </p><p>3. ACTIONS FROM PREVIOUS MEETING</p><p>To elect new chairperson – covered in item 2.</p><p>4. ENVIROMENTAL FUND</p><p>An application had been submitted for funding by Byley Village Hall but had not been received by R Dodd prior to the meeting.</p><p>J Beecroft brought the application to the table with a break down of costs.</p><p>Byley Village Hall requested £3990 in total to carry out the following:</p><p> New environmentally friendly hot water boiler for hot drinks  Rewiring of light switches in the toilets so that they are PIR controlled  Fitting of 6 new water butts to the roof drain downpipes with diverter valves  Lighting for car park</p><p>Councillors were asked if they consented to review the application before it had been processed by R Dodd’s or if they wanted to defer R Dodd to complete the application until the next meeting in December. Given the fact the application paperwork for application was associated with providing car park lighting which will sign off at the next meeting be required from November onward the Councillors agreed to review the application and to cast their vote at this meeting.</p><p>After an evaluation of merits of the 4 improvements it was agreed that the lighting in the car park and the toilets were the most compliant with the Environmental Fund Criteria. </p><p>Votes were carried in favour of a donation of £2850 for the car park and toilet lighting schemes.</p><p>Storengy UK Limited</p><p>4 Brunel Court, Rudheath Way, Gadbrook Park, Northwich, Cheshire, CW9 7LP Tel: 00 44 1606 814 680 – Fax: 00 44 1606 4 44 67 Registered in England 6311795 5. PROJECT REVIEW</p><p>J O’Donnell provided an overview of the project to date:</p><p>There have been no safety or environmental incidents recorded since the last LLC meeting.</p><p>Overall manpower numbers have reduced significantly on site as phase one construction works are now complete.</p><p>Brine and Water Phase 1 – 10 Cavities Construction works are complete and the project is in the commissioning phase. Water is being circulated to the cavities to prove the control systems. Solution Mining Experts have been on site through August to help the commissioning team start up each cavity. The Operating Team are now working shifts to provide 24 hour commissioning of the facility.</p><p>Brine and Water Phase 2a – East side Cavities (4 cavities) The access road to the cavities is now constructed and will be tarmaced shortly. Each of the cavity well sites will be top soil stripped before the end of September. </p><p>Brine and Water Phase 2b – West side Cavities (5 cavities) Hedgerow and tree surveys have been carried out and one dead tree had to be removed. Soil striping of the access road will be completed before the end of September.</p><p>R Brookfield – Site Monitoring R Brookfield confirmed that a site inspection had been carried out in the period and that there were no violations of the planning conditions. R Brookfield confirmed that his next site visit will be in October.</p><p>R Brookfield received a request from Storengy for the relaxation of planning condition associated with vehicle movements to facilitate the delivery of road stone from 31st August 2009 for a period of 3 weeks. This has been approved by the council.</p><p>6. COMPLAINTS REVIEW</p><p>Storengy has received no complaints. Cheshire West and Chester Council have received no complaints related to the Stublach Project.</p><p>7. OPEN FORMUM</p><p>A Leadbetter confirmed that Storengy will hold an Open Day Event. The activities will be centred around Lach Dennis Village Hall with bus tours of the Stublach Site. </p><p>The objectives of the Open days are:- To provide an opportunity for the general public and community leaders to understand more about GDF Suez / Storengy / Stublach Gas Storage Project. Provide an informal atmosphere for the general public to voice opinions and concerns.
