<p>TITLE 6 PRIMARY AND SECONDARY EDUCATION CHAPTER 29 STANDARDS FOR EXCELLENCE PART 8 MODERN, CLASSICAL AND NATIVE LANGUAGES WORLD READINESS STANDARDS FOR LEARNING LANGUAGES</p><p>6.29.8.1 ISSUING AGENCY: Public Education Department, hereinafter the department. [6.29.8.1 NMAC - Rp, 6.75.2.1 NMAC, xx/xx/17]</p><p>6.29.8.2 SCOPE: All public schools, state educational institutions and educational programs conducted in state institutions other than New Mexico military institute. [6.29.8.2 NMAC - Rp, 6.29.8.2 NMAC, xx/xx/17]</p><p>6.29.8.3 STATUTORY AUTHORITY: A. Section 22-2-2 NMSA 1978 grants the authority and responsibility for the assessment and evaluation of public schools, state-supported educational institutions and educational programs conducted in state institutions other than New Mexico military institute. B. Section 22-2-2 NMSA 1978 directs the department to set graduation expectations and hold schools accountable. Section 22-2C-3 NMSA 1978 requires the department to adopt academic content and performance standards and to measure the performance of public schools in New Mexico. The purpose of the American Council on the Teaching of Foreign Languages (ACTFL)’s World Readiness Standards for Learning Languages, as reflected herein, is to ensure all K-12 students are prepared with 21 st century skills that will enable success in college, careers, and within local and global multilingual communities. [6.29.8.6 NMAC - Rp, 6.29.8.6 NMAC, xx/xx/17]</p><p>6.29.8.7 DEFINITIONS: [Reserved]</p><p>6.29.8.8 MODERN, CLASSICAL AND NATIVE LANGUAGES CONTENT STANDARDS, Grades K-4 GRADES K-12, W ORLD READINESS STANDARDS FOR LEARNING LANGUAGES, COMMUNICATION: A. Standard 1: By speaking, writing or signing, students will express themselves in a culturally- appropriate manner for many purposes. B. Standard 2: By listening, observing, reading and discussing, students will comprehend and interpret oral, written and visual messages on a variety of topics. C. Standard 3: Students will understand the relationship between language and culture. D. Standard 4: Students will develop an understanding of other cultures, including such elements as their value systems, languages, traditions and individual perspectives. E. Standard 5: Students will understand how language works. F. Standard 6: Students will use the language studied to reinforce and expand knowledge of other disciplines.</p><p>A. Interpersonal Communication: Learners interact and negotiate meaning in spoken, signed, or written conversations to share information, reactions, feelings, and opinions. B. Interpretative Communication: Learners understand, interpret, and analyze what is heard, read, or viewed on a variety of topics.</p><p>6.29.8 NMAC 1 C. Presentational Communication: Learners present information, concepts, and ideas to inform, explain, persuade, and narrate on a variety of topics using appropriate media and adapting to various audiences of listeners, readers, or viewers. [6.29.8.8 NMAC - Rp, 6.29.8.8 NMAC, xx/xx/17] </p><p>6.29.8.9 MODERN, CLASSICAL AND NATIVE LANGUAGES CONTENT STANDARDS WITH BENCHMARKS, Grades 5-8 GRADES K-12, W ORLD READINESS STANDARDS FOR LEARNING LANGUAGES, CULTURES: A. Standard 1: By speaking, writing or signing, students will express themselves in a culturally- appropriate manner for many purposes. B. Standard 2: By listening, observing, reading and discussing, students will comprehend and interpret oral, written and visual messages on a variety of topics. C. Standard 3: Students will understand the relationship between language and culture. D. Standard 4: Students will develop an understanding of other cultures, including such elements as their value systems, languages, traditions and individual perspectives. E. Standard 5: Students will understand how language works. F. Standard 6: Students will use the language studied to reinforce and expand knowledge of other disciplines. G. Standard 7: Students will use the language studied for personal enjoyment, personal enrichment and employability.</p><p>A. Relating Cultural Practices to Perspectives: Learners use the language to investigate, explain, and reflect on the relationship between practices and perspectives of the cultures studied. B. Relating Cultural Products to Perspectives: Learners use the language to investigate, explain, and reflect on the relationship between the products and perspectives of the culture studied. [6.29.8.9 NMAC - Rp, 6.29.8.9 NMAC, xx/xx/17]</p><p>6.29.8.10 MODERN, CLASSICAL AND NATIVE LANGUAGES CONTENT STANDARDS WITH BENCHMARKS, Grades 9-12 GRADES K-12, W ORLD READINESS STANDARDS FOR LEARNING LANGUAGES, CONNECTIONS: A. Standard 1: By speaking, writing or signing, students will express themselves in a culturally- appropriate manner for many purposes. B. Standard 2: By listening, observing, reading and discussing, students will comprehend and interpret oral, written and visual messages on a variety of topics. C. Standard 3: Students will understand the relationship between language and culture. D. Standard 4: Students will develop an understanding of other cultures, including such elements as their value systems, languages, traditions and individual perspectives. E. Standard 5: Students will understand how language works. F. Standard 6: Students will use the language studied to reinforce and expand knowledge of other disciplines. G. Standard 7: Students will use the language studied for personal enjoyment, personal enrichment and employability.</p><p>A. Making Connections: Learners build, reinforce, and expand their knowledge of other disciplines while using the language to develop critical thinking to solve problems creatively. B. Language Comparisons: Learners use the language to investigate, explain, and reflect on the nature of language through comparisons of the language studied and their own. B. Cultural Comparisons: Learners use the language to investigate, explain, and reflect on the concept of culture through comparisons of the cultures studied and their own. School and Global Communities: Learners use the language both within and beyond the classroom to interact and collaborate in their community and the globalized world. B. Lifelong Learning: Learners set goals and reflect on their progress in using languages for enjoyment, enrichment, and advancement.
